Architecture 1
Project Overview and Background
Spur Design is providing professional A/E services to design an expedited, compliant, and complete construction and activation of a new Electronic Health Record Modernization
(EHRM) system at the Captain James A. Lovell Federal Health Care Center – West Campus, Chicago, IL. The scope includes, but is not limited to, the following infrastructure improvements: electrical (normal and emergency power distribution panel upgrades and receptacles), grounding-bonding, UPS, building management system interfaces, assess for new and upgrades to existing HVAC, reconfiguration, expansion, and renovation of existing space, physical security upgrades, upgrading the facilities fiber throughout the buildings to each IT closet, provide a redundant fiber run throughout the facility to each IT closet, upgrade fiber infrastructure backbone campus-wide within buildings and between buildings, install diversified path to datacenter for WAN, provide a new main fiber line coming into the building from the provider point, redundant fiber upgrades between the West and East Campuses, and replace or upgrade communication infrastructure (new data outlets, patch panels, and upgrade to Cat 6A cable) throughout all buildings. Patch, repair and paint existing rooms no longer going to function as TR rooms and provide new storage lockset door hardware to match rest of facility.
There are 98 tele-data rooms throughout the West Campus located in Buildings 1, 3, 4, 5, 6, 7, 9, 11, 32, 36, 37, 46, 48, 66, 92, 131, 133, 133EF, 133CA, 134, 135, 138, 140, 187, 188, 195, 201, 202, 205, 206, Green Bay Road Guard Shack, Lewis Guard Shack, and Tramway.
A total of 3 site visits have been conducted to visually inspect all existing TR spaces and approved TR locations. Items that were looked at were:
• Existing Room Names and Numbers to ensure our existing plans were true to what was currently on site.
• Existing floor areas served by each TR room.
• Existing building functions and departments surrounding each TR room.
• Number of existing racks currently in each TR room.
• Existing telecommunication cabling types.

• Verification of adjacent spaces to ensure that the required TR expansions would be able to be accommodated within that space.
• Existing room dimensions to ensure our as-builts were accurate in size and location
• Existing electrical outlet layouts in each TR room.
• Existing Data drop locations for all buildings within scope.
Waivers were submitted to DCIE as well as multiple meeting to discuss rooms with issues.
Multiple waivers were approved, however items not approved at 95% resubmittal were addressed with an exception letter detailing plan of action. See attached Approval Schedule
The VA has a separate contract to update PACS, cameras, and other sensors inside the TR rooms. Those items are shown on our drawings for compliance but will be installed by a different contractor. VA is responsible to make sure they meet full requirements at the time of installation. We are replacing the door and frame assembly to account for the continuous hinge requirement as part of this contract.

Construction Phasing
Project to be phased to not interrupt current health care services provided throughout the existing facility. Plans to be developed by the Contractor and approved by the VA to eliminate interruptions or kept to an absolute minimum. Emergency egress shall not be compromised during construction. Contractor parking and staging areas have not been identified. Staging for construction materials will be available as close as possible to affected buildings, if necessary, during construction. Contractor is responsible for building construction/demolition remediation throughout construction process until the work is accepted by the VA. Contractor to coordinate with VA COR prior to all construction phasing and staging while on station.

SUBJECT Site Narrative
Site 1
This narrative provides supplemental information to further define the infrastructure upgrades for the EHRM North Chicago project. This narrative is intended to provide additional guidance for Issued for Bid & Construction level pricing to be provided by the design team. Also, these plans and narrative will be reviewed by the VA. The information provided herein was obtained from conversations with the VA, surveys provided by the VA, GIS data, and visual site reconnaissance.
Geotechnical
No subsurface exploration has been completed, nor is planned to be completed, for this project.
Pavement
The contractor shall replace all sidewalks, curbs, and pavement damaged during construction of the new duct banks.
Sanitary Sewer
No sanitary sewer service or sanitary main extensions are required as part of this project.
Storm Drainage
No storm sewer service or storm sewer main extensions are required as part of this project.
General Utilities
There will not be any water, fire, or gas line extensions as part of this project. Refer to the plans for additional information. It was determined that new communication duct banks and communication manholes will be required as shown on sheets GS013-GS016. Reference Technology plans for additional information and communication duct bank rehabilitations that may be needed.
Detention and Water Quality and Sediment Basin
No Detention or Water Quality improvements are anticipated as a part of this project.
Contractor will be responsible for installing erosion control measures as needed to control sediment migration and sediment tracking off the site. See erosion control plans and details as shown on sheets GS017-GS021.

Equipment bracing details are provided on the structural drawings conceptually showing the lateral bracing requirements for new equipment and rack hanger details.
Equipment Weight Verification
Roof top units (RTU’s) are being added to the roofs. The units weigh 263 lb (use 300 lb for design). A diagram is shown on the following page. This is 78 psf. Many of the existing roof structures are not known and will not be able to be verified until construction starts. Notes have been added to the structural drawings with the assumptions which need to be verified during construction.
Calculations confirming the existing roofs have been included where information was available.
It is likely that other roofs are similarly constructed, but this will need to be confirmed during construction.

The existing automatic fire sprinkler system will be modified to accommodate the new floorplan for each IT Closet and Server Room. The existing fire risers/fire pump and all associated valves and components in the Scope of Work (SOW) Buildings will not need to be modified for this project. Modification to the existing systems will include the expansion of the systems or the replacement of sprinklers which will be completed in accordance with the VA Fire
Protection Design Manual and NFPA 13.
Hydraulic design calculations for the sprinkler system in the IT Closets will not be provided due to the work in these areas being minimal and not expected to affect the demand of the sprinkler system. All new systems will be installed in accordance with the pipe schedule method. All existing sprinkler system alarms are electrically powered and supervised by the fire alarm system. Fire sprinkler piping will be routed, distributed, and concealed above the suspended ceilings.

Fire Protection 2
Sprinkler finish shall match existing sprinklers within the SOW Areas, semi-recessed with chrome escutcheons. Sprinklers installed in finished spaces will be in ACT ceilings and approved guards will be provided for low ceilings, below ducts, beams and/or other sprinkler heads less than 7 feet above the finished floor. Sprinkler piping in unfinished areas such as mechanical and electrical rooms will be exposed with upright sprinklers. The contractor is responsible for field-verifying that sprinklers are not obstructed. Where sprinkler piping is to be located over equipment, contractor to provide troughs under sprinkler piping in accordance with the VA Fire Protection Design Manual.
The systems will use the existing Fire Department Connections (FDC) for each SOW Building.
All scope of work areas will be protected with automatic sprinkler protection unless otherwise noted on the design drawings. All areas within the scope of work will be classified as Light
Hazard occupancies. Areas classified as Light Hazard will be provided with 0.10 gpm/ ft2 over the most demanding 1500 ft2.
All piping will be steel piping. Piping 2 inches or less will be a minimum schedule 40 and all piping larger than 2 inches will be a minimum schedule 10.
The automatic sprinkler system will be tested to assure that equipment and components function as intended. Upon completion of specified tests, the material and test certificates will be submitted to the VA. After hydrostatic testing, the sprinkler system will be flushed per NFPA
13.
Portable fire extinguishers will be provided throughout the scope of work areas in accordance with NFPA 10 as required by the VA Fire Protection Design Manual. Fire extinguisher cabinet locations shall comply with NFPA 10 and NFPA 75 as required by the VA Fire Protection
Design Manual. These locations will be shown on the Life Safety Drawings developed by Spur.

If awarded during the construction period, Poole Fire Protection will review and approve the fire suppression shop drawings developed by the fire suppression contractor. Additionally, Poole Fire Protection will witness the acceptance testing of the fire sprinkler system installed in the scope of work area.
Fire Alarm
The existing Voice-Evacuation Fire Alarm systems located in each SOW Building will be modified to accommodate the new floorplans. All equipment, devices, appliances, and pathways will be installed to conform to VA Fire Protection Design Manual, NFPA 70, NFPA
72, and NFPA 90A. The provided system components must be compatible with the existing system. The scope of work areas will use the existing Fire Alarm Control Panels (FACP) and will be expanded as needed.
Per NFPA 70, all fire alarm components will be powered by electrical panels dedicated to fire protection features. In accordance with the VA Fire Protection Design Manual, Section 7.2.E, wiring which shall be installed in metal raceway. All pathways for the Fire Alarm system will comply with a Class B pathway designation and provide requisite circuit supervision.
New notification appliances shall be provided as shown the design drawings. New appliance finish shall match the existing notification appliances.
Existing manual pull stations will remain. No modifications are needed for these.
The FA system will be fully tested in accordance with the requirements of NFPA 72, Section
14.4.2, reacceptance testing. Upon completion of specified tests, the material and test certificates will be submitted to the VA. Record drawings, replacement parts, and warranty response time will be provided.
Existing smoke detectors in telecommunications spaces will be removed per the VA Fire
Protection Design Manual requirements as they are not required.

HVAC 1
HEATING, VENTILATING AND AIR CONDITIONING (HVAC)
1. GENERAL
A. Spur Design is providing professional A/E services to design an expedited, compliant, and complete construction and activation of a new Electronic Health Record
Modernization (EHRM) system at the Captain James A. Lovell Federal Health Care
Center – West Campus, Chicago, IL. The project scope consists of design upgrades to the facilities’ electrical and IT infrastructure to allow for the new Electronic Health
Record Modernization (EHRM) System. The mechanical design work encompasses the addition of new HVAC equipment or upgrades to existing HVAC equipment serving new or relocated Telecommunications Rooms. The existing HVAC equipment serving
TR’s that are to remain were evaluated to determine if the equipment meets the EHRM requirements.
There are approximately 90 tele-data rooms in-scope throughout the West Campus located in Buildings 1, 3, 4, 6, 7, 9, 11, 32, 36, 37, 46, 66, 92, 131, 132, 133, 134, 135, 138, 140, 187, 188, 195, 201, 202, 205, and 206.
New Telecom rooms with telecom racks installed will have two indoor units working together, served by a common condensing unit based on direction from VA Data
Center and Infrastructure Engineering (DCIE). Condensing units were located on a case-by-case basis, with some being on rooftops, and some being located on the ground. Rooms with telecom enclosures were assessed on a case-by-case basis.
New HVAC systems to be installed for those spaces will be a single indoor unit served by its own condensing unit.

C. New System Description
1. Telecommunication Rooms
a) Basis of Design – Variable Refrigerant Flow DX heat pump system with ductless wall mounted indoor units. Indoor units will be served by associated outdoor condensing units. Condensing units will be roof mounted when necessary. Each TR room will have two indoor units working in tandem.

b) Units have been sized to account for the heat gain from the telecom racks (1 rack = 5kw, 2 = 7kw, 3 = 8.5kw, 4 =10kw), lighting load, heat load from walls/roofs/windows/etc., and electrical panels throughout the room. In rooms with telecom racks, two indoor units are used to prevent short cycling. The DX split unit sizing has taken derating due to the length of the piping run into account. New units will be tied to the existing BAS system.
Secondary drip trays are being installed underneath all existing to remain mechanical piping, and new refrigerant piping being installed in the rooms.
The purpose of these drip trays is to protect the racks and various electrical equipment in the room. These drip trays will be drained by new condensate lines, with new float switches that are tied to the BAS monitoring the fill levels within each room. The condensate lines will be routed to the nearest mop sink, floor drain, or outside to a condensate pit.
2. Server Rooms
a) HVAC systems of server rooms are not in the scope of this project; however, there are TR racks within existing server rooms. These spaces will utilize the existing CRAC units with raised floor air distribution.
D. Selective Demolition
1. Telecommunication Rooms – reference demolition sheets for specific information.
a) Existing HVAC systems including window mounted AC units, unit heaters, and fan coil units will be demolished.
b) All existing duct, air devices, and accessories that are within the new TR room boundaries and not served from a dedicated AC unit will be demolished back to the main branch and capped. If ductwork or piping is serving another space it will be rerouted if possible. In the event a duct or pipe cannot be rerouted drip trays, fire/smoke dampers, and security bars will be provided where necessary.
c) Existing radiators and associated piping serving the TRs will be demolished.
All other forms of existing supplementary heat will be demolished.

d) In rooms with hard ceilings or otherwise inaccessible mechanical systems, systems limited to that room shall be demolished, and other systems left in place when rerouting is not possible. 2. Telecom Enclosures – where possible, existing HVAC systems are to remain in place and be re-used.
E. Testing, Adjusting, and Balancing for HVAC
1. Pre-testing is not required for this project.
2. Final testing of systems will be performed and reviewed during the commissioning functional performance testing of the systems.

A. The electrical portion of this project will include support for the following on the Captain James A. Lovell VA Medical Center campus:

3. ELECTRICAL DEMOLITION
Demolition of electrical work will include:
A. Removal of all existing rack-mounted UPS’s in the TR’s.
B. Removal of all existing rack-mounted receptacles in the TR’s, including all conduit and conductors.
C. Receptacles located in each server room will be analyzed to confirm they are on the proper branch of the EES. Any outdated, hazardous, or improper receptacles will be demolished, or new conductors will be provided from the critical branch of the EES.
D. Each TR’s lighting will be analyzed to ensure it is meeting the current VA design manuals. If non-compliant, light fixtures will be demolished and replaced with new.
4. SITE POWER DISTRIBUTION SYSTEMS
A. Modifications to the campus’ underground emergency distribution system is expected for the following buildings:
1. Between generator building 156 and building 1.
2. Between generator building 155 and building 66.
3. Between generator building 151 and building 131.
B. Modifications include demolition of the existing underground conduit and feeder conductors. Each will be replaced with new concrete-encased duct banks as required to upsize the existing building feeds.
5. BUILDING POWER DISTRIBUTION SYSTEMS
A. The existing buildings throughout campus are fed from multiple exterior, pad-mounted, medium-voltage transformers of various sizes. The medium-voltage transformers then step-down to feed low-voltage distribution equipment. Modifications to the existing 480Y/277V and 208Y/120V are expected as part of this project.
1. A load analysis for each of the TR’s was completed between October 4-7, 2021.
The results of this load analysis determined the loading requirements for each TR.
The results of this study can be found in Appendix B: Electrical Analysis. The following option has been recommended as the best path moving forward.
a) Utilize the information gathered while on site and include additional safety factors for future growth. Provide UPS’s and additional electrical equipment that is sized based off of this analysis. Equipment in each TR will meet the latest VA OIT Design Manual, however, the upstream equipment will not be modified unless determined that future growth is unachievable with the current

Electrical 3 configuration. This option does not meet all the current VA design guidelines, but it is fully sufficient to meet all the current EHRM requirements and provide sufficient capacity for the existing equipment. An addition 25% safety factor has also been applied to allow for additional equipment implementation in the future.
B. Many TR’s do not have power from the critical branch of the EES. In some cases, the TR’s are fed from the incorrect branch of the EES and a few do not have emergency power at all.
1. All TR’s will be modified to ensure critical power is being provided where critical power is available. This will include refeeding existing panelboards that are located within the TR’s, provided new branch circuits from existing critical branch panelboards located outside of the TR’s, or providing new panelboards that are fed from the upstream critical distribution panel.
C. The TR’s through-out the campus are not properly grounded. If a main ground bar is existing at the main electrical service of each building, then a new main telecommunications ground bar (MTGB) will be established for the main TR in each building. If a main building ground is not established at the main electrical service of any building, then a new earth ground will be established, tied to a new main electrical service ground, and then extended to establish a new MTGB for the main TR in that building. If TR’s do not have a copper ground bar, then they will be replaced. Refer to Appendix A for additional information.
6. RACK-MOUNTED UPS SYSTEM
A. A traditional rack-mounted UPS system is planned to be utilized for all of the TR’s.
This will include a rack-mounted zone power distribution unit (PDU) in each space and dedicated rack-mounted UPS’s for each rack.
1. Each zone PDU has two (2) inputs. Each input will require it’s own power source.
One side of the PDU will be powered by a critical power panelboard and the other from a normal power panelboard.
2. The size and location of the zone PDU is determined based off of the latest VA specifications. Each scenario can be seen in Appendix A.
B. In buildings with dedicated generator backup, each UPS will be sized to provide a minimum of 10-minute run-time for all connected loads in accordance with the latest VA Physical Security and Resiliency Design Manual.
C. In buildings without a dedicated generator, each UPS will be provided with additional battery modules to achieve a minimum of 1 hour worth of runtime.
7. BUILDING LIGHTING SYSTEMS
A. The lighting in each TR will be analyzed to ensure it is up to the latest VA standards. If the standards are not being met, then new lighting will be provided in the TR.
8. ELECTRICAL CALCULATIONS
A. Voltage drop calculations will be performed for all new feeders and branch circuits.

Feeders and branch circuits will be sized to limit voltage drop to the levels recommended by the energy code (2% for feeders, 3% for branch circuits, with the combined drop no more than 5%).
B. Preliminary fault currents will be calculated to determine the available interrupting current (AIC) rating for all new electrical equipment. These calculations will be performed via SKM PowerTools for Windows software. Final fault current and arc-flash calculations will be performed by the electrical equipment supplier and based upon installed equipment on the project. A protective device coordination study will also be performed by the electrical equipment supplier and all recommended settings will be implemented at the time of installation.
C. If required for existing system/building modifications, lightning protection calculations will be performed in accordance with Annex L Lightning Risk Assessment of NFPA 780.
D. Energy code compliance will be performed via COMCheck software.
9. GENERAL ELECTRICAL EQUIPMENT
A. Building Lightning Protection
1. Requirement for a building lightning protection system will be calculated based on Annex L of NFPA 780, if required.
B. Switchboards and Distribution Panelboards
1. New distribution panelboards will be sized for the loads they serve and include 30% spare capacity and spare space. Panelboard bussing will be copper. The distribution panelboard ampere interrupting current (AIC) rating will be fully rated and sized based on the available fault current. Floor mounted distribution panelboards will be mounted on a 4” tall concrete house-keeping pad.
2. New circuit breakers in existing switchboard and distribution panelboards will have available ampere interrupting current (AIC) ratings to match the panelboard.
C. Surge Protection
1. A Type 2 Surge Protective Device (SPD) will be provided at panelboards that serve sensitive electronic equipment.
D. Panelboards
1. New panelboards will be provided as required for the project. Panelboards will include main circuit breakers where required by the NEC and bolt-on style circuit breakers. 20% spare capacity will be provided per the VA Electrical Design Manual. Bussing will be copper. Fault currents will be calculated to determine the AIC rating for the panelboard and circuit breakers. All panelboards and circuit breakers will be fully rated.
2. Panelboards will be provided with clear, concise schedules.
E. Disconnect Switches
1. New disconnect switches will be provided for HVAC equipment. Switches will be heavy duty style, rated for the environment installed in and fused if required to

Electrical 5 protect equipment from high available fault currents. Disconnecting means will be provided within sight of all motors and other equipment.
2. Motor-rated disconnect switches will be provided for any fan-powered boxes.
F. Building Feeders, Branch Circuits, and Raceways
1. All conductors will be copper and routed within raceways.
2. A copper ground conductor will be routed with all circuits except building service entrance feeders.
3. Minimum raceway size will be 3/4” above grade and 1” below grade.
G. Wiring Devices
1. Receptacles will be hospital grade, NEMA 5-20R grounding type, and ivory in color as required by the VA design guide.
2. Cover plates will be 302 brushed stainless steel. Cover plates for devices fed from emergency circuits will be 302 brushed stainless steel and engraved with “EMERGENCY” with red letters.
3. Tamper-resistant receptacles will be hospital grade, NEMA 5-20R grounding type, and gray in color.
4. Ground-fault circuit interrupter (GFCI) style duplex receptacles will be provided within 6’ of all sinks.
5. Exterior receptacles will be weather-resistant, GFCI style duplex receptacles and be provided with while-in-use covers.
H. Grounding and Bonding
1. Equipment grounding conductors will be installed with all feeders, and power and lighting branch circuits.
2. All metallic raceways will be grounded and the equipment grounding conductor will be bonded to all junction boxes, pull boxes, enclosures and panelboards.
3. New equipment installed will comply with single point grounding per
ANSI/NECA/BICSI 607-C.
4. Each telecommunications room will be analyzed to ensure it is meeting VA design standards for internal Communications Circulating Grounding System (CCGS).
This includes:
a) Ensuring all equipment is properly grounded to the Telecommunication Ground Bar (TGB)
b) Ensuring the TGB is connected to the Telecommunications Main Grounding Busbar (TMGB).

10. GENERAL LIGHTING EQUIPMENT
A. Building Lighting
1. TR lighting will consist of strip light style fixtures with LED light sources with integral lamps and drivers. Drivers will be a minimum of 85% efficient at full load, have a power factor greater than 95%, total harmonic distortion less than 20%, and operate with a universal 120/277V input. All lights will be serviceable from below the ceiling. All light fixtures in the TR’s will be connected to the critical branch of the EES.
B. Lighting Controls
1. Standard manual light switches will be quiet toggle type, specification grade and ivory in color as required by the VA design guide. Manual light switches will be utilized in spaces where automatic control of lights is detrimental to the occupant, such as in electrical and mechanical rooms.
11. PHYSICAL SECURITY
1. This project will address all physical security deficiencies as outlined by the physical security consultant as outlined in the “Physical Security Risk Mitigation Design Guidance”. This will include, but is not limited to, intrusion detection, access controls, security cameras, and panic-duress.
