About this file

This document is a letter from the Sacramento Suburban Water District (SSWD) to the Veterans Administration regarding a required fire service upgrade for Building 911 located at 5443 Dudley Blvd. The letter mandates the installation of a Double Check Detector Assembly (DCDA) within one year, in compliance with California Administrative Code Title 17, Section 7605(d) and SSWD Regulation No. 14 for preventing water system contamination.

Key requirements include installing the DCDA according to SSWD standards, obtaining an open trench inspection, securing a local permit, using a certified tester registered in SSWD's Backflow Prevention Assembly Test Entry Portal, and ensuring the assembly meets low-lead content requirements. The letter cautions that the DCDA installation may decrease available system pressure, potentially impacting the building's fire suppression system performance, and recommends a pressure assessment by a qualified consultant before installation. Contact information for the SSWD Cross Connection Control Office is provided for any questions.

Subject: 5443 Dudley Blvd Bldg 911; Fire Service Upgrade

Dear SSWD Customer, To prevent hazardous or undesirable substances from entering a public water system, California Administrative Code Title 17, Section 7605(d), and Sacramento Suburban Water District (SSWI)) Regulation No. 14 Prevention of Contamination by Backflow and Cross-Connection, requires appropriate backflow prevention measures be provided at designated service connections.

This letter officially notifies you that SSWD requires the upgrade of the fire service with the installation of an approved Double Check Detector Assembly (DCDA) on the fire service at the subject property within one year of the date of’ this letter. Installation of the Assembly must be in accordance with SSWD standards, inspected by SSWD, tested at the time of installation and the results entered in SSWD’s Backflow Prevention Assembly Test Entry Portal (Portal). In addition, a certified tester who is registered in the Portal must perform the testing. A list of SSWD-Approved certified TestersJbr Public Viewing and Distribution is attached. Some of the testers listed also provide installation services. The installation of the Assembly must be without any tees or cross connections between the Assembly and the water main. Please be aware that the installation requires an open trench inspection by SSWD and a permit from the local permitting agency. SSWD also requires a 48-hour advance notification request prior to inspection. Please note that the Assembly must meet State and Federal low-lead content requirements.

It is important to note that the installation of a DCDA Assembly will decrease the available system pressure within the building. ‘l’he resulting decrease in system pressure may or may not have a significant impact on the performance of the fire suppression system in the building. Because of the potential impact, SSWD recommends that pressure requirements of the fire suppression system be assessed by a qualified consultant before installation of the Assembly. The customer is responsible for evaluating and correcting (if necessary) any pressure decrease that may occur.

If you or your contractor have any questions, please contact the Cross Connection Control Office at 916.679.2899, or via email at crosseonnectioncontrolsswd.org.

Sincerely, Sacramento Suburban Water District
