1 X What is the intent of the ALLOWANCE quantities shown on sheets B.1-B.3?

Any added allowance quantity for a pay item increases the estimated quantity for that pay item by the amount of allowance quantity shown on Sheets B.1-B.3.

2 X How are the ALLOWANCE quantities used during the course of the contract?

The allowance quantities are part of the estimated quantities for the solicitation that bids are submitted for, and may become the contract quantities if the Government awards a contract with these estimated quantities.

Please consider delaying the opening of the bid by a week. Receiving/evaluating quotes from busy suppliers/subcontractors is challenging enough to get into a normal bid and sent to Washington from Alaska. A bid opening that follows a holiday weekend with a lot of specialty suppliers/subcontractors will be very difficult.

The Government does not intent to extend the bid opening date for this project. Please submit bids according to the solicitation documents.

For the construction of MSE walls, is it acceptable to use welded wire forms that deviate from the plans according to the following: W4xW4; 10-feet length; and 90 degree bend?

6 X Would an alternate Facing Detail - Rock Fill that does not require the primary uniaxial geogrid wrap be allowed?

The Government will not be revising its design or evaluating proposed design changes before contract award. Please submit bids according to the solicitation documents.

Drawing No. H.8 detail “anchor detail” indicates the strand anchor and an 8” diameter pipe penetrates through both flanges and the web of each soldier pile. Typically a waler would be used across the face of soldier piles to prevent weakening of the soldier pile caused by penetrations. Please confirm the design is correct.

In addition to the question #7, shop cutting of these penetrations prior to galvanizing will result in limited adjustment ability to pile tip elevations. Will field cutting via torch and field galvanizing repairs be acceptable?

This will be addressed under Amendment A003.

The strand anchor bond length is subject to change based on contractor design and results of performance/proof tests. Initial discussion with DSI indicates a 15-ft. bond length will not be sufficient for most anchors. Please address the following:

a. Strand anchors are intended to be manufactured/delivered to jobsite based on contractor design prior to construction. These are long lead items and adjustments to anchor lengths will not be feasible once materials have been ordered and construction has started.

b. Shall bidders assume a 15-ft. bond length as the basis of bid and that additional anchor bond length needed to meet the design criteria will be paid for via change order upon completion of the contractor’s anchor design calculation submittal?

Bidders should not assume a 15-foot bond length as the basis of bid because the plans show a minimum bond length of 15 feet.

Determine actual bond lengths according to the solicitation documents; see Subsections 109.05, 256.11, and 256.12; and bid the quantities shown in the bid schedule.

Would WFLHD consider removing the requirements of Subsection 255.02A since there there has not been 3 projects with similar complexity constructed in the State of Alaska over the past 5 years, so sourcing personnel to meet this requirement would require the Small Business Contractor to search the “Lower 48 States” for a Large Contractor with this specific attribute at a higher cost to the project.

The Government will not be removing this requirement. Please submit bids according to the solicitation documents.

Do the qualification requirements of Subsection 263.03(b) apply to the Contractor or subcontractor performing the Soldier Pile installation, Ground Anchor installation, excavation, installing the lagging, and installing the geocomposite sheet drain?

The qualification requirements of Subsection 263.03(b) applies to Contractors or subcontractors performing work under Section 263.

Is it required to have one contractor or subcontractor perform the soldier pile work, ground anchor work, lagging and geocomposite sheet drain to adhere to Subsection 263.03(b)?

The solicitation requirements do not require a single contractor or subcontractor to perform all of this listed work.

Can you provide us with some WFL projects that would meet the requirements "soldier piles retaining wall projects of similar size and complexity over the past 5 years"?

Is there a way to see a general list of all the vendors that are asking questions regarding the project? In general for Alaska, almost no vendors are listed anymore on SAM's interested vendors list?

FHWA doesn’t maintain a plan holders list. 6/30/2022

Plan sheets D.3 through D.5 indicate the scope includes demolition of a continuous existing gabion wall that is approximately 1,600 linear feet. Page 54 of the Geotechnical Report provides a single photograph of the existing gabion basket wall at STA 608+20. Page 55 of the Geotechnical Report provides a photograph of an existing bin wall and rip rap armoring at the Toe of Schooner Bend Landslide Area. The drawings do not include any reference to this existing bin wall. Please confirm the existing gabion wall runs full length as depicted in the ‘D’ drawings and the existing bin wall and associated rip rap armoring remain intact and do not interfere with construction of the new MSE/Soldier Pile walls.

Removing 1,600 linear feet of existing gabion wall is not in the scope of work. See Removal of obstruction (gabion wall) callout in the profile view of Sheet D.4, and the existing bin wall to remain callout in the plan view on Sheet D.4, and submit bids according to the solicitation documents.

Plan sheet H.12 indicates gabion rock at face 12” min at mid height of panel. Specification

255.05 states gabion rock shall be placed within 18” of wall face. Please advise which is correct.

Plan sheet H.12 “facing detail” indicates geotextile filter, class 2, type A, non-woven is placed inside the reinforcement geogrid, type III. Does this extend to the full grid length ‘L’ to match the geogrid or shall the geotextile filter, class 2, type A only be placed to the 4’ return limit? The geotextile appears to terminate in the facing detail.

No, the installation limits for the geotextile filter, class 2, type A, non-woven are as shown in the facing detail on Sheet H.12.
