RUSSIAN RIVER CAMPGROUND ACCESS, PHASE II

HYDRAULICS CONSTRUCTION HANDOFF

Background The scope of the Phase 2 project is to reconstruct approximately 0.9 miles of the Russian River Campground Access Road, located in the Chugach National Forest. The Russian River Campground Access Road is a paved two-lane, two-mile loop road. The roadway begins at Milepost 52.5 on the Sterling Highway and terminates at a small day use parking area (Grayling Parking Area). Western Federal Lands Highway Division is providing the full PS&E package with environmental documentation and construction engineering for contract work. The roadway will be owned and maintained by the National Forest Service. Key design elements and construction recommendations related to hydraulics are presented.

Construction Recommendations Major Culverts Two major drainage culverts are proposed within the project limits.

60-inch Culvert – MP 612+89 60-inch Culvert – MP 615+05

Major culverts recommendations:

• Follow recommendations outlined in the dewatering/diversion section below.

• Temporary diversions in place must have a minimum flow capacity equal to the 2-year discharge:

• MP 612+89 15-cfs

• MP 615+05 15-cfs

• Place geotextile filter between riprap and adjacent soils.

• Limit disturbance to existing riprap outfall protection to the maximum extent possible.

• Conserve and reuse any disturbed riprap pieces.

Existing Embankment An existing riprap revetment is located along the Kenai River, just outside project limits.

• Limit disturbance to the existing embankment revetment to the maximum extent possible.

• Conserve and reuse any disturbed riprap pieces.

• When necessary, place geotextile filter between riprap and adjacent soils.

Dewatering/Diversions Dewatering/Diversions recommendations:

• Temporary flow deflectors placed for isolating the work area and diverting the stream flow must have a minimum of 3-feet above the stream bottom and be stable assuming 8 feet per second parallel flow and 2-feet maximum depth.

• Use plastic-lined channels or pipes for temporarily conveying stream flow through the construction area.

• Contractor is instructed to work in the dry, achieved through dewatering and/or temporary diversions.

• Full construction area dewatering is expected up to the groundwater level for excavation and installing the culvert, pipe bedding material, backfill, and riprap.

• Diversion will require the use of plastic lined ditches or pipes to temporally convey stream through construction area.

• Temporary diversion in place must have a minimum flow capacity equal to the 2-year discharge.

• Contractor must protect diversion outfalls from erosion.

• Water pumped from work area must be discharged at an upland area near the site.

• Contractor is to limit disturbance to downstream riprap.

• Regulatory agencies may require turbidity control and monitoring, and should be contacted for specific requirements and allowable discharge limits.
