Please consider delaying the opening of the bid by a week. Receiving/evaluating quotes from busy suppliers/subcontractors is challenging enough to get into a normal bid and sent to
Washington from Alaska. A bid opening that follows a holiday weekend with a lot of specialty suppliers/subcontractors will be very difficult.
The Government does not intent to extend the bid opening date for this project.
Please submit bids according to the solicitation documents.

For the construction of MSE walls, is it acceptable to use welded wire forms that deviate from the plans according to the following: W4xW4; 10‐feet length; and 90 degree bend?

Would an alternate Facing Detail ‐ Rock Fill that does not require the primary uniaxial geogrid wrap be allowed?
The Government will not be revising its design or evaluating proposed design changes before contract award. Please submit bids according to the solicitation documents.

Drawing No. H.8 detail “anchor detail” indicates the strand anchor and an 8” diameter pipe penetrates through both flanges and the web of each soldier pile. Typically a waler would be used across the face of soldier piles to prevent weakening of the soldier pile caused by penetrations. Please confirm the design is correct.

In addition to the question #7, shop cutting of these penetrations prior to galvanizing will result in limited adjustment ability to pile tip elevations. Will field cutting via torch and field galvanizing repairs be acceptable?

The strand anchor bond length is subject to change based on contractor design and results of performance/proof tests. Initial discussion with DSI indicates a 15‐ft. bond length will not be sufficient for most anchors. Please address the following:
a. Strand anchors are intended to be manufactured/delivered to jobsite based on contractor design prior to construction. These are long lead items and adjustments to anchor lengths will not be feasible once materials have been ordered and construction has started.
b. Shall bidders assume a 15‐ft. bond length as the basis of bid and that additional anchor bond length needed to meet the design criteria will be paid for via change order upon completion of the contractor’s anchor design calculation submittal?
Bidders should not assume a 15‐foot bond length as the basis of bid because the plans show a minimum bond length of 15 feet.
Determine actual bond lengths according to the solicitation documents; see
Subsections 109.05, 256.11, and 256.12;
and bid the quantities shown in the bid schedule.

Would WFLHD consider removing the requirements of Subsection 255.02A since there there has not been 3 projects with similar complexity constructed in the State of Alaska over the past 5 years, so sourcing personnel to meet this requirement would require the Small
Business Contractor to search the “Lower 48
States” for a Large Contractor with this specific attribute at a higher cost to the project.
The Government will not be removing this requirement. Please submit bids according to the solicitation documents.

The solicitation requirements do not require a single contractor or subcontractor to perform all of this listed work.
