Instructions RRB Custodial Services Quality Assurance Surveillance Plan (QASP)

Purpose The proposed Quality Assurance Surveillance Plan (QASP) provides both the RRB and the successful contractor a scorecard permitting fair and equitable performance measurement over the life of the contract. While the QASP in and of itself is a direct measure of contractor deliverables and performance, it should also serve as a tool for contractor motivation and innovation. As a partner with the RRB, the contractor is expected to examine this plan carefully, and in its resultant offer, provide the RRB with recommended alternative approaches for maximizing performance.

The RRB also envisions periodic revisions of the QASP to ensure fairness throughout the performance of the contract. Those revisits are intended to occur within the first six (6) months of services, and then either semi-annually, at or before exercise of an option year, or as determined necessary by the RRB Contracting Officer. The RRB welcomes, and invites, vendor innovation and creativeness in assisting the RRB in improving the content and scope of the QASP.

Instructions For purposes of responding to this solicitation, all offerors shall complete the QASP document by proposing measures/metrics where indicated, including the following post-implementation Service Level Agreements (SLAs):

• SLAs to mandatory areas (See Section III and the deductions in the QASP tab)

Measure Measure Definition Surveillance Method Performance Standard Incentive and/or Penalty

Floor (area) CleaningIn instances where floor (area) cleaning has not been satisfactorily performed with more than 4 complaints concerning the same issue or area in a calendar month.Contractor's Cleaning Inspection Report, GSA Form 1181, 1181A, Customer complaints. Contractor's employee(s) notifedUpon the 5th complaint for the same issue in a calendar month, a deduction $500.00 may be made from the monthly invoice for each floor with an issue. For each complaint past the 5th, in a calendar month, a deduction $100.00 off the monthly invoice may be made for each floor with the issue along with a potential negative review to other Federal Agencies (i.e. CPARS).
Toilet CleaningIn instances where toilet fixtures are not satisfactorily cleaned or policed and serviced as determined by the RRB COR and the contractor or the contractor's employee(s) notified more than four (4) hours of the need for cleaning. (Fixtures are water closets, urinals, and wash basins)Contractor's Cleaning Inspection Report, GSA Form 1181, 1181A, Customer complaints. Contractor's employee(s) notifedA deduction of $100.00 may be made for each fixture not cleaned within 4 hours of the contractor or contractor's employee(s) being notified of the need for cleaning. (Fixtures are water closets, urinals, and wash basins) In addition, the RRB may send a potential negative review to other Federal Agencies (i.e. CPARS).
Other TasksIf the contractor fails to perform satisfactorily in accordance with the SOW for other tasks not specifically identified in the QASP.Contractor's Cleaning Inspection Report, GSA Form 1181, 1181A, Customer complaints. Contractor's employee(s) notifedFor each occurrence greater than four (4) in failing to perform satisfactorily in accordance with the Statement of Work (SOW) in a calendar month, a deduction of $100.00 off the monthly invoice may be made along with a potential negative review to other Federal Agencies (i.e. CPARS).
GeneralDeductions may be taken for any work that is not specifically listed above, or does not clearly fall into one of the above categories.Contractor's Cleaning Inspection Report, GSA Form 1181, 1181A, Customer complaints. Contractor's employee(s) notifedMust be greater that four (4) occurances in a calendar month. The amount of the deductions will be the greater of the fixed rate in Other Tasks, above or the actual cost incurred by the government in having the service performed by other means, along with a potential negative review to other Federal Agencies (i.e. CPARS).
