9. GENERAL UNCLASSIFIED DESCRIPTION OF THIS PROCUREMENT
MSC Underway Replenishment Training Center (MUTC) and Training Center Hampton Roads, FT Eustis Contract: The Contractor is responsible for maintaining all fixed and mobile training devices located at the MUTC, located on the Joint Expeditionary Base Little Creek (JEBLC), to provide instruction on underway replenishment related courses and other maritime courses as indicated in Attachment-1, and to provide support to the CIVMAR Manpower and Personnel and Military Manpower and Personnel Programs that in turn support the PO1 mission. MUTC’s primary mission is to provide training for Civil Service Mariner (CIVMAR), Contract Mariner (CONMAR), and U.S. Navy Active Duty and Reserve personnel, and to any students requesting training as identified by the Deputy Director for CIVMAR Total Force Management and Manpower and Personnel Program (MSC N16) via the CIVMAR Training Office Canters of Excellence (MSC N162). As part of this mission, the MUTC provides Underway Replenishment (UNREP) Ship Qualification Trial (SQT) assessment teams and train the MSC Naval Reserve personnel, to include but not limited to, MSC Ammunition Management Teams and three MSC Cargo Afloat Rig Teams (CARTs) of Reserve personnel whose mission it is to augment Combat Logistics Force ships with qualified Underway Replenishment (UNREP) rig teams.
In support of the MUTC, the Contractor shall provide: (1) Training (Resident and Non-Resident), (2) Administrative support, (3) Warehouse and supply operations, (4) Engineering support, (5) Computer and database support, (6) Military, CIVMAR and CONMAR scheduling coordination, (7) Transition services, ( 8) Underway Replenishment SQT Team Support, (9) Curriculum Develop support, (10) IT support,
(11) Facilities management support, (12), Contested environment Training, (13) Exportable Bridge Resource Management Training, and (14) Basic and Advanced Operations training support (Drake, Visual Information and Visual Communications).
The contractor will have access to scheduling and deployment information for MSC ships, Underway Replenishment (UNREP) Ship Qualification Trial (SQT) assessment teams and train the MSC Naval Reserve personnel, to include but not limited to, MSC Ammunition Management Teams and three MSC Cargo Afloat Rig Teams (CARTs) of Reserve personnel whose mission it is to augment Combat logistics Force ships with qualified Underway Replenishment (UNREP) rig teams. MSC Advanced Operations, Bridge Resource Management, Visual Information, DRAKE/JCREW, Anti-Terrorism Training Courses.

All course material stored at the MSC Underway Replenishment Training Center Building 3525 at JEBLC is UNCLASSIFIED. MSC AFLOAT Training Team Building 1562, MSC Training Building 1558, Classroom #1A Building 650 TCHR JBLE, and NORVA SP-312 are a SIPR SECRET capable facility. The contractor personnel teaching the Ammunition Management Course and Ordnance training courses will require access to classrooms and office space in buildings 1558 and 1562 JEBLC. The contract personnel will require access to JEBLC Buildings 1558, and 1562 and Classroom #1A Building 650 TCHR JBLE to develop and teach the MSC Advanced Operations Course and DRAKE/JCREW Training courses. The contractor will generate classified material when developing and teaching the MSC Advanced Operations Course. Building 3525 JEBLC will remain an UNCLASSIFIED facility. The contractor and sub-contractors will require access to NATO Secret Information.

The Contractor shall handle, store, and maintain classified material in compliance with requirements set by DOD 5220.22(series), National Industrial Security Program Operating Manual, and the DD Form 254, DOD Contracts Security Classification Specification for classified contracts. All members who require access to classified information, sensitive information, controlled unclassified information (to include Privacy Act and Personally Identifiable Information (PII) or access to the classified information network shall comply with DoD Manual 5200.01 Vol I - IV (DoD Information Security Program), SECNAV M5510.36 (SECNAV Information Security Program), and DoDD 5240.06 (Counterintelligence Awareness and Reporting - CIAR). The Contractor shall implement InfoSec measures for its contractor furnished unclassified information technology system(s) used in performance of this contract. InfoSec measures shall be compliant with DFARS 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting. At a minimum, the security standards extracted from the referenced National Institute of Standards and Technology (NIST) Special Publication 800-171, Protecting Controlled Unclassified Information in Nonfederal Information Systems and Organizations or accepted equivalents, shall be incorporated into any InfoSec program the contractor establishes.

MUTC’s primary mission is to provide training for Civil Service Mariner (CIVMAR), Contract Mariner (CONMAR), and U.S. Navy Active Duty and Reserve personnel, and to any students requesting training as identified by the Deputy Director for CIVMAR Total Force Management and Manpower and Personnel Program (MSC N16) via the CIVMAR Training Office Canters of Excellence (MSC N162). As part of this mission, the MUTC provides Underway Replenishment (UNREP) Ship Qualification Trial (SQT) assessment teams and train the MSC Naval Reserve personnel, to include but not limited to, MSC Ammunition Management Teams and three MSC Cargo Afloat Rig Teams (CARTs) of Reserve personnel whose mission it is to augment Combat Logistics Force ships with qualified Underway Replenishment (UNREP) rig teams.
