1.1 GENERAL INTENTION

A. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor, materials, equipment and services and perform and complete all work for Miramar National Cemetery, Columbarium and Cremains Expansion as required by drawings and specifications.

B. Visits to the site by Bidders may be made only by appointment with the

Cemetery Director.

C. Offices of Engineered With Layton, Huitt-Zollars, RHAA, and Terracon as

Architect-Engineers (A/E), may render certain technical services during construction. Such services shall be considered as advisory to the

Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Resident

Engineer/Contracting Officers Representative (RE/COR) or his duly authorized representative.

D. All Testing Laboratory services will be retained and paid for by the

Contractor (see Spec Section 01 45 29, Testing Laboratory Services).

However, the Department of Veterans Affairs may elect to retain its own

Testing Laboratory for any purpose. Before placement and installation of work subject to tests by testing laboratory retained by Department of Veterans Affairs, the Contractor shall notify the RE/COR in sufficient time to enable testing laboratory personnel to be present at the site in time for proper taking and testing of specimens and field inspection. Such prior notice shall be not less than three work days unless otherwise designated by the RE/COR.

E. All employees of general contractor and subcontractors shall comply with security requirements as established by the RE/COR, be identified by name and employer. They shall be restricted from unauthorized access.

F. Prior to commencing work, general contractor shall provide proof that a

OSHA certified “competent person” (CP) (29 CFR 1926.20(b)(2) will maintain a presence at the work site whenever the general or subcontractors are present.

G. Training:

Safety course and/or other relevant competency training, as determined by VA CP.

2. Submit OSHA training records of all employees for approval before the start of work.

1.2 STATEMENT OF BID ITEM(S)

A. ITEM I, GENERAL CONSTRUCTION: Installation of all work shown on the plans and described in the specifications including but not limited to:

PROJECT DESCRIPTION.

The purpose of this project is to increase the burial capacity of the

Miramar National Cemetery to continue to meet the burial needs of veterans in the San Diego area for approximately 5 years into the future. The intent is to expand in approximate accordance with the

2009 cemetery masterplan, providing the maximum quantity of gravesites achievable within the project budget. The anticipated target is 5,000 columbaria niches, 5,200 in-ground cremation (IGC) sites and requisite infrastructure of roads, buildings, utilities, signage, site furnishings and irrigation to support the new development.

Construction of this project must be completed prior to the depletion of the gravesites, currently projected to be October 2021 (IGC).

Design and construction to be complete to include an early turnover of a section of IGC’s no later than August 2021.

During the design effort it was determined that the project as scoped and designed may exceed the project funding limit for construction. As such the project was broken down into a base bid with accompanying bid add alternatives to allow the NCA to select the included items based on market conditions at the time of bidding. The purpose of this section is to clarify what items are included in the base bid and bid add alternatives. The method of contractor bidding and presenting these to the Government during bidding is subject to the Government provided bid specifications provided by the COR/CO. This guidance is to provide the technical understanding of what is/is not included within each option.

GENERAL REQUIREMENTS

01 00 02 - 3

The Government, at its sole option, may award the construction contract for only the Base Bid, or for the Base Bid plus any or all of the Bid

Add Alternatives (Add Alts). Add Alts may be included with the Base Bid in the construction contract alone or in any combination with any other

Add Alts, and need not be selected in numerical order (e.g., do not need to selected Add Alt #1 in order to selected Add Alt #2).

Base Bid

The base bid includes the following (as outlined in AE Sheet G-004

Titled “Base Bid / Bid Add Alt Plan”:

4. Committal Shelter and MSE Wall

5. Road connection between Section 20 and Section 11, including adjacent planting and irrigation

6. Planting Area #1

7. Planting Area #2

8. Grading for Add Alt #1 Columbaria area, and grading for Add Alt

#2 Sections 20 and 21 IGC Areas

9. Earthwork borrow site(s)

ADD ALTERNATE NO.1: Columbarium

1. Construction of additional columbarium (approximately 3,280-ea)

2. Grading is included in Base Bid
