About this file
This is a Subcontractor Summary Spreadsheet instruction document issued by the City of St. Petersburg, Florida, designed to accompany bid submissions for a shelter project. The spreadsheet requires prime contractors to identify all intended subcontractors, their business information, contact details, and trade classifications prior to bid award. The document permits up to 80% of the shelter contract work to be subcontracted. Subcontractors may not be changed or substituted following project award and the pre-construction meeting, except under specific circumstances including failure to execute a contract, lack of appropriate licensing, insolvency, ineligibility, performance failures, substantially unsatisfactory work, or substantial delays to project progress. Any requests for subcontractor changes must be submitted in writing to Procurement & Supply Management, directed to the Contracts Compliance Manager at Stephanie.Swinson@stpete.org.
The spreadsheet requires prime contractors to indicate whether subcontractors are Small Business Enterprise (SBE) or Minority/Women Business Enterprise (MWBE) certified and includes a detailed legend documenting reasons for adding or deleting subcontractors from the approved list. Notably, restrictions on subcontracting percentages and multiple-tier subcontractor use do not apply to FDOT LAP or federally funded projects. First and second-tier subcontractors are the only permitted tiers unless otherwise specified in contract documents. The worksheet must be completed and submitted with all bids, with SBE subcontractors used to meet participation requirements being replaceable only with other SBE subcontractors unless the prime contractor demonstrates that SBE requirements are being met through alternative means.
