SEALIFT COMMAND TRAINING CENTER HAMPTONS ROADS SERVICES
CONTRACT AND MSC UNDERWAY REPLENISHMENT TRAINING CENTER
Part 1
General Information
1. GENERAL This is a non-personnel services contract to provide instructor personnel support for both in-house and exportable Military Sealift Command (MSC) training courses. The in-house training courses will be instructed at the MSC Training Center Hampton Roads (TCHR), FT Eustis, VA and the MSC Underway Replenishment Training Center (MUTC), Joint Expeditionary Base Little Creek-Fort Story (JEBLC-FS), VA.
Equipment maintenance support will be performed at the MUTC training site. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
1.1. Description of Services/Introduction: The Contractor shall provide instructor personnel for in-house MSC training courses at TCHR and MUTC training centers. The Contractor shall provide equipment maintenance support at the MUTC. The Contractor shall export the training courses and conduct Shipboard Qualification Trials (SQTs) training onboard MSC Government-Owned, Government-Operated (GOGO), Government-Owned, Government-Contracted (GOCO), and Contractor-Owned, Contracted- Operated (COCO) vessels and MSC shore facilities throughout CONUS and OCONUS.
1.1.1. National or Pandemic Emergencies: During a national emergency or other pandemic emergency, all training services and personnel positions listed in this PWS are considered “mission essential”. The COVID-19 pandemic is an example of a national emergency. All contract personnel assigned to the training facilities will be required to follow MSC COVID-19 safety requirements such as, but not limited to: hand washing, social distancing, mask wearing, any daily COVID-19 questionnaire completion requirements, as well as all MSC, Federal and/or State travel quarantine requirements either in place at the time of contract award or during contract administration. MSC Instructions and MSC’s Quality Management System (N2.35.6100.1-Q Rev 9 with enclosure series) documents may list additional COVID-19 safety requirements.
1.1.2. Staffing Plans: Contract instructors shall teach independently and/or alongside Civilian Mariner and Government Service instructors at the schoolhouses and at exportable training sites. The Contractor shall provide a staffing plan for the training courses in order to maintain the stability and continuity of the workforce which is essential to MSC operations.
1.1.3. Number of Training Courses: The number of training courses at the schoolhouse and exported to MSC vessels worldwide will vary depending on MSC requirements to crew the MSC vessels with new hire and relief personnel.
1.1.4. Training Course schedules: Training course schedules are developed quarterly. However, additional training courses will be added as training requirements are identified. Historical figures on the number of students and the number of classes varies. In FY20, Four Basic Operations courses were taught at MUTC. The MUTC historical student throughput over the last four (4) years has been approximately 1,400 students (FY17 had a low of 1,135 students and FY19 had a high of 1,908 students). In FY21, the Bridge Resource Management Training Course with Simulator was scheduled weekly to offset the cancellations from COVID-19. (See the MUTC Historical Student Throughput Attachment 12). Historic throughput numbers are not available at the TCHR training site as FY20 was the school’s first year of operation. Estimated Workload data (see attachment 3) and Tentative FY22 Course Schedule (see attachment 11).
1.1.5. Data Rights: The Government shall have the right to use, modify, release, reproduce, perform, disclose, or display all technical data developed under this Contract. All material developed for MSC shall not be released outside of MSC without prior authorization from the COR.
1.1.5.1. All work performed by the Contractor under the contract shall become the exclusive property of MSC in which the Government shall have unlimited rights. The Contractor shall not deliver or otherwise provide to the Government technical data or computer software, to include the deliverables under the Contract, with restrictions, including those as to use, modification, reproduction, and transfer, or with restrictive markings.
1.1.5.2. At any and all times, the Contractor agrees to promptly provide to the Government at no additional cost such documents, codes or other materials and information that are necessary to permit the Government's full enjoyment of its rights in the deliverables as described above.
1.2. Background: MSC operates a fleet of Combat Logistics Force (CLF) and Service Support ships (GOGO, GOCO and COCO), providing sealift and fleet support services to the Department of Defense (DoD). MSC manages this fleet through its Government Operated Ships Program Office (PO1) with support from the Total Force Management Program Office (N1). Background information related to MSC and its programs are available at http://www.msc.navy.mil.
1.2.1. Mission: MSC N162 Centers of Excellence Branch is responsible for the operation of the MSC training centers. N162’s primary mission is to provide training for Civil Service Mariner (CIVMAR), Contract Mariner (CONMAR), and U.S. Navy Active Duty and Reserve personnel, and to any students requesting training as identified by the CIVMAR Management (MSC N12) and the Training and Workforce Development (MSC N16) offices. As part of this mission, the TCHR training center provides training to New Hires as well as US Coast Guard approved refresher-training courses. The MUTC training center provides Underway Replenishment (UNREP) SQT assessment teams and trains MSC Naval Reserve personnel, to include but not limited to, MSC Ammunition Management Teams and three MSC Cargo Afloat Rig Teams (CARTs) of Reserve personnel whose mission it is to augment PO1 CLF ships with qualified UNREP rig teams.
1.2.2. Scope: In support of the TCHR, MUTC, and the MSC CONUS/OCONUS training facilities and ships, the Contractor shall provide: (1) Training (Resident and Non-Resident), (2) Administrative support, (3) Warehouse and supply operations, (4) Engineering support, (5) Computer and database support, (6) Military, CIVMAR and CONMAR scheduling coordination, (7) Transition services, ( 8) UNREP SQT Team Support, (9) Curriculum Develop support, (10) IT support, (11) Facilities management support, (12), Contested environment Training, (13) Exportable Bridge Resource Management Training, and (14) Basic and Advanced Operations training support (Drake, Visual Information and Visual Communications), (15) Maintenance of fixed and mobile training devices (located at TCHR and MUTC only).
1.3. Period of Performance: The Period of Performance is:

1.4. General Information:
1.4.1. Recognized Holidays: The Contractor is not required to perform services on holidays. Refer to https://www.opm.gov for a list of federal holidays.
1.4.2. Hours of Operation: The Contractor is responsible for conducting business, between the hours of
0600 and 1430 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies (with the exception of the COVID-19 pandemic as discussed in Paragraph 1.1.1 above), administrative closings, or similar Government directed facility closings. However, hours of operation may include evening and weekend hours. The Government anticipates that training will occur occasionally on the weekends. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.
1.4.3. Place of Performance: The schoolhouse work to be performed under this contract will be performed in classrooms at FT Eustis and Little Creek, VA. Exportable training courses will be conducted onboard MSC vessels at CONUS and OCONUS locations.
1.4.4. Type of Contract: The Government will award a single, Firm Fixed Priced, “C”-Type, Contract.
1.4.5. Contracting Officer Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract; performs inspections necessary in connection with contract performance; maintains written and oral communications with the Contractor concerning technical aspects of the contract; issues written interpretations of technical requirements, including Government drawings, designs, specifications; monitors Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinates availability of Government furnished property, and provides site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the contract.
1.4.6. Organizational Conflicts of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to, or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
1.5. Transition Services:
1.5.1. Phase-In Services: If other than the incumbent is awarded this contract, the Contracting Officer will allow the Contractor up to a 31-day phase-in period. If a phase-in period is required, it shall commence on the contract start date. Within three working days after the start of the phase-in period, the Contractor shall commence review of all operations with the MUTC Site Administrator/ Branch Head. Following this review, the Contractor shall develop, with Government input, a plan of action to ensure the smooth transition of services from the predecessor Contractor to the Contractor with no degradation of services. The phase-in services should be considered a very intense effort, possibly requiring working hours outside of the normal working hours specified in the contract. At the end of the phase-in period, the Contractor will be responsible for full performance in accordance with the terms of the contract.

1.5.2. Instructor Training Courses Familiarization: The Contractor shall ensure instructors are completely familiar with course curriculum material for the training courses listed in the Training Course Listing (Attachment 4) and all the GFE/GFM Material list (Attachment 15) required to instruct the training courses.
1.5.3. Guidance on Key Personnel Substitutions: The Contractor agrees that during the first ninety (90) days of the contract’s performance period, no key personnel substitutions will be permitted unless such substitutions are necessitated by an individual’s illness, death, or termination of employment.
In any of these events, the Contractor shall promptly notify the Contracting Officer and provide replacement personnel. After the initial ninety (90) day period, all substitution proposals must be submitted, in writing, at least thirty (30) days in advance of the proposed substitution to the Contracting Officer, and provide qualified personnel in accordance with Paragraph 5.2.3 (Personnel Qualifications). The Contractor will submit key personnel substitution listed in Paragraph 5.2.4 (Key Personnel) for the Government’s approval.

DEFINITIONS & ACRONYMS
2. DEFINITIONS AND ACRONYMS
2.1. DEFINITIONS:
2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or services to the
Government. The term used in this contract refers to the prime.
2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.
2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the
Performance Work Statement.
2.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
2.1.6. EXPORTABLE TRAINING: Training courses that shall be available for instruction AFLOAT on board ships or at CONUS and OCONUS shore locations.
2.1.7. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.8. NATONAL EMERGENCY/PANDEMIC: a state of emergency resulting from a danger or threat of danger to a nation from foreign or domestic sources and usually declared to be in existence by governmental authority.
A widespread occurrence of an infectious disease over a whole country or the world at a particular time.
2.1.9. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
2.1.10. QUALITY ASSURANCE. The Government procedures to verify that services being performed by the
Contractor are performed according to acceptable standards.
2.1.11. QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of Contractor performance.
2.1.12. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.13. SUBCONTRACTOR. One that enters into a contract with a prime Contractor. The Government does not have privity of contract with the subcontractor.
2.1.14. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.15. WORK WEEK. Monday through Friday, unless specified otherwise.

3. GOVERNMENT FURNISHED RESOURCES AND SERVICES
3.1. Government Furnished Equipment (GFE)/Government Furnished Information (GFI)/Government
Furnished Material (GFM): The Government will provide all GFE, GFI and GFM necessary to perform the services required in this PWS. The Contractor shall comply with all provisions that are prescribed in the FAR clauses applicable to any GFE, GFI and GFM or other resources identified in this PWS. The complete listing of GFE and GFM is listed in the attached (GFE/GFM EXCEL Spreadsheet Attachment 15). GFI is listed in Part 6 of the PWS.
3.2. Government Furnished Automatic Data Processing (ADP) Resource: The Government and MSC HQ N6 (IT Branch) will provide and maintain computer hardware and software. This includes hardware (personnel workstations) as well as the computers/laptops to include the Government File Server (NMCI, One Drive, Cloud, MSC Portal), which operates on a Local Area Network (LAN). Government ADP resource software includes the Microsoft Office Windows suite and software required to conduct the applicable courses of instruction. The Government shall provide facilitated access to QMS Directives, SMS Directives, Procedures, and Policies located on the MSC portal.
3.2.1. The Government will furnish access to Command, Control, Communications and Computer Systems (C4S) consistent with the Contractor’s security clearance and the “need-to-know”. This includes but is not limited to unclassified and secure local area networks. This also includes computers (personal and access to main frame systems), the Curriculum Change Request, the Student and Training Course Report, the CART PQS/ESWS Booklets, the Equipment Storage Status Reports and the Allocated Equipage List.
3.3. Training Resources: The Government will provide training resources, which include personnel laptops capable of presenting videos and classroom presentations, overhead projectors, DVD/VCR players, and other audio-visual equipment as required.
3.4. Technical manuals: The Government will provide technical manuals for all equipment listed in the GFM/GFE Attachment 15.
3.5. Government Training Facilities: The Government will provide training facilities for classroom/hands-on training. The type of training being provided will normally determine the training facility and training site.
Facilities are listed in Paragraph 3.7 of this PWS.
3.6. GFE: The Government will provide workspace office furnishings, telephones, scanner, facsimile resources and supplies (desk, chair, filing equipment, etc.,) for on-site Contractor employees. All contract employees will work on-site.
3.6.1.The Government shall provide training materials and equipment for on-site and exportable training courses.
3.7. Facilities: The Government shall provide access to the following MSC facilities:

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES
4.1 General: The Contractor shall furnish all supplies, equipment, facilities, services, and personnel required to perform the work required under this PWS that are not Government furnished under Part 3 of this PWS.
4.2 Secret Facility Clearance: All Contractor personnel shall possess and maintain a SECRET facility clearance from the Defense Security Service. The Contractor’s employees, performing work in support of this contract, shall have obtained an Interim or Final SECRET security clearance from the Defense Industrial Security Clearance Office prior to entering the Government facility as employee on this contract. The DD 254 is provided as Attachment 13.
4.3 Materials Support: The Government will provided materials and equipment to support the training courses with the exception of the 3rd Exportable Bridge Resource Management Simulator System.
4.3.1. The Government will provide two operational Exportable Bridge Resource Management Simulator systems for use in the instruction of the Exportable Bridge Resource Management Training Course.
4.4. Exportable Bridge Resource Management Simulator System Equipment:
4.4.1 Exportable Bridge Resource Management Simulator.
4.4.1.1 The Contractor shall provide a 3rd Exportable Bridge Resource Management Simulator system with the upgraded hardware and software specifications to support the General Dynamics Information technology (GDIT) V-Ship 9.2 System Program.
4.4.1.1.1. Ship BRM Simulator / Trainer: Ship BRM Simulator/Trainer laptop is intended to provide a system with a minimum foot print and power requirement and ease of setup and takedown.
4.4.1.1.2 This system utilizes five COTS high-end, gaming laptop Personnel Computers. These laptops feature a minimum 17 inch screen, Nvidia GTX graphics card and a fast Intel I7 CPU with simulated throttle and helm. This system can be expanded or reduced in scope depending on the final training requirements.
4.4.1.1.2.1. For example, the minimum system would include five laptops--Instructor
Station laptop, and Visual and Ship Control laptops. An expanded system shall include a visual display laptops and or Radar / Electronic Chart Display and Information System laptops.
4.4.1.1.2.2. The Laptop Bridge Simulator / Trainer will be standalone and not be connected to the shipboard or land based network. Software will use existing/current GDIT VirtualShip simulation software 9.2.
4.4.1.1.2.3. The VirtualShip simulation software has a 30 year legacy of development and application and is a stable and highly capable product for Ship Bridge applications. In its current architecture, GDIT upgrades the VirtualShip software for general release every 1 to 2 years. VirtualShip simulation software will be applicable to all GOGO ship classes, not just the T-AH.
Recent VirtualShip enhancements that are of greatest significance to the Laptop Bridge Simulator / Trainer include Dynamic Draft and Trim;
Enhanced Visualization; Enhanced Navigation Sensors with environmental condition sensors; Full AIS system capability including display on Radar and ECDIS and instructor control of the message content; 3D Radar Modeling;
System Configuration Management and Setup from the IOS. Recognizing the diverse background, training, and cultures that these crew members will bring to the team, the purpose of the training is to provide integrated training for US Navy sailors and CIVMARs to ensure proper bridge procedures are followed, effective communications, situational awareness, error-trapping, leadership on the bridge, response to bridge emergencies, integration of a pilot into the bridge team, and voyage planning proficiency. The training is expected to increase shipboard safety and prepare individuals to work safely and successfully as a team, making the most effective and efficient use of all resources on board.
4.4.1.1.3. Simulator Software attributes will be included, but not limited to:
4.4.1.1.3.1. Each user will be required to register basic identification details, without PII implications, to obtain a login name to be able to use the system and to allow for oversight of system use.
4.4.1.1.3.2. An administrator login module which will allow on board management and instructors to access usage records to assess and monitor use of the system.
4.4.1.1.3.3. Simulator to be mathematically modeled to reflect all MSC vessels hull form and maneuvering characteristics. The model will accurately represent the behavioral characteristics of the vessels. The model will realistically behave as per the hydrodynamic effects of wind, current, and swell, and hydrodynamic effects acting on the hull and freeboard of the vessels including pressure and suction, Bernoulli affect, shallow water effect and grounding, bank and canal/channel effect, effect of rudder, propeller, thruster and line, anchor and tug forces.
4.4.1.1.3.4. Shall be capable of running COTS computer hardware and software at the same or higher standards than installed on the current two Exportable Bridge Resource Management Simulator systems operated and owned by MSC. The VirtualShip software operated on the simulator systems is proprietary software.
4.4.1.1.3.5. Shall be capable of running CBT courses, such as: Navigation, Rules of the Road, Stability and Trim; Bridge Resource Management (BRM), Collision Avoidance; Mooring; General Principles of ship handling; ECDIS, ARPA, ice navigation, collision avoidance programs, current operating on the GDIT VirtualShip installed software.
4.4.1.1.3.6. Shareable Content Object Reference Model (SCORM): software will be SCORM compliant.
4.4.1.1.3.7. Optical Storage Devices: The contractor shall ensure the system contains optical storage devices (CDs and DVDs) with system software, including source code and compilation software for the hardware and software components installed in the simulator equipment. All appropriate technical manuals for the simulator hardware and software components will be included.
Software will be non-proprietary to allow MSC to make changes in the future.
4.4.1.1.4. Exportable Bridge Resource Management course: The Exportable Bridge Management Course will be in compliance with 46 CFR sec. 11.202(e) and Section B-VIII/2, Part 3-1 of the Standard of Training, Certification, and Watch Keeping Code. The course shall encompass the Bridge Resource Management subject matter outlined in the U.S. Federal Register (62 FR 34518) to include bridge procedures, watch conditions, effective communications, situational awareness, error-trapping, leadership on the bridge, response to bridge emergencies, integration of a pilot into the bridge team, and voyage planning proficiency.
4.4.1.2. Maintenance and Upgrade Packages: The Contractor shall provide a maintenance and upgrade package for the three (3) Exportable Bridge Resource Management Simulator GDIT V-Ship systems
4.4.1.3. Upgrade Requirement: The Contractor shall upgrade the MSC Exportable Bridge Resource Management Simulator systems to GDIT V-ship 9.2 Program.
PART 5
SPECIFIC TASKS
5. SPECIFIC TASKS
5.1. Basic Services: The Contractor shall provide training, training support, and instructor personnel for both in-house and exportable MSC training courses. The in-house training courses are located at TCHR and MUTC and the exportable training is worldwide. The Contactor shall also provide training support services, engineering support services, warehouse operations/supply support services at the MUTC training site.
5.2. Objectives/Tasks: The Contractor shall provide the instructor and support personnel listed in Paragraph
5.2.7 to ensure that the services performed meet all requirements specified in this PWS. The Contractor shall perform the following tasks:
5.2.1. Training support:
5.2.1.1. Update training records in the system of record for CIVMAR, CONMAR, active and reserve personnel attending training courses listed in the MUTC Courses of Instruction listing (MUTC Course Listing Attachment 4) at the MUTC in accordance with record retention procedures in accordance with MSC QMS Procedure QMS-0000-003.0-Q, Control of Records Management Systems/Databases (series) and COMSCINST 5210.1A (series) Records Management Program.
5.2.1.2. Support MSC reserve units in the Qualification/Certification Program by providing rosters and certificates for individuals attending training at MUTC and TCHR.
5.2.1.3. Safety:
5.2.1.3.1. Recommendations for safety improvements, whether immediate or long-term, shall be made through the TCHR or MUTC onsite management chain of command for internal review. Cargo/training evolutions shall be stopped immediately if the instructors determine that safety is an issue and there is a threat or danger to the students and personnel. Long-term recommendations shall be made to the onsite chain of command and included in the reports referenced below.
5.2.1.3.2. The Contractor shall submit a Safety Report by email (no special format required) on adherence to safety standards, safety concerns or problems experienced and recommendations for improvement directly to the COR with a copy to the TCHR and MUTC Site Administrators. These reports shall be submitted quarterly and on an as-needed basis as safety mishaps occur. Refer to the Navy Safety Center instructions, MSC SMS Safety Documents and the Safety CDRL Attachment 106 for document requirements.
5.2.1.4. Student and Training Course Questionnaire: The Contractor shall give the students a Student and Training Course Questionnaire form to provide feedback to the MUTC and TCHR Site Administrator/Branch Head and COR. Based on student feedback, the Contractor may be required to revise or edit a course. The Student and Training Course Report form shall be provided as Government Furnished Material (GFM) (Student and Training Course Report Attachment 102).
5.2.1.5. Student and Training Course Report: At the end of each course, the Contractor shall complete the Student and Training Course Report (Attachment 102). The Contractor shall also submit all Student and Training Course Questionnaires completed, summarize student feedback from the questionnaires and provide a list of students who did not receive training certificates.
5.2.1.6. Student Muster Reports: Shall be completed and submitted daily to MSC N16 administrative personnel with the Student and Training Course Report for upload into the MSC Human Resources Management System (HRMS) database. See the attached Student Muster Report CDRL (Attachment 103).
5.2.1.7. Course and Instructor Evaluation: The course instructors shall ensure all students complete the Course and Instructor Evaluation at the end of each course (see attachment 104). The Course and Instructor Evaluations shall be presented to the COR, Contract Specialist, and training site Administrator.
5.2.1.8. Course Completion: All student course completion shall be documented using HRMS for CIVMAR and CeTARS Active Duty and Reserve personnel, and a MSC MUTC- specific electronic database for CIVMARS. The student rosters will be submitted to the N16 training branch MSC portal inbox for entry into the HRMS system. The student record keeping system is subject to the Privacy Act and the Contractor shall comply with all requirements regulating use, safeguarding, and disclosing this information. The student course completion information shall be presented to the COR, Contract Specialist and Contracting Officer at the monthly COR progress meeting.
5.2.1.9. Training Material Transportation: The Contractor shall assemble, pack, and transport educational materials to the exportable training sites and non-resident training courses.
5.2.1.10. Course Schedules: The Contractor shall coordinate with the Site Administrator, Training Manager, SQT Team Leader, and Government Engineering Representative to publish and maintain course schedules, SQT team assessment visits, instructor assignments, staff schedules (PTO, TDY, Travel, leave) in Outlook, One Net, and MSC TCHR/MUTC Training Portal Site. Annual course schedules, course schedule changes and information shall be posted on the TCHR/MUTC external portal for customers to view.
5.2.1.11. Maintain the MUTC Technical Library.
5.2.1.11.1. Other MUTC Administrative Support: The Contractor shall provide other administrative support to MUTC to include:
5.2.1.11.1.1. Operate office equipment necessary to meet training goals;
5.2.1.11.1.2. Coordinate, update and schedule meetings;
5.2.1.11.1.3. Upload student rosters into the MSC N1 Placement and training portal inbox for upload into HRMS.
5.2.1.11.1.4. Create and maintain training course completion files to document courses/training conducted;
5.2.1.11.1.4.1. Electronic files shall contain rosters, copies of certificates/refresher letters, copies of licenses, identification documents, student evaluations, written tests and practical tests as required by the specific course;
5.2.1.11.1.4.2. A hard copy file shall be maintained for all licenses;
5.2.1.11.1.4.3. Inventory office supplies monthly and submit a list of required office supplies to the Training Site Administrators and COR.
5.2.2. Training:
5.2.2.1. Course Instruction: The Contractor shall provide the necessary number of qualified, trained and knowledgeable instructors in accordance with Part 5 to teach the classes listed in the MUTC Courses listing Attachment 4 at MUTC, TCHR, at MSC ports of call CONUS and OCONUS, and onboard ships CONUS and OCONUS.
5.2.2.2. Course Delivery: All Training courses shall be delivered in person via lectures, hands on training, and/or simulators. The Contractor may utilize PowerPoint, printed material and other mediums for the delivery of required content. All methods of delivery shall be determined and/or approved by the COR. Any recommendations to the method of delivery shall be processed in accordance with training curriculum revision process.
5.2.2.3. Students: Persons attending courses within this PWS shall be in accordance with the scope of the contract and as determined solely by MSC.
5.2.2.4. Resident Training Courses: Resident courses are those provided onsite at TCHR and MUTC.
Class sizes are outlined in the MUTC Courses Listing (Attachment 4). Several resident courses may run concurrently at the MUTC and TCHR training sites during the training day.
5.2.2.4.1. Course Title: ADVANCED OPERATIONS COURSE (AOC) (CIN: TBD- (In House))
5.2.2.4.1.1. Course length: 32 hours Class size: 18 Students Maximum
5.2.2.4.1.2. Course Description: MSC’s AOC of instruction provides an overview of USN’s fleet operations and how MSC’s interaction with the Navy is critical to mission accomplishment. The course updates the student on the latest fleet tactics, techniques, and procedures to include operations under the confines of a contested environment. Additionally, resources available to assist the student in their day-to-day planning/operations are discussed. Lesson plans are based around PowerPoint presentations but are enhanced by open discussions from student and instructor real-life experiences and documented lessons learned reports.
5.2.2.4.1.3. This 32 hour course is taught at the Secret level. The following lectures are covered throughout the course:

5.2.2.4.2. Course Title: AMMUNITION MANAGEMENT COURSE (AMC) (CIN: TBD- (In House))
5.2.2.4.2.1. Course length: 80 hours Class size: 6 Students Maximum
5.2.2.4.2.2. Course Description: This course provides in-depth instruction on ammunition administrative duties for processing and maintaining records related to ordnance assets, and expands upon the ammunition management overview provided in the COO course. It provides students with the knowledge, skills and abilities to generate and maintain ammunition records and other technical information required to manage Navy, Marine Corps, Coast Guard, NATO, and other service ordnance using the Ordnance Inventory System – Retail (OIS-R) system. The course provides general requirements and specific fleet sentencing criteria applicable to receipt, segregation, storage and issue processes per NAVSUP P805 and P724. Students will be provided specific sentencing criteria and will use OIS- R computers, scanners and printers during practical application exercises. The exercises will be conducted to provide a framework for identifying ammunition serviceability and for reporting and tracking with OIS-R. This course is designed to expand the understanding of basic level ammunition supply procedures for students, and provides a comprehensive overview of ammunition supply systems and organizations associated with the requisition and issue, asset reporting, item management, inventory requirements, and causative research functions. Students will be taught the relationship of ammunition supply to other functions, e.g.
inventory storage, maintenance, and disposal. They will gain an understanding of the features and similarities of retail supply procedures. Exercises will be conducted in the manual receipt, issue, inventory record keeping, and reporting of ammunition assets and movements, with the ultimate objective being the enhancement of fleet readiness and stock point ordnance management using OIS- R. The last two days of the course will include instruction related to proper banding and palletization of sentenced ammunition. A written test and a practical test shall be administered at the conclusion of the course and a passing grade of 75% is required for student credit.
5.2.2.4.3. Course Title: BANDING AND PALLETIZATION (CIN/CDP: G-063-0613/07R7 – (In House)) and (G-063-0613/07R8- (Exportable))
5.2.2.4.3.1. Course length: 16 hours Class size: 10 Students Maximum
5.2.2.4.3.2. Course Description: Students are taught the knowledge and skills required to identify and construct military unit loads of ammunition, explosives and associated materials for shipping, handling, storage and UNREP. Course may be exported aboard ship and other locations depending on availability of equipment, training shapes and working area. This course is taught in accordance with MIL- STD-1323 requirement.
5.2.2.4.4. Course Title: BASIC OPERATIONS COURSE (BOC) (CIN/CDP: TBD – (In House) and Exportable)).
5.2.2.4.4.1. Course length: 32 hours Class size: 24 Students Maximum
5.2.2.4.4.2. Course Description: MSC’s BOC of instruction provides a foundational understanding of the USN’s capabilities, operations, policies and procedures. The course is not intended to make a sailor out of the mariner, but to make the student aware of how the Navy conducts business, at sea, on a day-to-day basis. As USN tactics, techniques, and procedures change, the student must also understand the significance of those changes in order to continue to provide sustained afloat logistic services to the warfighter at sea.
5.2.2.4.4.3. This 32 hour course is classroom intensive with practical exercises to enhance the training curriculum. Course is taught at the UNCLASSIFIED level. The following lectures are covered throughout the course:
5.2.2.4.4.3.1. MSC 101.
5.2.2.4.4.3.2. Intelligence Environment Threat Overview.
5.2.2.4.4.3.3. USN Command and Control (C2).

5.2.2.4.5. Course Title: BASIC SEAMANSHIP (CIN/CDP: S-063-0622/ 09YM – (In House)) and (S-063-0622/09YN – (Exportable)).
5.2.2.4.5.1. Course length: 8 hours Class size: 24 Students Maximum
5.2.2.4.5.2. Course Description: This course is a combination of classroom lecture and hands-on training. Students are instructed in Marlinespike Seamanship and Basic Deck Seamanship materials, methods and procedures. The subject covers areas such as regulations and safety, definitions, lines and types, deck fittings and wire ropes, whippings, splicing, knots, shackles, hand signals and safety equipment. Course may be exported aboard ship and other location.
5.2.2.4.6. Course Title: BRIDGE RESOURCE MANAGEMENT (BRM) / MASTER-LEVEL RESTRICTED MANEUVERING SHIP HANDLING TEAM TRAINER COURSE (In House) and (Exportable)
5.2.2.4.6.1. Course length: 16 hours Class size: Ship’s Deck Licensed Personnel Ship’s Restricted Maneuvering Team
5.2.2.4.6.2. Course Description: The first day of this course is a refresher for students and shall focus upon the intangibles of maneuvering a ship in a restricted environment.
In addition to knowing and understanding both controllable and uncontrollable forces that can affect a ship, knowing a ships maneuvering capabilities and limitations and accurately assessing the physical environment, a student must be able to effectively communicate their orders, must be observant and constantly aware, and must take early and timely action when sensing or standing-into danger. Case studies shall be presented and discussed (what action should have been taken, by whom and when). The 2nd day of instruction shall provide each student restricted maneuvering drills and ship handling simulations in all restricted maneuvering environments using stand-alone laptop simulators. No test will be administered, however the team portion (2nd day) of the course will be assessed and reported to MSC N16. This course is a refresher for students on Single Hull Tankers (SHT), and shall focuses on knowledge required to operate a ship in an open ocean environment. The course shall discuss International Rules of the Road (ROR), the Electronic Chart Display Information System – Navy (ECDIS-N) standard, surface ship contact reports to the Master, and prudent shiphandling preparations prior to special evolutions. A written ROR test shall not be administered; however, a check on learning shall be conducted at the end of the ROR lecture.
