4 "Under Section H-005 Export-Controlled Items (APR 2010), "the Contractor shall comply with all applicable laws and regulations regarding export-controlled items, including, but not limited to, the requirement for contractors to register with the Department of State in accordance with the ITAR." Considering this, could you please confirm whether the PSO Prime Contractor or a team member must be registered with the Directorate of Defense Trade Controls (DDTC) or be able to perform this function at the proper time? The PSO Prime Contractor does not have to be registered with the DDTC in order to comply with its oversight responsibilites. However, it needs to have the expertise and procedural knowledge to effectively ensure we are in full compliance with all the DDTC mandates.

In the Questions and Answers summary, dated 10-15-2013, the question of whether the PSO (Prime) would have export compliance oversight responsibilities over subcontractors (associated contracts) was answered in the affirmative. However, could you please confirm whether the PSO Prime Contractor must be registered with the Directorate of Defense Trade Controls (DDTC).
