About this file

This Subcontractor Summary Spreadsheet is an instruction document provided by the City of St. Petersburg, Florida, outlining the requirements and procedures for prime contractors bidding on city projects to disclose and manage subcontractor participation. The worksheet must be completed and submitted with all bids and requires prime contractors to identify all intended subcontractors, including their legal names, business addresses, contact information, employee responsible for project supervision, trade classifications, and subcontract amounts. For the Shelter Bid project referenced in this document, subcontractors may comprise up to 80 percent of the contract work. The form designates subcontractors as either first-tier or second-tier, with only these two tiers permitted unless otherwise specified in contract documents. Prime contractors must identify whether subcontractors are Small Business Enterprises (SBE) or Minority/Women Business Enterprises (MWBE). Once a prime contractor is awarded the project and the pre-construction meeting is held, subcontractors may not be changed or substituted except under specific circumstances including failure to execute a contract, lack of appropriate licensing, bankruptcy or insolvency, ineligibility to perform work, failure to perform the subcontract, substantially unsatisfactory work performance, or substantial delays or disruptions to project progress. Any requests for subcontractor changes must be submitted in writing to the Procurement & Supply Management office, specifically to the Contracts Compliance Manager.

The worksheet requires the prime contractor name, the name and date of the employee completing the form, and a total subcontract amount calculation. If no subcontractors will be used, the prime contractor must provide a written statement to that effect. SBE subcontractors used to meet SBE percentage requirements must be replaced with other SBE subcontractors if substitution becomes necessary, unless the prime contractor can demonstrate that SBE requirements are being met through alternative means. The instructions note that restrictions on subcontracting percentage and use of multiple-tier subcontractors do not apply to FDOT LAP or federally funded projects, allowing greater flexibility in those instances.
