About this file

This document is a Response to Pre-Proposal Request for Information (RFI) for Solicitation No. 36C26126R0019, Project No. 662-23-105, for renovation of the Sterile Processing Service at San Francisco VA Medical Center, dated April 2, 2026.

The RFI responses address 88 contractor inquiries across technical, administrative, and logistical aspects of the project. Key technical clarifications include: ingress/egress routes will be established by the VA Construction Safety Officer after Notice to Proceed; asbestos abatement methods must follow contract documents as specified for accurate bidding, with deviations submitted post-award for review; the new 8-inch sanitary sewer line routing requires contractor cross-referencing of drawings with coordination via the VA; MPS piping routing and chase requirements are contractor responsibility through drawing coordination; ceiling demolition must include entire assembly systems; and roof demolition within the penthouse footprint extends to full deck removal per hazardous materials keynotes. Administrative responses clarify: Procore is acceptable and preferred for document control; cost-loaded CPM schedules are required within 90 days of NTP; a full-time, dedicated Site Safety and Health Officer is mandatory; a single Quality Control Specialist suffices for the General Contractor; pre-installation meetings may combine with weekly progress meetings except for critical activities like utility outages and crane lifts requiring separate coordination; normal business hours are 0700-1600 with WHEN-hour work requiring written COR approval; and ICRA templates must be completed and approved before mobilization. The responses also address equipment specifications, utility connections for the temporary SPS trailer, personnel qualifications, submission procedures, and clarifications on Government-furnished equipment and small business requirements.

Response to Pre-Proposal Request for Information (RFI) Solicitation No. 36C26126R0019

Project No. 662-23-105 Renovate Sterile Processing Service

San Francisco VA Medical Center Date: 20260402

RFI #1: Please clarify the required ingress and egress routes that the Contractor is to utilize for access to the third-floor work area. Specifically, confirm the designated pathways for construction personnel, material deliveries, and equipment movement, including any required separation between clean and dirty routes, use of elevators or stairs, and any restrictions related to hospital operations or patient/public circulation.

Additionally, clarify if the Contractor is to provide temporary dedicated access points, staging areas, or material hoisting provisions as part of the work.

Reason for RFI: The contract documents do not clearly define the required access routes to the third floor for construction activities. Clarification is necessary to properly plan logistics, phasing, infection control measures, and associated costs for personnel access, material handling, and equipment movement within an active medical facility.

Reference: GI012 Phasing Plans, Infection Control Risk Assessment, Section 01 00 00 General Requirements Drawing: GI012 Specification Section: 01 00 00

VA Response: The VA Construction Safety OƯicer (CSO) will complete the Interim Life Safety Measures with the General Contractor, after Notice to Proceed.

RFI #2: The contract documents prescribe specific methods for asbestos abatement, including requirements for manual removal, outdoor regulated areas, gross negative pressure enclosures, mini-enclosures, wet hygiene stations, and other detailed procedures associated with limited quantities of material removal at roofing and wall penetration locations. Please confirm whether the Contractor is required to strictly adhere to the exact means and methods described in the drawings and specifications for each instance of asbestos removal, regardless of field conditions. Alternatively, confirm if the Contractor may propose and utilize alternative abatement methods, containment approaches, and sequencing that meet or exceed applicable OSHA and Cal-OSHA regulations, provided the proposed methods are reviewed and approved by the VA and Industrial Hygienist.

Reason for RFI: The specified abatement procedures appear highly prescriptive relative to the limited quantities of asbestos-containing material indicated and may significantly impact cost, Reason for RFI:

phasing, and constructability. Clarification is required to determine whether the requirements are performance-based or strictly prescriptive, and to allow accurate pricing and planning of asbestos abatement work.

Reference: Environmental Drawings HA101, HA102, HA103; Specification Section 02 82 11 Traditional Asbestos Abatement; Associated Plan Notes for Roofing and Exterior Wall Penetrations Drawing: HA101, HA102, HA103 Specification Section: 02 82 11

VA Response: For accurate and comparable bidding purposes – provide proposals for this part of the work as described and depicted in the construction documents. Any deviation(s) to the abatement plan should be sent for review during the submittal process, post construction contract award.

RFI #3: The contract documents prescribe specific methods for asbestos abatement, including requirements for manual removal, outdoor regulated areas, gross negative pressure enclosures, mini-enclosures, wet hygiene stations, and other detailed procedures associated with limited quantities of material removal at roofing and wall penetration locations.

Reason for RFI: The specified abatement procedures appear highly prescriptive relative to the limited quantities of asbestos-containing material indicated and may significantly impact cost, phasing, and constructability.

VA Response: The response is the same as stated in RFI 2. For accurate and comparable bidding purposes – provide proposals for this part of the work as described and depicted in the construction documents. Any deviation(s) to the abatement plan should be sent for review during the submittal process, post construction contract award.

RFI #4: The contract documents indicate a new 8 inch sanitary sewer line at grid lines M and 6 to be routed vertically through the second floor, first floor, and basement, exiting the building approximately 2 feet 6 inches below grade and tying into an existing manhole.

Please provide clarification on the following:

Confirm whether there are any schedule restrictions or required work hours associated with installation of this line through occupied areas of the facility.

Confirm the presence, location, and extent of any asbestos containing materials or lead containing materials within the floor, wall, or ceiling assemblies along the proposed routing path of this new line.

Confirm whether an existing vertical chase or pathway is available for routing of the new sanitary line, or if a new chase is required to be constructed by the Contractor.

Provide existing conditions for each room and floor where the line will pass through, including current use, occupancy status, and any known constraints that may impact construction activities.

Identify the required Infection Control Risk Assessment measures associated with this work, including containment requirements, phasing, and any required separation of construction activities from adjacent hospital operations.

Reason for RFI: The installation of the new sanitary line spans multiple occupied floors within an active medical facility and may involve disturbance of hazardous materials and impact to ongoing operations.

Clarification is required to properly plan construction sequencing, infection control measures, abatement requirements, and associated costs.

Reference: Plumbing Drawings PL102, PL100; Environmental Drawings HA101, HA102, HA103; Infection Control Risk Assessment; Specification Section 02 82 11 Traditional Asbestos Abatement Drawing: PL102, PL100, HA101, HA102, HA103 Specification Section: 02 28 11

VA Response: Coordinate with VA for any Schedule or work hour restrictions. Plan and provide bids for any known asbestos according to HA sheets. Chase walls are clearly identified on AE sheets. Bidding contractors are responsible for cross referencing between all discipline sheets. Existing conditions to be verified during pre-bid site walk. Reference GI sheets for ICRA requirements.

RFI #5: Mechanical Drawing M104 Note 18 indicates that the Contractor is to install a new 4 inch 60 PSI MPS branch routed from the B200 basement mechanical room to serve equipment located in the penthouse.

Please provide clarification on the following:

Provide the intended routing path for the new MPS piping from the basement mechanical room to the penthouse, including identification of any existing vertical chases or pathways to be utilized.

Confirm whether an existing chase is available for this routing or if the Contractor is required to construct a new vertical chase through multiple floors.

Provide connection details within the B200 basement mechanical room, including tie-in location, available capacity, and any required shutdowns or phasing restrictions associated with the existing MPS system.

Identify all floors, rooms, and spaces that will be impacted by the routing of this new piping and provide existing conditions, including occupancy, access limitations, and any known hazardous material concerns.

Confirm required Infection Control Risk Assessment measures associated with installation of this piping through occupied areas, including containment, work hours, and phasing requirements.

Reason for RFI: The contract documents identify the requirement for installation of a new MPS branch but do not provide suƯicient information regarding routing, existing conditions, or connection details. Clarification is required to properly plan installation, coordinate with existing building systems, address infection control and hazardous material considerations, and accurately establish cost and schedule impacts.

Reference: Mechanical Drawing M104 Note 18; Mechanical Plans M-103, M-104; Architectural and Structural Drawings; Infection Control Risk Assessment Drawing: M104, M103, M-103, M-104 Specification Section: Not specified

VA Response: Similar to response to question #4 above – GC’s need to cross reference all drawing sheets. Paths have been identified; chases and penetrations need to be planned for by the GC.

Impacts should be apparent and coordinated with the VA.

RFI #6: Environmental Drawing HA103 Note A5 indicates that applied asbestos black tar (PACM) is occasionally present on otherwise fiberglass pipe insulation and instructs the Contractor to avoid the material if encountered and protect as necessary.

The plumbing demolition drawings indicate removal of numerous existing piping systems across the third floor, second floor, first floor, and basement levels; however, the contract documents do not identify the locations or extents of asbestos-containing materials associated with these systems. Additionally, ICRA requirements are not clearly indicated for work occurring on the second floor, first floor, and basement levels.

Please clarify the following:

Identify the locations and extent of asbestos-containing materials, including black tar (PACM), associated with existing piping systems scheduled for demolition on all aƯected levels.

Confirm whether the Contractor should assume that all existing pipe insulation and associated materials are to be treated as PACM unless otherwise identified.

Clarify how the Contractor is to proceed where demolition of piping conflicts with the requirement to avoid disturbing asbestos-containing materials.

Provide the required Infection Control Risk Assessment measures for demolition activities on the second floor, first floor, and basement levels, including containment, work hours, and phasing requirements.

Confirm whether any required asbestos abatement associated with piping demolition that is not specifically identified in the contract documents will be considered a change to the contract.

Reason for RFI: The contract documents indicate the presence of asbestos-containing materials but do not define the extent or provide clear directions for demolition of aƯected piping systems. Clarification is required to determine the required abatement scope, coordinate demolition activities, establish appropriate infection control measures, and accurately account for associated cost and schedule impacts.

Reference: Environmental Drawing HA103 Note A5; Plumbing Demolition Drawings PD100, PD101, PD102, PD103; Infection Control Risk Assessment; Specification Section 02 82 11 Traditional Asbestos Abatement Drawing: HA103, PD100, PD101, PD102, PD103 Specification Section: 02 82 11

VA Response: for comparable bidding purposes – provide bids for only the areas identified as being positive for ACM. Any other areas that are questionable for ACM shall be tested prior to removal and positive tests will be dealt with at that time.

RFI #7: The contract documents show drainage, waste, and vent piping routing for both the penthouse/roof level and the third floor level; however, the drawings do not clearly indicate how the piping from the penthouse/roof level is to connect to the third floor drainage, waste, and vent systems.

Please clarify the intended routing and connection points between the penthouse/roof piping and the third-floor systems, including vertical alignment, pipe sizing continuity, and any required oƯsets or transitions.

Reason for RFI: The lack of clear connection details between the penthouse/roof and third floor piping systems creates uncertainty in coordination, installation, and required demolition or new construction.

Clarification is required to ensure proper system integration, avoid conflicts with existing conditions, and accurately establish scope, cost, and schedule impacts.

Reference: Plumbing Drawings PL102 Drainage Waste and Vent Plan Third Floor; PL104 Drainage Waste and Vent Plan Penthouse and Roof; P-300 Isometric Drawing: PL102, PL104, P300, P-300 Specification Section: Not specified

VA Response: PL102 shows the connection points from piping above at the penthouse. It’s safely assumed that connection points will be above ceiling (per typical installation means and methods) and will connect to existing piping within existing chase walls. Plumbing Keynotes #23 & #27 clearly state this.

RFI #8: The contract documents indicate demolition and installation of drainage, waste, and vent piping within the second floor ceiling space; however, specific Infection Control Risk Assessment requirements for this work are not clearly identified.

Please clarify the required ICRA measures for above-ceiling work on the second floor, including but not limited to containment type, negative air requirements, work hour restrictions, ceiling access procedures, and any required coordination with hospital operations. Additionally, confirm whether this work is to be performed in occupied areas and identify any phasing or access limitations that may impact installation.

Reason for RFI: Above-ceiling work within an active medical facility may require enhanced infection control measures that significantly impact construction means, sequencing, and cost. Clarification is required to properly plan the work, coordinate with facility operations, and accurately account for associated containment and scheduling requirements.

Reference: Plumbing Demolition and New Work Drawings PD101, PD102, PL101; Infection Control Risk Assessment; General Notes and Specifications Drawing: PD101, PD102, PL101 Specification Section: Not specified

VA Response: ICRA requirements, based on RISK GROUPS, are stated on sheet GI002.

RFI #9: The contract documents indicate significant demolition and installation of drainage, waste, and vent piping within the second floor ceiling space; however, no clear information is provided regarding the existing ceiling system or accessibility conditions in these areas.

Please clarify the following:

Identify the existing ceiling types within the second-floor areas impacted by this work, including whether ceilings consist of acoustical ceiling grid systems, gypsum board ceilings, or other assemblies.

Confirm whether the ceiling spaces are fully accessible or if the Contractor should anticipate limited access conditions requiring selective demolition and reconstruction of ceilings.

Provide reflected ceiling plans or additional details indicating ceiling types, access panel locations, and any areas of restricted access.

Confirm whether work within these ceiling spaces will be performed in occupied areas and identify any associated work hour restrictions, phasing requirements, or coordination with hospital operations.

Identify any required ceiling removal, patching, or replacement associated with this work and clarify whether such work is included in the base scope.

Provide the height of the plenum space above the ceiling for all aƯected areas. If plenum heights vary by room or location, please identify the specific heights for each area.

Reason for RFI:

The type and accessibility of existing ceiling systems significantly impact installation methods, sequencing, and labor productivity for above-ceiling plumbing work. Clarification is required to determine the extent of demolition and restoration, coordinate with infection control requirements, and accurately establish cost and schedule impacts.

Reference: Plumbing Demolition and New Work Drawings PD101, PD102, PL101; Architectural Drawings;

Reflected Ceiling Plans; Infection Control Risk Assessment Drawing: PD101, PD102, PL101 Specification Section: Not specified

VA Response: All items are subject to contractor means and methods for conducting the work.

Contractors to review all plan sheets. Ceiling types of scope areas are clearly indicated. Access panels and their locations are to coordinate with equipment that requires access panels which are at times subject to change based on existing, unknown conditions.

RFI #10: The reflected ceiling plans for Level 3 indicate varying finished ceiling heights across multiple rooms;

however, the contract documents do not identify the overall floor-to-structure height or the available plenum space above ceilings in these areas.

Please clarify the following:

Provide the floor-to-bottom-of-structure (concrete deck or structural framing) height for all Level 3 areas impacted by the proposed plumbing work.

Provide the available plenum height above the finished ceiling in each room or area where drainage, waste, and vent piping is to be installed. If plenum heights vary by room, please identify the specific heights for each location.

Confirm whether the indicated ceiling height variations are due to soƯits, structural conditions, or other constraints that may impact routing of new piping systems.

Identify any known obstructions within the plenum space, including existing mechanical, electrical, or structural elements that may restrict routing of new piping.

Provide available as-built drawings for the existing facility in the areas impacted by this work, including structural and MEP drawings, to assist in understanding existing plenum conditions and potential routing constraints.

Reason for RFI:

Variations in finished ceiling elevations combined with undefined structural heights create uncertainty in available plenum space for routing of drainage, waste, and vent piping. Access to as-built documentation and clarification of existing conditions is required to determine feasibility of installation, coordinate with existing systems, and accurately assess impacts to labor, sequencing, and overall cost.

Reference: Architectural Reflected Ceiling Plans Level 3; Plumbing Drawings PL102, PL103; Structural Drawings; Infection Control Risk Assessment Drawing: PL102, PL103 Specification Section: Not specified

VA Response: any obstructions would be considered existing conditions, and any conflict will be resolved post bid. Contractor responsible for finding best routes and locations possible.

RFI #11: The contract documents indicate that Phase 1B includes construction of the rooftop penthouse, installation of new mechanical equipment, water treatment equipment, and associated utility and ductwork tie-ins.

Please confirm whether the limits of ductwork installation on the third floor for Phase 1B are limited to the scope shown in Detail 2 on Drawing MH103, or if additional ductwork installation beyond what is shown in this detail is required as part of this phase.

Additionally, please provide further clarification on the extent of utility tie-in work required to be completed during Phase 1B prior to proceeding to Phase 2. Specifically, identify all required mechanical, plumbing, and electrical tie-ins, including any work required within occupied areas, and confirm whether full system connections, testing, and commissioning are to be completed during this phase.

Reason for RFI: The contract documents do not clearly define the limits of work associated with Phase 1B, particularly with respect to third floor ductwork and required utility tie-ins. Clarification is required to properly define the scope of work for this phase, coordinate activities within the existing facility, and accurately establish sequencing, cost, and schedule impacts.

Reference: Mechanical Drawing MH103 Detail 2; Phasing Plans GI012; Mechanical Plans M-103, M-104 Drawing: MH103, GI012, M103, M104, M-103, M-104 Specification Section: Not specified

VA Response: refer to Keynotes and Phasing Notes for complete information.

RFI #12: The contract documents indicate that Phase 1B includes ductwork and utility tie-ins associated with the new rooftop penthouse equipment. In order to complete these tie-ins, demolition and construction activities will be required within the existing Sterile Processing Service unit on Level 3, which is anticipated to remain occupied and operational during this phase of construction.

Please clarify the following:

Identify any schedule restrictions associated with performing demolition and construction activities within the occupied SPS unit, including allowable work hours, oƯ-hours requirements, and any required shutdown coordination.

Provide the required Infection Control Risk Assessment measures for this work, including containment type, negative air requirements, ceiling access procedures, and any required separation between construction activities and ongoing SPS operations.

Confirm whether temporary barriers, anterooms, or full containment enclosures will be required for this work and identify any limitations on ceiling access or system shutdowns within the SPS unit.

Reason for RFI: The required ductwork and utility tie-ins will necessitate work within an active and sensitive healthcare environment that will remain occupied and operational during this phase of construction.

Clarification of schedule restrictions and infection control requirements is necessary to properly plan construction activities, coordinate with facility operations, and accurately account for associated cost and schedule impacts.

Drawing: MH103, M103, M104, PL101, PL102, PD101, PD102, GI012, M-103, M-104

VA Response: shutdowns to be coordinated with the VA. Provide ICRA per G sheets.

RFI #13: Please clarify the extent of ceiling demolition required. Specifically, confirm whether demolition of ceilings includes removal of the entire ceiling assembly, including suspension systems and/or framing, or if demolition is limited to removal of ceiling finishes only such as gypsum board and acoustical ceiling tile, with supporting grid and framing to remain unless otherwise indicated.

If removal of ceiling support systems, suspension systems, or framing is required in areas where it is not explicitly indicated in the contract documents, please confirm that such work will be considered outside the base scope of work.

Reason for RFI: The contract documents do not clearly define whether ceiling support systems are to be demolished or remain. Clarification is required to establish the intended scope of demolition and to accurately account for associated labor, material, and coordination impacts.

Reference: AD012 Demolition RCP Level 3; AC131 Reflected Ceiling Plan Level 3; Section 02 41 00 Demolition Drawing: AD012, AC131 Specification Section: 02 41 00

VA Response: Demo ceiling systems in their entirety. Contractors take necessary precautions to not damage any adjacent items that are to remain.

RFI #14: The contract documents require coordination drawings and shop drawings across multiple disciplines and reference compliance with VA CAD and BIM standards, as well as BIM-based as-built documentation. However, the documents do not clearly define any requirements for Building Information Modeling (BIM) or Virtual Design and Construction (VDC) coordination, including clash detection, during design or construction.

Please confirm whether BIM/VDC coordination is required for this project prior to installation of systems. If required, provide applicable requirements including level of development (LOD), required modeling disciplines, coordination procedures, clash detection expectations, and software platforms.

If BIM/VDC coordination is not required, please confirm that the Contractor will not be responsible for performing 3D coordination modeling or formal clash detection beyond standard coordination drawings and submittals as defined in the contract documents.

Additionally, please confirm that BIM-based as-built documentation will be required at completion of the project and identify the required format, level of detail, and software platform for submission.

Reason for RFI: The project involves complex routing of new mechanical, plumbing, electrical, and low-voltage systems within existing conditions. The contract documents reference BIM for as-built documentation and standards compliance but do not define coordination modeling requirements.

Clarification is required to determine the extent of coordination responsibilities and to accurately account for associated cost, risk, and scheduling impacts.

VA Response: submittals that call for shop drawings shall be produced utilizing appropriate drafting programs. Reference spec 01 33 23 for submittal requirements.

RFI #15: Specification Section 01 32 16.15 indicates that the Contractor shall develop a CPM project schedule and includes requirements for cost loading of work activities/events.

Please confirm that the project schedule is required to be fully cost loaded, including allocation of labor, materials, overhead, and profit across all work activities, and that this cost-loaded schedule will be utilized as the basis for progress payments.

Additionally, confirm whether any specific software platform or format (e.g., Primavera P6) is required for preparation and submission of the project schedule.

Reason for RFI: Clarification of cost loading and schedule format requirements is necessary to ensure compliance with specification requirements and to accurately plan for schedule development, reporting, and progress payment procedures.

Reference: Specification Section 01 32 16.15 Project Schedules Drawing: N/A Specification Section: 01 32 16.15

VA Response: If listed in the specifications to provide cost loaded schedule – provide cost loaded schedule.

RFI #16: Specification Section 01 32 16.15 indicates that the Contractor shall designate a representative responsible for preparation and maintenance of the project schedule and provides for the option of utilizing an outside scheduling consultant, subject to approval by the Contracting OƯicer.

Please confirm whether the use of an independent scheduling consultant is required for this project or if the Contractor may perform all scheduling services in-house, provided that the designated representative meets the qualifications and requirements outlined in the specifications.

Additionally, confirm any minimum qualification requirements for the individual responsible for preparation and maintenance of the project schedule.

Reason for RFI: Clarification is required to determine whether engagement of a third-party scheduling consultant is mandatory or optional, and to ensure compliance with specification requirements for project scheduling responsibilities.

Reference: Specification Section 01 32 16.15 Project Schedules Drawing: N/A Specification Section: 01 32 16.15

VA Response: The cost loaded, CPM, schedule of values, and 3-Week Look Ahead are required. Any deviation from Master Schedule by 2 weeks or greater requires an updated Master Schedule. If the General Contractor can produce these without issues, then no issue with creation by In-House, General Contractor.

RFI #17: Please confirm whether the Contractor may utilize Procore as the primary project management platform for document control, including but not limited to submittal processing, RFI management, correspondence, meeting minutes, and document distribution.

If acceptable, confirm whether electronic submissions and workflows managed through Procore will be considered compliant with the contract requirements in lieu of separate email or hard copy submissions, unless otherwise specifically required by the contract documents.

Additionally, please identify any specific requirements for use of Government systems or alternative platforms that must be incorporated alongside the Contractor’s project management system.

Reason for RFI:

Clarification is required to establish acceptable project communication and document control procedures and to ensure eƯicient coordination, tracking, and compliance with contract requirements for submittals, RFIs, and project documentation.

Reference: Division 01 General Requirements; Section 01 33 23 Shop Drawings, Product Data, and Samples;

Section 01 32 16.15 Project Schedules Drawing: N/A Specification Section: 01 33 23; 01 32 16.15

VA Response: Procore is acceptable and preferred.

RFI #18: Specification Section 01 00 00 requires the Contractor to confine operations to approved areas and indicates that utilities will be made available from existing outlets, with the Contractor responsible for all temporary connections and distribution.

However, the contract documents do not clearly identify designated locations for the Contractor’s job oƯice trailer, storage containers, laydown areas, or material staging. Additionally, locations and capacities of available utility connection points are not defined.

Please provide the following:

Designated location(s) for the Contractor’s job oƯice trailer, storage containers, laydown areas, and material staging within the project site or VA campus.

Locations of available connection points for electrical, water, and any other required utilities relative to the designated staging areas.

Available capacities for each utility, including electrical voltage, phase, and amperage.

Any restrictions related to access, security, working hours, and allowable use of adjacent areas within the campus.

Any restrictions or requirements associated with utility tie-ins, including outage procedures, allowable work hours, and coordination with facility operations.

Reason for RFI:

The location of the Contractor’s staging areas and job oƯice trailer is directly tied to the ability to provide temporary utilities as required by the specifications. Without defined locations, connection points, and operational constraints, the extent of temporary utility infrastructure, routing, and associated costs cannot be accurately determined.

Reference: Specification Section 01 00 00 General Requirements, including Paragraphs related to Construction Operations and 1.17 Availability and Use of Utility Services; Drawings; Site Plans Drawing: N/A Specification Section: 01 00 00

VA Response: The VA can provide electrical power via pig tail from the closest panel with availability. It will be on the Contractor to provide cut oƯ switch and cabling to the trailer. Water and Sewer will not be provided. Internet will not be provided.

RFI #19: Specification Section 01 00 00 requires installation of construction fencing with a minimum height of seven feet.

Please confirm whether the Contractor may utilize standard six-foot-tall construction fencing in lieu of seven-foot-tall fencing, provided that the fence meets all applicable safety, security, and site control requirements.

Reason for RFI:

Seven-foot construction fencing is not a standard, readily available configuration. Clarification is requested to determine whether standard six-foot fencing may be utilized to maintain compliance while avoiding unnecessary cost and procurement challenges.

Reference: Specification Section 01 00 00 General Requirements Drawing: N/A Specification Section: 01 00 00

VA Response: 6-foot is fine. Wind is a major issue being so close to the Pacific Ocean and cliƯs, thence the fencing will need to be anchored in such a way that wind will not knock the fence over, repeatedly.

RFI #20: Specification Section 01 00 00 Paragraph 1.16 indicates that the Contractor shall provide temporary sanitary toilet accommodations with suitable sewer and water connections, or, when approved by the COR, provide suitable dry closets. The specification also indicates that the Contractor may be permitted to use toilet accommodations assigned by the Medical Center.

Please confirm whether the Contractor may utilize standard portable toilet units (porta johns) as temporary sanitary facilities for this project in lieu of providing plumbed temporary toilet facilities with sewer and water connections.

Additionally, please confirm whether use of existing Medical Center restroom facilities will be permitted for Contractor personnel.

If portable toilet units are permitted, please identify approved locations on campus for placement of these units.

If the designated job trailer and staging area are not in close proximity to the construction work areas, please confirm whether multiple portable toilet locations will be permitted to accommodate both staging and active work areas.

Reason for RFI:

The specification provides multiple options for temporary sanitary facilities but does not clearly define which will be permitted for this project or where such facilities may be located. Due to the size of the campus and potential separation between staging areas and active work zones, clarification is required to properly plan placement, access, and associated logistics.

Reference: Specification Section 01 00 00, Paragraph 1.16 Temporary Toilets Drawing: N/A Specification Section: 01 00 00

VA Response: VA to review and approve any General Contractor submitted locations for temporary toilets.

RFI #21: Specification Section 01 00 00 Paragraph 1.15 includes conflicting requirements regarding use of existing elevators. Paragraph A states that the Contractor will not be allowed the use of existing elevators and that an outside hoist shall be used, while Paragraph B states that use of existing elevators will be permitted subject to approval and conditions.

Based on typical construction sequencing and logistics, the Contractor anticipates that existing elevators may be utilized for personnel and limited material transport, while larger equipment and bulk materials would require external lifting or material handling methods.

Please confirm whether this approach is acceptable.

Additionally, please identify any requirements, restrictions, or designated locations for vertical material handling and associated staging areas within the project site or VA campus.

Reason for RFI:

The contract documents contain conflicting requirements regarding use of existing elevators and do not clearly define requirements or constraints for vertical material handling. Clarification is required to determine appropriate means and methods, equipment needs, and staging requirements necessary for construction operations.

VA Response: VA elevators are for patients and staƯ, first. Construction debris, toolboxes, equipment, and workers are not permitted to use the elevators. The elevators have size and weight constraints, and the General Contractor will be responsible for any damage incurred without COR’s prior written approval. ScaƯolding and hoist are preferred. Contractors will be required to use stairs as there have been issues that occurred on campus with patients and contractors, thence this requirement. The COR can give written approval to deviate from these requirements to use the elevators on a case-by-case basis.

RFI #22: The contract documents do not clearly indicate any demolition or new work within Cart Wash Room 3A-109B, and no scope of work appears to be associated with the existing cart wash equipment.

Please confirm that no construction work is anticipated within Room 3A-109B and that the existing cart wash equipment is to remain in place and be protected during construction.

Reason for RFI:

Clarification is required to confirm the extent of work within this room and to ensure proper coordination, protection measures, and accurate pricing of the work.

VA Response: VA to confirm what to do with the equipment in 3A-109B. Spur’s opinion is that it will need to be removed as to not cause damage.

RFI #23: The Demolition Reflected Ceiling Plan indicates that the existing ceiling in Room 3A-110B is to remain. The New Reflected Ceiling Plan shows new ceiling hatch in this room, and the Room Finish Schedule identifies a resinous coating ceiling finish for this space. Existing drawings indicate that the ceiling in this room is gyp board.

Please clarify the intended scope of work for the ceiling in Room 3A-110B. Specifically, confirm whether the existing gyp board ceiling is to remain in place and receive new resinous coating, including any required preparation and patching, or if any portion of the existing ceiling is to be demolished and replaced prior to application of the resinous coating finish.

If new or replacement ceiling work is required, please provide the extent of demolition and required ceiling assembly.

Reason for RFI:

The contract documents provide conflicting indications regarding whether the ceiling in this room is existing-to-remain or new work. Clarification is required to determine the proper extent of demolition, ceiling preparation, and finish application.
