About this file
This is a Regulated Building Materials Survey Report prepared by Mabbett & Associates, Inc. for the A/E Design Services for Building 4 Elevator Replacement project at the Brockton Veterans Affairs Medical Center (VAMC) in Brockton, Massachusetts (VA Project No. 523A5-18-371). The survey was conducted on November 7, 2018, by a Massachusetts Department of Labor Standards accredited asbestos inspector and was limited to areas of Building 4 that may be impacted by the planned elevator replacement renovation.
The asbestos survey identified sixteen types of homogenous material areas with 38 representative bulk samples collected and analyzed using polarized light microscopy (PLM) in accordance with EPA Method 600/R-93/116. Results indicated one homogenous area tested positive as asbestos-containing material (ACM): black residual mastic associated with 12" x 12" floor tile on the 2nd floor elevator lobby (200 square feet estimated). Additionally, elevator brake pads in the equipment penthouse were assumed to be ACM based on industry standards and were not sampled (2 components). The lead paint survey conducted the same day included five paint chip samples analyzed using atomic absorption (AA) per EPA method SW846-7420/3051. Four samples showed either non-detect or below reporting limits; one sample from hoisting equipment in the penthouse tested positive at 2.18 mg/Kg. The report recommends that identified ACM be abated and properly disposed of prior to disturbance by state-licensed contractors in accordance with federal, state, and local requirements, with all suspect materials encountered during demolition assumed to contain asbestos unless proven otherwise through sampling.

1.0 INTRODUCTION
Mabbett and Associates, Inc. (Mabbett®) performed a survey for regulated building materials (RBM) as part of the A/E Design Services for Building 4 Elevator Replacement at the Brockton Veterans Affairs Medical Center (VAMC) located in Brockton, Massachusetts, VA Project No. 523A5-18-371. The site survey was performed by Mr. Michael Delaney of Mabbett on November 7, 2018, and consisted of the following activities:
A review of previous facility regulated building materials reports;
An Asbestos Containing Material (ACM) survey of suspect materials (Analysis by polarized light microscopy
[PLM]); and Limited Lead Containing Paint (LCP) sampling (Analysis by atomic absorption [AA]).
This survey was limited to areas of Building 4 that may be impacted by the planned renovation. The scope of this survey was determined based upon information provided by the client, William Pevear Architects, and depicted on Conceptual Design Demo Floor Plans Drawing 4.AD110.
2.0 ASBESTOS SURVEY
2.1 Sampling Methodology
Site inspection work was performed on November 7, 2018 by State of Massachusetts Department of Labor Standards (MA DLS) accredited asbestos inspector, Mr. Michael Delaney (#AI-031436). In accordance with the scope of work, suspect ACM was sampled and collected in general conformance with 40 CFR Part 61 “National Emissions Standards for Hazardous Air Pollutants (NESHAP)”, 40 CFR Part 763 “Asbestos Hazard Emergency Response Act (AHERA)”, and all applicable Massachusetts regulations. This inspection was limited to the areas of the proposed demolition and renovation that were accessible during the on-site inspection. Every effort was made to thoroughly inspect all areas of the building where demolition or renovation is expected to occur, however the building was occupied at the time of the survey, and typical survey limitations based on building occupancy were encountered. Areas outside of the provided scope of work were not surveyed by Mabbett.
The collected bulk samples were submitted under standard chain of custody (COC) procedures to ProScience Analytical Services, Inc. (ProScience) of Woburn, MA. Sample analysis was conducted by PLM, in accordance with EPA Method 600/R-93/116, using stop positive methodology. ProScience is accredited by the American Industrial Hygiene Association (AIHA) and participates in the National Voluntary Laboratory Accreditation Program (NVLAP).
All bulk sample results from this inspection are summarized in Appendix A, Summary of ACM Building Inspection Results. The Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), Massachusetts Executive Office of Labor and Workforce Development (MA EOLWD) and the Massachusetts Department of Environmental Protection (MassDEP) defines ACM as any material that contains greater than one percent (>1%) asbestos. As such, the analytical laboratory identified bulk samples of suspected ACM as positive for asbestos when they met or exceeded the regulatory criteria of greater than one percent (>1%) asbestos. Laboratory reports and the chain of custodies are provided in Appendix B of this report.
2.2 Summary of Asbestos Containing Materials (ACM) Findings
Mabbett identified sixteen (16) types of homogenous areas and collected 38 representative bulk samples. Sampling locations are identified in Figure ACM-1. The laboratory analytical data indicated that one (1) of the homogenous areas was identified as ACM. One (1) material, elevator brake pads, were not sampled and are assumed ACM.
Estimated quantities of materials identified as ACM are presented in Table 1 below:

4.0 CONCLUSIONS AND RECOMMENDATIONS
4.1 Asbestos
Identified ACM must be abated and properly disposed of prior to disturbance by state licensed and properly trained contractors. All abatement must be performed in accordance with Federal, State and local requirements. Any suspect materials encountered during demolition or renovation activities that were not identified in this report as being non-ACM, should be assumed to be ACM unless sample results prove otherwise. Suspect ACM that may be present within the walls, above inaccessible hard ceilings, or in other inaccessible locations, should be assumed to contain asbestos if discovered during any demolition or renovation process or until otherwise verified.

4.2 Lead Containing Paint
The purpose of the limited LCP survey was to identify similar areas of LCP. During the on-site survey, representative samples of similar areas of interior and exterior building coatings were collected and analyzed for lead content. The regulations addressing LCP in non-residential buildings are focused on occupational exposures involved with paint-disturbing activities and related waste-disposal activities.
Occupational exposure to lead in construction is regulated by OSHA regulation 29 CFR 1926.62 “Lead in Construction”, as well as other applicable state and local regulations. These regulations involve the air monitoring of workers to determine exposure levels when disturbing paint containing measurable concentrations of lead. A LCP survey cannot determine the safe level of lead for the purpose of paint-disturbing activities, but is intended to provide guidance as to the locations of LCP. Employers and contractors may use this information to better determine where worker exposures to airborne lead may occur and, through the interpretation of LCP concentration data, assess the potential magnitude of exposure to their employees and identify the controls necessary to limit health risks.
A concentration of lead greater than or equal to 0.5 mg/Kg percent by weight or 1.0 mg/cm2 exceeds EPA and HUD residential standards is considered an indicator of risk. Representative samples of LCP waste to be generated during building renovation, or following demolition but prior to disposal, should be collected and analyzed using toxicity characteristic leaching procedure (TCLP) in accordance with 40 CFR Part 261. Management and disposal of lead containing waste must be done in accordance with all applicable local, state, and federal regulations.
OSHA regulations may require certain procedures for any paint that contains lead, even if it is below these levels. All LCP identified, regardless of the lead content, should either be sampled and analyzed by TCLP and then handled/disposed of accordingly, or segregated from other large-scale debris and then managed as hazardous waste in accordance with federal, state and local hazardous waste disposal regulations.
5.0 LIMITATIONS
This survey report is the result of a diligent and thorough inspection for regulated building materials of the areas and materials that may be impacted by the proposed work on the Building 4 Elevators. Inaccessible areas were not included in this survey. Although a comprehensive inspection was performed, Mabbett does not claim to have identified all hazardous materials that could be present in the facility (for example, materials potentially located within the inaccessible areas). Mabbett has conducted this assessment with reasonable care and has performed this project in accordance with generally accepted industry standards. There can be no assurances, and Mabbett makes no assurances, that the information, research, and technology used to prepare this report may not change in the future, thus affecting the results reported herein.
