QUESTIONS AND ANSWERS 05
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. The latest MUTC Amendment 3 PWS and pricing worksheet state there are 11 positions for General Instructors (JEBLC-FS/FT Eustis, and other). However, after review of the PWS, there should be a total of 17 FTEs under General Instructors. This includes:
5.2.4.10 – STREAM Cargo/Fuel Training Instructors (8)
5.2.4.11 – MHE Instructors (5)
5.2.4.12 – Magazine Sprinkler Instructors (4)
Will the Government please update the PWS and pricing worksheet to reflect the number of FTEs required?
Additionally, would the Government please extend the proposal due date to provide offerors adequate time to respond to the changes?
ANS: In accordance with the PWS and pricing worksheet, a total of nineteen (19) FTE instructors shall be required.
- Eleven (11) FTE General Instructors.
- Two (2) FTE AMC Instructors.
- Three (3) FTE Operations Instructors.
- One (1) FTE Communications Instructor.
- Two (2) FTE Exportable BRM Instructors.
In accordance with paragraph 5.2.6.6., “All instructors shall be qualified to teach six (6) or more courses of instruction listed in the MUTC Courses of Instruction listing (MUTC Course Listing, Attachment 4). Instructors must qualify to teach training courses within three month of accepting the position.”
For example, instructors shall perform the following:
- The AMC instructors shall instruct the AMC and AMC related courses.
- The Operations instructors shall instruct the AOC, BOC, VI, and DRAKE Training
Courses and assist with the Communications course.
- The Communications instructor shall instruct the RET Communications Training Course and assist with Operations courses.
- The Exportable BRM Instructors shall instruct the BRM and SHT training courses.
- The eleven (11) general instructors including the instructors listed in paragraphs 5.2.4.10
– STREAM Cargo/Fuel Training Instructors eight (8), 5.2.4.11 – MHE Instructors (5), and 5.2.4.12 – Magazine Sprinkler Instructors four (4) instruct the remaining courses listed in Attachment 4.
Please note that the PWS and pricing worksheet are correct. Amendment 0004 shall be issued to add additional verbiage under paragraph 5.2.6.7. copied below for clarification purposes:
5.2.6.7. In accordance with the PWS and pricing worksheet, a total of nineteen (19) FTE instructors are required.
- Eleven (11) FTE General Instructors
- Two (2) FTE AMC Instructors
- Three (3) FTE Operations Instructors
- One (1) FTE Communications Instructor
- Two (2) FTE Exportable BRM Instructors
