About this file

This is a Justification and Approval (J&A) document for Other Than Full and Open Competition from the Department of Veterans Affairs VISN 10 Network Contracting Office at Louis Stokes Cleveland Medical Center. The J&A requests sole source authorization for Corbin-Russwin removable core locking cylinders, estimated at $2,280, as part of a larger construction project to renovate the 3rd Floor Ambulatory Care for Specialty Care Clinic.

The justification cites FAR 6.302-1 (Only One Responsible Source) as the authority, explaining that the medical center currently uses a Corbin-Russwin HO keyway great grand master key system that allows one master key to access all doors, as required by VA engineering policy MP-3. The procurement will be competed and synopsized on SAM.gov as an Invitation for Bid (IFB) with the brand name specification for Corbin Russwin Locking Cylinders. The document indicates that market research found no other lock manufacturers could meet the requirement of having one single grand master key to open all doors. The construction project will be awarded as a firm fixed price contract through competitive sealed bidding, with fairness and reasonableness to be determined through competition if two or more bids are received.
