Project Overview and Background

Riverfront Safety & Health, LC (Riverfront), a Service-Disabled Veteran Owned Small Business, has provided a limited assessment of existing hazardous materials building inspection records provided by the VA to develop a hazardous materials design narrative in support of the EHRM Infrastructure Upgrades, West Campus – North Chicago, IL Tier 1 at the Captain James A Lovell VAMC, Chicago, IL (VA Project 556-21-701).

This hazardous materials document review and schematic design narrative is based on historical data provided by the VA. No field investigation nor development of design documents in support of the scheduled submittals for the project, including schematic design, design development and construction documents, and/or construction period VPIH services in support of The Project occurred.

All asbestos information provided herein is based on Tropical Environmental Inc.’s (Tropical) 2011 condition assessment document.

This information is rudimentary. This hazardous material document review and hazardous materials design narrative focuses on possible broad trends impacting buildings.

Scope of Work

Riverfront are to provide a detailed review of existing hazardous materials survey/data reports provided by the VA, on a building-by-building basis, and alert the VA and A/E design teams to areas which may contain hazardous building materials. A total of 33 buildings are assumed to be in the scope of The Project. Findings from this document review shall be incorporated into a Basis of Design Report and provided as part of the 25% Schematic Design Submittal. Findings shall include observations, interpretations, limitations, and recommendations with respect to the potential impacts of existing conditions upon The Project. This scope of work DOES NOT include additional field inspections, abatement planning or abatement design efforts or otherwise address any known or suspected hazardous materials potentially impacting The Project.

Limitations

The conclusions of this report are Riverfront’s professional opinions based solely upon Tropical’s 2011 report provided by the VA. The opinions presented herein are based on site conditions existing at the time of Tropical’s assessment. It should be noted that current existing conditions are likely to differ from conditions occurring at the time of Tropical’s 2011 report.

SUBMITTAL 25% Schematic Design Deliverable SUBJECT Narrative – Environmental - 3 based on Tropical’s 2011 asbestos assessment provided by the VA. Asbestos containing materials identified in Tropical’s 2011 report are listed below in Table 1. Tropical’s asbestos assessment report is included as Appendix A.

Building 3:

Tropical’s 2011 report describes Building 3 as a brick clad, two-story structure with attic and crawlspace used as administration offices. They explain that the building was constructed in 1926 and the building has approximately 18,000 square feet of floor space.

Asbestos Containing Material – Prior Abatement Activities

It is Riverfront’s understanding that no asbestos abatement activities have occurred within the intended Project location.

Additional Asbestos Concerns:

A summary of additional suspected and/or presumed asbestos-containing materials (PACMs) throughout Building 3 of the Captain James A Lovell FHCC, West Campus are listed below

Asbestos-containing materials may exist within the building envelope system including the roof, foundation, exterior doors, windows, and walls. No such materials were sampled in Tropical’s 2011 asbestos assessment. Further inspection and/or sampling should take place in such areas intended to be impacted by The Project.

Drywall Accessory products such as drywall sheets, tapes, and joint compound mixes contained asbestos between the mid 1940’s and late 1980’s. No such products were sampled or identified Tropical’s 2011 asbestos assessment. Any drywall intended to be impacted by The Project should be further inspected and/or sampled prior to disturbance.

Fire doors are suspected asbestos-containing materials. None were sampled or identified Tropical’s 2011 asbestos assessment. Any intended to be impacted by The Project should be further inspected and/or sampled prior to disturbance.

Resilient floor coverings, thermal system insulations, and spray-applied troweled-on surfacing material installed in buildings before 1981 are PACM. Further inspection and/or sampling should take place in such areas with these materials intended to be impacted by The Project Asbestos-containing materials may exist on and within ductwork throughout areas impacted by The Project. No such materials were sampled in Tropical’s 2011 report. Further inspection and/or sampling should take place in such areas intended to be impacted by The Project.

Pipe flange gaskets are PACM. These gaskets can be on any pipes throughout the campus. Any work likely to impact these flange gaskets should be avoided.

Asbestos pipe insulation is normally present within all plaster or ceramic wall block chases, rarely in Hallways and typically present above ceiling grid within rooms. No such materials were sampled in Tropical’s 2011 report. Further inspection may be required should The Project impact these wall systems.

Based on previous inspections of VA facilities, it is presumed likely that buildings with earthen crawl spaces, which are to be impacted by The Project, have contaminated crawlspace soil. Further inspection and/or sampling is required to determine the extent of the contamination, if any.

The limited inspection and sampling provided within Tropical’s 2011 asbestos assessment provided by the VA necessitates that a more thorough building inspection must be performed for Project impacted spaces to ensure that all asbestos containing building materials are identified for appropriate removal and disposal, as deemed necessary by a certified asbestos inspection professional. A more thorough inspection shall include invasive inspection and sampling efforts capable of identifying otherwise concealed/hidden suspect asbestos containing materials likely impacted/disturbed by The Project.

Riverfront’s Asbestos Inspection SOP can be found in Appendix B which further details our asbestos inspection and sampling protocol and includes a comprehensive checklist of suspected asbestos containing materials

Lead Containing Materials – Prior Assessment Results

No historical records have been provided regarding known lead containing building materials at the VA campus. As such, a thorough inspection and assessment effort is required in order to identify lead containing building materials likely impacted by The Project. The inspection shall be non-destructive in nature and shall include the use of standard XRF (X-Ray Fluorescence) testing methods to identify lead painted and/or lead containing (i.e. lead glazings) building components potentially impacted by planned construction activities. Typical lead building components include paint and surface coatings on interior and exterior surfaces in buildings built before 1978, mortar in brick and stonework, cast iron pipe, gaskets, and connections, cable and wire casing, solder in plumbing and electrical work, and lead glazing on tiles and blocks.

Mold Impacted Buildings Materials – Prior Assessment Results

No historical records have been provided regarding known mold impacted building materials at the VA campus. As such, a thorough inspection and assessment effort is required in order to identify mold containing building materials likely impacted by The Project. The inspection shall be non-destructive in nature and shall include the use of standard mold and moisture testing methods to identify mold impacted building components potentially impacted by planned construction activities.

Conclusions

All previously known asbestos-containing materials identified in Building 3 from Tropical Environmental’s 2011 asbestos assessment are documented in this narrative. No historical lead or mold records were provided for this document review.

Based on the information provided by the VA, it is Riverfront’s professional opinion, that a current and thorough assessment is needed to ensure that associated work areas that will be impacted by The Project are properly considered for the Basis of Design. Without such an assessment, it is assumed that Building 3 contains hazardous building materials likely to be impacted by this project scope of work.

• Asbestos pipe insulation is normally present within all plaster or ceramic wall block chases, rarely in Hallways and typically present above ceiling grid within rooms. No such materials were sampled in Tropical’s 2011 report. Further inspection may be required should The Project impact these wall systems.

• Based on previous inspections of VA facilities, it is presumed likely that buildings with earthen crawl spaces, which are to be impacted by The Project, have contaminated crawlspace soil. Further inspection and/or sampling is required to determine the extent of the contamination, if any.

The limited inspection and sampling provided within Tropical’s 2011 asbestos assessment provided by the VA necessitates that a more thorough building inspection must be performed for Project impacted spaces to ensure that all asbestos containing building materials are identified for appropriate removal and disposal, as deemed necessary by a certified asbestos inspection professional. A more thorough inspection shall include invasive inspection and sampling efforts capable of identifying otherwise concealed/hidden suspect asbestos containing materials likely impacted/disturbed by The Project.

Mold Impacted Buildings Materials – Prior Assessment Results

No historical records have been provided regarding known mold impacted building materials at the VA campus. As such, a thorough inspection and assessment effort is required in order to identify mold containing building materials likely impacted by The Project. The inspection shall be non-destructive in nature and shall include the use of standard mold and moisture testing methods to identify mold impacted building components potentially impacted by planned construction activities.

Conclusions

All previously known asbestos-containing materials identified in Building 3 from Tropical Environmental’s 2011 asbestos assessment are documented in this narrative. No historical lead or mold records were provided for this document review.

This hazardous materials document review and schematic design narrative is based on historical data provided by the VA. No field investigation nor development of design documents in support of the scheduled submittals for the project, including schematic design, design development and construction documents, and/or construction period VPIH services in support of The Project occurred.

• All asbestos information provided herein is based on Tropical Environmental Inc.’s (Tropical) 2011 condition assessment document.

• This information is rudimentary. This hazardous material document review and reports provided by the VA, on a building-by-building basis, and alert the VA and A/E design teams to areas which may contain hazardous building materials. A total of 33 buildings are assumed to be in the scope of The Project. Findings from this document review shall be incorporated into a Basis of Design Report and provided as part of the 25% Schematic Design Submittal. Findings shall include observations, interpretations, limitations, and recommendations with respect to the potential impacts of existing conditions upon The Project. Asbestos Containing Material – Prior Abatement Activities

It is Riverfront’s understanding that no asbestos abatement activities have occurred materials were sampled in Tropical’s 2011 asbestos assessment. Further inspection and/or sampling should take place in such areas intended to be impacted by The Project.

• Drywall Accessory products such as drywall sheets, tapes, and joint compound mixes contained asbestos between the mid 1940’s and late 1980’s. Any intended to be impacted by The Project should be further inspected and/or sampled prior to disturbance.

• Resilient floor coverings, thermal system insulations, and spray-applied troweled-on surfacing material installed in buildings before 1981 are PACM. Further inspection and/or sampling should take place in such areas with these materials intended to be impacted by The Project

• Asbestos-containing materials may exist on and within ductwork throughout areas impacted by The Project. Further inspection and/or sampling should take place in such areas intended to be impacted by The Project.

• Pipe flange gaskets are PACM. These gaskets can be on any pipes throughout the campus. Any work likely to impact these flange gaskets should be avoided.

• Asbestos pipe insulation is normally present within all plaster or ceramic wall block chases, rarely in Hallways and typically present above ceiling grid within rooms. Further inspection may be required should The Project impact these wall systems.

• Based on previous inspections of VA facilities, it is presumed likely that buildings with earthen crawl spaces, which are to be impacted by The Project, have must be performed for Project impacted spaces to ensure that all asbestos containing building materials are identified for appropriate removal and disposal, as deemed necessary by a certified asbestos inspection professional. A more thorough inspection shall include invasive inspection and sampling efforts capable of identifying otherwise concealed/hidden suspect asbestos containing materials likely impacted/disturbed by The Project.

Lead Containing Materials – Prior Assessment Results

No historical records have been provided regarding known lead containing building materials at the VA campus. As such, a thorough inspection and assessment effort is required in order to identify lead containing building materials likely impacted by The Project. The inspection shall be non-destructive in nature and shall include the use of standard XRF (X-Ray Fluorescence) testing methods to identify lead painted and/or lead containing (i.e. lead glazings) building components potentially impacted by planned construction activities.
