TECHNICAL QUESTIONS AND VA RESPONSE TRACKING SHEET

1. Some EHRM projects at other VA locations have had a Nurse Call System integration. Can you provide the existing Nurse Call System manufacturer, and advise on the scope of work extent for the existing Nurse Call system?

2. During the site visit, our contact was not shown the gear room and suppliers are asking who the existing gear manufacturer is. Are you able to confirm?

What “gear” is this item referring to?

3. Please provide additional time for this procurement. EHRM projects of this size and complexity have had significantly longer procurement durations which benefit the VA by giving sufficient time for the contractors resulting in more accurate pricing.

Awarded contractor is expected to have sufficient resources and ability to plan and execute the work within the stated term.

4. Please confirm the superintendent shall not have any shared duties as a QCM, SSHO or any other roles on the project.

8. Please confirm that all firestopping must be either installed by an FM global approved contractor, or a UL qualified firestop contractor certified.

Provide installer qualifications per Section 07 84 00, 1.3.B for a UL certified firestop contractor.

9. Please confirm that the contractor is to include the services of a third party independent firestopping inspector in their bid.

Refer Section 07 84 00, 3.5.B for inspection requirements and qualifications.

10. Please confirm that firestopping installers accredited by a firestopping product manufacturer will not be approved by the VA unless they meet the FM global or UL qualifications referenced in section 07 84 00.

11. Please confirm that the VA will provide the contractor with a laydown area for dumpsters, toilets, storage, and trailers.

We understand there is not much room on site however without this area there will be an impact to cost and efficiency.

Awarded contractor to coordinate with the assigned COR, and submit a detailed mobilization plan for review and acceptance as typical.

12. Please provide a site plan showing the contractor trailer and laydown area(s).

17. COR may consider satellite locations for larger buildings.

13. Please confirm that contractor parking will be provided on site.

14. Please confirm the contractor will be required to submit post award the requested information that the telecommunications contractor shall be a BICSI licensed Contractor with a minimum of five (5) years’ experience installing and servicing systems of similar scope and complexity. The Contractor shall provide four (4) current references from clients with systems of similar scope and complexity which became operational in the past three (3) years. At least three (3) of the references shall be utilizing the same system components, in a similar configuration as the proposed system. The references must include a current point of contact, company or agency name, address, telephone number, complete system description, date of completion, and approximate cost of the project.

15. Please confirm that the telecommunications contractor must submit copies of system manufacturer certification for all technicians. The Contractor shall provide proof project superintendent with BICSI Certified Commercial Installer Level 1, Level 2, or Technician to provide oversight of the project.

16. Please confirm cable installer must have on staff a Registered Communication Distribution Designer (RCDD) certified by Building Industry Consulting Service International (BICSI).

Per Section 27 05 11 1.7.D.1, Supervisor of installation to be authorized representative of OEM.

1.7.E, Installer qualifications are based on previous project experience.

If submitted and approved OEM requires RCDD Designer, then it will be required.

17. Please provide a site plan showing location for contractor trailers, storage, jobsite toilets and contractor delivery locations.

18. Please confirm this project must meet the buy American act requirements.

19. Please confirm contractor is to provide a Third-Party Professional Industrial Hygienist/Certified Industrial Hygienist (TPPIH/CIH) who will oversee removal, and testing of ACM.

20. Please confirm level 4 finish for all finished gypsum board including patches.

21. Please confirm painting unless otherwise noted is to be (3) coats (prime, body, and finish) and will be from "seam to seam" or to a change of materials where walls are patched and refinished.

Review all contract requirements in detail and comply.

All painting includes prime plus two finish coats.

Painting of patched or repaired surfaces to extend to nearest corner (inside or outside) where applicable.

22. Please confirm work in common hallways requires use of the control cube method i.e. cart with plastic covering and sealed connection to work site with HEPA vacuum for vacuuming prior to exit.

23. Can the data cables be allowed to be fished in where pathways are not large enough?

24. Does the VA have extra network equipment (switch gear, routers, UPS's) to keep the network connected during construction and cut over?

New work is required to be complete prior to demolition of existing network systems to ensure there is no disruption of services.

Awarded contractor to provide all new network equipment specified.

25. Are we required to use plenum rated cabling for all areas?

Can we use riser rated cabling in non-plenum spaces?

26. Will flexible metal conduit be allowed? Flexible metal conduit installations shall comply with specification 26 05 33 §3.3.A.4, §3.8, and §3.9.

27. Please confirm, that all existing conduit stubs for data communications are 3/4".

All raceways are required to meet minimum diameter standard.

28. Please confirm existing locations where 1/2" conduits need to be replaced.

31. Is there a current roof warranty for each building? If so, please confirm who has the roofing warranty and provide point of contact.

32. Is the contractor required to provide the licensing for the new Security Cameras? Or will the VA be providing that?

33. Please confirm contractor shall include an additional 10% of cable drops in their bid for adds found during installation.

Please confirm that this project is a competitive Service- Disabled Veteran-Owned Small Business Set-Aside project and that any bonding provided by a contractor must be through a SDVOSB or SBA/VA APPROVED Mentor- Protege partnership under the SBA/VA Mentor-Protégé program in which the partnership has been approved prior to the bid date.

35. Please confirm that a large business not part of an SBA/VA APPROVED Mentor-Protégé team under the VA Mentor- Protégé program cannot provide a Payment & Performance bond for a SDVOSB.

37. Please confirm contractor must provide a dust-tight 1-hour rated temporary construction wall with locking door to isolate the area of work when altering rated walls in the facility.

38. Please provide a current soils report for the campus. Review all contract requirements in detail and comply.

Awarded contractor is required to comply with trench safety (OSHA) regulations, including adapting their means and methods to location-specific conditions which will obviously vary across the campus. If awarded contractor determines need for exploratory soil sampling/observation, they should plan to perform them as part of this contract.

39. Please provide profiles for all duct banks. Refer to civil drawings, sheet GS022 for details.

40. Please provide a plan showing the existing landscape with existing materials called out including grass, shrubs/bushes, trees and sizes of trees.

41. Is lightning protection required? Review all contract requirements in detail and comply.

Refer to sheets E-431 through E-432. Provide lightning protection and/or bonding as required.

42. Where a feeder is to be demoed, is it acceptable to pull the wire out, and abandon the conduit in place?

(a) Conduit and boxes shall be removed from existing walls that are to be demolished.

(b) Conduit and boxes in existing walls that are to remain shall be abandoned in place (if not reused) and the boxes shall be provided with blank covers. Open conduit connection holes shall be plugged.

(c) Conduit not intended for reuse in existing or new ceilings shall be removed back to the power, telecommunications, or signal system source from which it originates.

(d) Conduit run in the existing concrete slab shall be saw-cut off as it enters the slab, and then sealed with approved sealant to prevent moisture access.

47. 1-EPNL-001-151 has no panel schedule Panel ‘1-EPNL-001-151' is to replace panel ‘VA-FREEZER’ in the same location. The new panel is intended to be rated 400A, 208Y/120V, 3PH, 4W with 400A MCB. All existing circuits from this panel are to be migrated to the new panel. Additionally, this panel shall feed three new panels (as shown below from detail 1 on sheet E-601), each with 100A, 3PH circuit breaker.

48. 156-EPDP-001-01 (ETR) is 480v, but is labeled 120/280 The existing distribution panel ‘156-EPDP-001-01 ' is a 480Y/277V, 3PH, 4W distribution system. 208Y/120V label is in error, will be corrected on future ASI drawings.

49. Is SWBD BLD 4 (ETR) labeled MDP (ETR) on floor plan? Switchboard ‘BLD-4’ (ETR) is labeled ‘MDP’ (ETR) on floor plan 3, sheet E-426.

50. How is feeder in tramway (2) 2.5" intended to be installed?

It is shown as a duct bank.

Feeders indicated in tramways are intended to be installed in raceways via basement/crawlspace pathway under tramway.

51. PANELBOARD '4-PNL-001-111-4' (NEW) is shown as 100a bus 60a mcb on schedule. Should this be 200amp?

Panel ‘4-PNL-001-111-4' is intended to be 208Y/120V, 3PH, 4W and have a 200A rated bus with 200A MCB. This panel shall feed two new panels (as shown below from detail 1 on sheet E- 602), each with 60A, 3PH circuit breaker. This will be corrected in future ASI drawings.

All buildings will have a mixture of hard ceiling, grid ceiling, and exposed deck ceilings.

Typically, hard ceilings exist at sterile/clean rooms and high-security spaces. Some grid ceilings include special panel types/installation. In all cases, restoring ceilings effected by this work is required.

Inspections “shall include the use of standard XRF (X-Ray Fluorescence) testing methods to identify lead painted or lead containing building components potentially impacted by planned construction activities” . Will the government provide this inspection prior to bid date at each work site since it was not included in RSH report or the referenced Tropical 2011 report?

If the awarded contactor, suspects lead paint or lead containing components that will potentially impact planned construction activities, The contractor should stop work and notify the COR and request testing to be done within the suspected area, at the cost of the contractor.

118. On the architectural Design Narrative (Attachment 2), there is a paragraph stating the following:

• The VA has a separate contract to update PACS, cameras, and other sensors inside the TR rooms.

Those items are shown on our drawings for compliance but will be installed by a different contractor. VA is responsible to make sure they meet full requirements at the time of installation. We are replacing the door and frame assembly to account for the continuous hinge requirement as part of this contract.

• Please confirm no new access control, cameras, card readers are required for this project.

• Please confirm no new doors, frames, or hardware are required for this project.

The CCTV and PACS is not a part of the EHRM project, however as stated above the GC is required to install doors, frames, and hardware as specified. (Not just retrofitting in continuous hinges).
