About this file
This document is a Call for Solution for the Low Altitude Stalking and Strike Ordnance (LASSO) program issued by Army Contracting Command - Aberdeen Proving Ground. The solicitation seeks prototype loitering munition systems to address tactical capability gaps for Infantry Brigade Combat Teams during Large Scale Combat Operations, specifically targeting the lack of organic long-range fire capabilities against peer adversary armored vehicles and hardened targets with minimal collateral damage.
The procurement process involves three phases: Solution Brief (due 03 July 2025), Oral Presentations, and Proposal submission. Companies must provide a 15-page Solution Brief and 10 PowerPoint slides detailing their technical approach, incorporating Modular Open Systems Architecture (MOSA) principles, and submitting a Rough Order of Magnitude pricing sheet. Key evaluation criteria include technical merit, feasibility, viability, desirability, schedule, and price. The government reserves the right to make multiple awards or no awards, with potential follow-on production contracts possible. The anticipated prototype will need to maximize effectiveness against tanks, soldier portability, range capability, system reliability, and operational resilience in contested environments.

BACKGROUND
The Infantry Brigade Combat Teams (IBCT) are at risk of failing to achieve tactical overmatch against peer adversary armor vehicles, hardened targets, defilade targets, personnel targets at extended ranges and executing target hand-off with precision fires during Large Scale Combat Operations (LSCO). The Low Altitude Stalking and Strike Ordnance (LASSO) is required due to lack of adequate proportional organic capabilities to apply immediate, point long-range fire with minimal collateral damage in complex terrain in all environments. This call for solution (herein referred as the ‘Call’) requires a technical effort associated with the design, development, fabrication, test, and delivery of prototype loitering munition systems for the LASSO program.
PROBLEM STATEMENT
The IBCTs are at risk of failing to achieve tactical overmatch against peer adversary armor vehicles, hardened targets, defilade, personnel targets at extended ranges and executing target hand-off with precision fires during LSCO due to lack of adequate proportional organic capabilities. The IBCTs need an immediate, point long-range fire capability, with minimal collateral damage in complex terrain in all environments. In addition, the IBCTs lack the ability to digitally hand-off target information between sensors and organic direct/indirect fire precision effect systems and the ability to deconflict and efficiently engage targets. The LASSO capability will resolve this problem with reliable, accurate, lethal, extend engagement ranges, limits collateral damage, and allows seamless communications and target hand-off abilities.
