MILITARY SEALIFT COMMAND

QUESTIONS AND ANSWERS 04
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
Updated information to address all previous questions related to travel –
Amendment 0003 and this Questions and Answers (QA) dated 06 September 2022 supersedes all previous amendments and QAs on the topic of travel.
As implemented via Amendment 0003, travel under the subject solicitation and resulting contract will be conducted in accordance with the updated Travel section of the PWS, and reimbursed under the Time-and-Material Travel CLIN. The Government has provided a plug number which will be changed into a Travel CLIN ceiling upon award. While the travel plug number will not be evaluated, the fixed hourly labor rate will be considered in the overall price evaluation.
The Notional Travel chart solicitation attachment provides an estimate for one (1) base year, four
(4) option years, as well as the potential usage of a 6-month extension. This estimate is only for informational purposes, in order to communicate the estimated amount of travel under the resulting contract. Actual travel might differ during contract performance. This is only an estimate. Actual travel costs shall be reimbursed under the applicable T&M travel CLIN.
1. TRAVEL - 5.2.9.4.5 Addresses travel related to training on MSC vessels and states that “Meals, Lodging & Incidentals will not be reimbursed if berthing is provided.” During travel days and also when berthed on vessels, there are still allowed costs associated with visitors for berthing and meals. QUESTION – is there a MSC document that governs Per Diem and Travel for contract support aboard MSC vessels?
ANS: There is no MSC document that governs Per Diem and Travel for contract support aboard MSC vessels. Therefore, Incidentals reimbursement may be provided if berthing is provided;
however, all costs must be allowable, allocable, and reasonable. The reference documents include: MSC 4000 2b Chap 2 Rations, MSC Food Service Daily Sale of Meal Rate update 05 Jun 2014, COMSCINST 4600.4K. Military Sealift Command Policy for Official Travel, and CMPI 46500 Travel for Mariners.
Amendment 0002 shall be issued to revise the PWS section to read, “5.2.9.4.5. When training events are conducted on board MSC ships, the Contractor may be required to berth on board MSC vessels for in port and underway training periods. Incidentals may be reimbursed if berthing is provided.”
2. INSTRUCTORS – 5.2.4.10 states a requirement for eight (8) STREAM Instructors. This differs from section 5.2.7 Min. Positions, and ATT 14 which both state a requirement for eleven (11) STREAM Instructors. QUESTION - Will the government please clarify the minimum number of STREAM instructors?
ANS: 5.2.4.10 is correct for eight (8) STREAM Instructors.
5.2.7 Is for 11 General instructors. The General instructors are required to have the capability to instruct multiple training courses. See 5.2.6.6 –“All instructors shall be qualified to teach six (6) or more courses of instruction listed in the MUTC Courses of Instruction.” STREAM is one of the general courses. See section 5.2.6 for Minimum number of qualified instructors per training courses.
3. BRM Simulator – Amendment 0002 removed prior sections 4.4.1.2 which required maintenance of system software and updates for the contract period of performance, and
4.4.1.3 which covered Upgrades to the existing two Ship simulators. However, ATT 16 refers to CLIN 0004 for a BRM Simulator Maintenance Contract for Three Simulators (removed section 4.4.1.2), and CLIN 0005 – Purchase 3rd Exportable BRM SIM system and Upgrade BRM Systems 1 and 2 (which was part of removed section 4.4.1.3). ATT 16 is unchanged from CM 0001, however the PWS revisions remove language related to delivery of specifications IAW ATT 16, and there is no CLIN structure for providing Pricing info for the 3rd SIM. QUESTIONs - Can the government provide clarity on PWS Section 4.3 BMR Simulator Equipment, and the conflict with ATT 14 Pricing, and ATT 16 Simulator 3rd System? Without a specific CLIN, should the BRM SIM cost be included in the CLIN 5000 Phase In to cover the cost of procurement?
ANS: The upgrade of the current two Exportable BRM simulators systems, the purchase of the 3rd Exportable BRM simulators systems, and an Exportable BRM simulators systems maintenance plan was removed from the PWS. MSC will write a separate contract for the upgrade and purchase of the 3rd Exportable BRM simulators systems. The Exportable BRM simulator systems costs shall not be included in the PWS.
4. The Government has requested that a “Complete DD254, Contract Security Classification Specification” be included in Volume 1: Solicitation Documents; however, the DD254 is typically completed upon award. Does the Government wish offerors to include this document prior to an award being made?
ANS: The Government requires the Offeror to provide a draft DD254. The final DD254 will be required upon award.
5. Will the Government accept a resume for each position or are offerors required to submit multiple resumes as key personnel where two or more instructors are required as a minimum in paragraph 5.2.4 (e.g. do offerors need to provide 4 resumes and letters of commitment for Magazine Sprinkler Instructors or will the Government accept a single resume as representative of the caliber of key personnel the Government requires)?
ANS: The Offeror is required to provide a resume for each key position.
6. Will the Government please provide information regarding the specific location (e.g. Fort Story vs.
Fort Eustis) of each course?
ANS: The primary location for all MUTC training courses listed in the technical attachment will be on the JBLC-FS Little Creek base in buildings 1562, 1558 and 3525. The Operation and BRM instructors may be required to teach (infrequently) the BOC, AOC, VI, DRAKE, Exportable BRM Team Trainer and SHT training courses at JBLE-FE FT Eustis in building 650. The Exportable BRM Team Trainer with simulator system is designed to teach CONUS and OCONUS. FT Eustis is within the Hampton roads is within the daily commuting zone.
