Section I - Introduction

Background and Introduction

I. BACKGROUND

A. Agency Information - The U. S. Railroad Retirement Board (“RRB”) is an independent Federal agency that administers a retire-ment and survivor benefits program for railroad employees and their families. The RRB was established by the Railroad Retirement Acts of 1937 and 1974. Its benefits program was the forerunner of the more familiar Social Security System. The Railroad Retirement System is unique inasmuch as it is the only federally administered benefits program covering a single private industry. The RRB also administers the Railroad Unemployment Insurance Act, which provides unemployment and sickness benefits to railroad employees.

The RRB’s headquarters (HQ) is located at 844 N. Rush St. Chicago, Illinois. The RRB has a significant work at home pro-gram. Many employees are not on-site 2-3 days per week. Out of the approximately 800 workstations that exist, less than 500 are op-erational on any given day.

B. Purpose - The RRB seeks to award a base and four (4) option year(s) contract for custodial services at the U.S. Railroad Retirement Board Headquarters (HQ) building at 844 N. Rush Street, Chicago, IL 60611 by means of a competitively negotiated best value pro-curement. Offerors must be registered and licensed in the State of Illinois and be registered in the System for Award Management (www.SAM.gov) as a provider of custodial services at the time of submission of their proposal, at the time of award and throughout the performance period of the custodial services.

C. Notice of Total Small Business set Aside: This acquisition is 100% set aside for small businesses.

D. Background and Price Estimate – The current contractor providing custodial services for the RRB HQ is CMC and Maintenance, LLC. The contract RRB12C001 incorporated a Collective Bargaining Agreement between SERVICE EMPLOYEES INTERNA- TIONAL UNION (SEIU), LOCAL 1 and CMC AND MAINTENANCE (SEE ATTACHMENT A).

Offerors SHALL comply with FAR 52.222-17, Nondisplacement of Qualified Workers (in full text in Section IV).

As of July 1, 2017, the current monthly price for custodial services under the above referenced contract will be $61,687.53.

In an effort to reduce the total costs for the custodial services, the RRB is reducing the future scope of custodial services by at least one Full Time Employee (FTE) per work day. The RRB anticipates that this reduction to the current scope of custodial services would result in an estimated (budgeted) monthly price of $57,500.00 or less for the base year of the new contract.

E. Site Visit- Interested offerors are STRONGLY advised to attend a Site Visit at the RRB HQ on Thursday, May 11, 2017 from 10:00 AM - 11:30 AM. Offerors shall submit a request to attend the site visit by submitting an email to Scott Rush, RRB Facility Manager, at scott.rush@rrb.gov. The request shall include the company name, list of attendees and their contact information including phone and email addresses. (Offerors please note Federal Ac-quisition Regulations (FAR) Clause 52.237-1, Site Visit in full text in Section IV).

F. Notice: HYBRID Performance-Based Acquisition Performance-based acquisitions are structured around the results to be achieved as opposed to the manner in which the work is to be performed. The work to be performed is described in terms of the required results rather than either “how” the work is to be accom-plished or the number of hours to be provided. Performance-based acquisitions enable assessments of work performance against meas-urable performance standards and rely on these standards as well as financial incentives in a competitive environment to encourage competitors to develop and institute innovative and cost-effective methods of performing the work. In an effort to reduce costs in this contract some limited specific instructions are hereby provided.

G. Post Award Conference - In order to codify the implementation and procedural issues attendant upon performance start up, a post award conference will be held at the RRB HQ facility or via a teleconference within 5 days of the award of a contract award for the re-quested services. The RRB estimates the award of the contract will be made by July 7, 2017, with services to begin August 1, 2017. The contractor will be responsible for all costs related to attending this conference. The contractor must be prepared to discuss an initial phase-in plan that will transfer services from the current contractor. Note: No overlaping coverage shall be allowed.

E. Optional Additional Overtime/Holiday Services:

1. At the request of the COR the Contractor shall furnish custodial services in addition to those required herein. The additional services shall be requested 24 hours in advance, except for exigent circumstances. The COR may request performance on Saturdays, Sundays and Federal Government holidays. Payment for such additional services shall be on a per hour basis. Payment for portions of an hour shall be prorated to a tenth of an hour.

2. This additional services provision is intended to be used to satisfy the Government’s short term nonrecurring needs for service. Should a continuing need for additional service arise, a contract modification will be negotiated pursuant to FAR 52.243-1 Changes – Fixed Price (AUG 1987) Alternate I (APR 1984).

3. The supervisor shall be available with support staff to provide response if services are requested to be per-formed after normal working hours.

4. EXIGENT CALL BACK SERVICE: The contractor shall respond within one (1) hour to a request from the COR to provide exigent services. The Contractor shall supply a 24/7 telephone number to the RRB COR.

5. Additional Overtime/Holiday Services – The offeror shall quote, for the initial and all option periods, firm-fixed price rates for providing additional Custodial services, both productive and supervisory, when ordered by the RRB, that are in addition to the services specified herein for basic services. Orders for additional service may be placed orally by the COR or CO when the amount of the order totals $3,500.00 or less or in the event of an emergency. All orders which exceed $3,500.00 must be placed or confirmed by issuance of a contract modification exercising options. The delivery order will describe the service to be provided and will establish, excluding emergencies (using Government standards), the maximum number of hours for which the contractor will be compensated. Contract modifications for additional services involving more than forty (40) man-hours will be issued with the mutual agreement of the contractor. The total number of hours of additional service ordered during the initial twelve month period or any option period should not exceed 120.

The offeror shall include expected (occasional late arrivals, sickness and injuries of the contractor's employees, etc.)

overtime in the firm-fixed price per month offering.

F. Optional monthly Trash/solid waste removal/hauling services (See Section III and attachments for more details). Offerors please note that the RRB intends to remove the optional trash/solid waste removal/hauling services from this contract. III. STATEMENT OF WORK

RRB HEADQUARTERS JANITORIAL SERVICES

A. Technical Definitions - Throughout the contract resulting from this solicitation, the listed terms shall have the meaning set forth below.

• The terms “custodial services” and janitorial tasks” which appear throughout the solicitation are synonymous and interchangeable.

B. Janitorial Tasks for RRB Headquarters

1. Required Cleaning

a. The contractor shall provide the necessary labor, supervision work schedule, frequency, resource al-locations and performance methods to ensure the cleanliness of the RRB headquarters facility, as spe-cified below and for the facility as described in ATTACHMENT B. These performance - based spe-cifications express the Government’s requirements in the form of specific janitorial tasks. Specific janit-

Document Number: RRB17R0006 PROCESSED Page 12 of 62 orial tasks requirements are provided as the Government’s best gauge of the minimum quality standards to be met. The government expects that the condition of the building will, upon timely inspection, con-form to the specific janitorial task quality standards specified in the RRB quality assurance plan.

b. Guidance to contractor - A majority of routine tasks should be completed after 4:00pm Monday through Friday, Federal holidays excluded, unless specifically approved or requested by the COR.

However, custodial services necessitate the contractor’s provision of custodial services as defined in subsections III.B.2.a.12), 13), 14) and 17) which are performed during the RRB’s regular working hours by a day porter. The work schedule for the day porter shall be performed as follows: One day porter shall provide the services between the hours of 7:00am and 3:30pm, earlier during winter (bad weather months) each day Monday through Friday, excluding Federal holidays unless specifically approved or requested by the COR.

In addition, the fourth (4th) floor OIG area (approximately 11,480 GSF) must be cleaned during the hours of 2:00pm - 5:00pm.

c. Contractor Supervision of Custodial Services - The contractor shall provide in writing to the contract-ing officer's representative at least five days prior to the contract starting date the names, telephone num-bers, and addresses of primary and alternate on-site supervisor(s). The term "on-site supervisor" and "al-ternate on-site supervisor" mean a person designated in writing by the contractor who has the authority to act for the contractor on a day-to-day basis at the work site and to accept and sign for notices of de-ductions, inspection reports and all other correspondence on behalf of the contractor. The alternate will have the same qualifications, responsibilities and authorities as the supervisor in the absence of the des-ignated supervisor. The RRB does not envision that supervisors will perform custodial services product-ive work, but rather will supervise and direct efforts of the major portions of the contractor’s work force performing custodial services after 4:00 p.m.

d. The Contractor shall provide all necessary management, supervision, labor, materials, supplies, and equipment (except as otherwise provided) necessary to provide janitorial services in accordance with General Services Administration (GSA) Custodial Management, Public Building Service (PBS) Publica-tion P5810.2B, as amended.

2. Specific Janitorial Tasks and Standards of Cleanliness

a. Routine (Daily, unless stated otherwise) Cleaning Functions:

1) Bright Metal Polishing: Bright metal surfaces shall have a polished and lustrous ap-pearance. (i.e., office areas, toilet rooms, elevator car and stairways.)

2) Carpet Spot Cleaning: Buildup, spillage or crusted material shall have been removed along with spots, smears and stains. There shall be no evidence of fuzzing caused by harsh rubbing or brushing of carpet. Cleaned areas shall blend with adjacent areas. (i.e.

office areas, main and secondary entrances, lobbies and corridors.)

3) Cleaning Drinking Fountains: The porcelain or stainless steel surfaces shall be clean and free of dust, spots, stains and streaks. Drinking fountains shall be kept free of trash, ink, coffee grounds, etc., and nozzles free from encrustations. (i.e., office areas, room cleaning, main and secondary entrances, lobbies and corridors, medical services section.)

4) Cleaning (Elevator Floor Track): Floor track shall be clean and free of dirt and grime.

(i.e., passenger and freight elevators.)

5) Cleaning Thresholds: Thresholds shall be clean and free of oil, grease, dirt and grime.

(i.e., main entrances, lobbies and corridors.)

6) Cleaning Wastebaskets: Wastebaskets shall be free of spillage, dust, debris and residue. Plastic liners shall not be torn, worn or contain residue. (i.e., office areas, room cleaning, medical services section and toilet rooms.) (As needed - due to flexible work-at-home policy, not all wastbaskets will require daily emptying)

7) Damp Mopping and Spray Buffing: Floors shall be maintained slip resistant, free of marks, skipped areas, streaks, and mop strands. Walls, baseboards and other surface shall be free of splashing and markings from the equipment. The finished area should have a uniform lustre. There shall be no buildup of finish in corners or crevices. ( i.e., office areas, main and secondary entrances, medical services section.) (Every two weeks)

8) Damp Wiping: All dirt, dust, water stains, spots, streaks and smudges shall be removed from the surfaces. (i.e., freight elevator.)

9) Dusting: There shall be no obvious dust streaks. Corners, crevices, moldings and ledges shall be free of all obvious dust. There shall be no oils, spots or smudges or dust on desk or workstation glass or work surfaces. (i.e., toilet rooms, office and cubicle areas, medical services section and stairways.)

10) Fixture Cleaning: Wash basins shall be clean and bright; there shall be no dust, spots, stains, rust, green mold, encrustation or excess moisture. Bright metal surfaces shall have a polished and lustrous appearance. (i.e., toilet rooms, office areas, medical services section, janitor closets.) Faucet and Flush Valve assembly with electronic eyes must be cleaned without water using a dry chamois.

11) Glass Cleaning: Glass shall be clean and free of dirt, dust, streaks, watermarks, spots and grime and shall not be cloudy. (i.e., toilet rooms, office areas, main entrances, lob-bies and corridors, medical services section.)

12) Policing (inside facility areas): Applicable areas shall be free of all paper, trash and other discarded materials. Trash receptacles shall be neat and presentable in appearance.

There shall be no evidence of wads of gum, spots, tar, wet areas or other foreign sub-stances on floors. Drinking fountains and glass surfaces shall present a clean appearance.

(i.e., toilet rooms, office areas)

13) Policing (exterior Grounds and Sidewalks): Areas shall be free of all paper, gum, trash, empty bottles and other discarded material. Empty trash cans if necessary and re-place plastic bag if used. Exterior smoking urns shall be cleaned and cigarette butts and debris discarded. (i.e., sidewalks.)

14) Polishing: Surfaces shall be free of smears, stains and finger marks. Surfaces shall be clean and bright and polished to a uniform lustre. (i.e., main entrances, lobbies and cor-ridors, secondary entrances, elevator car doors, freight elevator.)

15) Recyclable Materials: Materials in containers earmarked for recycling shall be re-moved and placed in an area designated by the Contracting Officer (CO) or the Contract-ing Officer's Representative (COR). Recyclable materials shall not be mixed with trash.

(i.e., office areas, medical services section. For further detail, see ATTACHMENT E.)

16) Servicing of Facility Restrooms and kitchenette areas: ALL dispensers shall be filled with Contractor provided supplies:

• Soap must be compatible with the provided dispenser and be anti-microbial type (no scent preferred)

• Paper towels- supplies must be compatible with existing dispensers

• Waste receptacles shall be emptied.

• Sanitary napkin receptacles shall be emptied, disinfected, and a new bag inserted. (i.e., toilet rooms, medical services section.)

• Clean government owned microwave ovens and refrigerators in all kit-chenette areas weekly.

17) Solid Waste Collection: All solid wastes generated in the building shall be collected and removed to storage areas designated for trash by the Contracting Officer's Represent-ative. Receptacles shall be free of residue, streaks and spots. (i.e., office areas, toilet rooms, medical services section, main and secondary corridors and lobbies. For further instructions, see ATTACHMENT D.)

18) Spot Cleaning Walls: Wall surface shall be free of smudges, marks, dirt and spots.

These shall have been removed without obvious discoloration. (i.e., toilet rooms, office areas, stairways, medical services section.)

19) Wood Paneling: Paneling in first floor lobby shall be free of soil substances, dust, streaks and spots that are within reach.

b. Daily Spot Cleaning Support Services:

The requirements for daily spot cleaning support services shall be specified and directed by the Con-

Document Number: RRB17R0006 PROCESSED Page 14 of 62 tracting Officer's Representative or Building Management Specialist and accomplished in a timely man-ner. Contractor will furnish all equipment, supplies, and materials. These services are estimated to take about 1 hour each day.

1) Surface and Fixture Cleaning: All fixtures and surfaces shall be clean, bright and there shall be no dust, spots, soil substances, discolorations, rust, green mold, encrustations, or excess moisture. (i.e., toilet rooms, janitor closets, medical services section.)

2) Sweeping, Wet Mopping, and Scrubbing: The floors shall be clean and free of dirt, water streaks, mop marks, string, gum, grease, tar, etc.; and present an overall appearance of cleanliness. All surfaces, crevices, tracks, baseboards and corners shall be clean and dry. (i.e., toilet rooms, office areas, stairways, main entrances, lobbies and corridors, sec-ondary entrances, janitor closets, trash room, loading area, behind radiator, under fur-niture or behind doors.)

3) Sweeping (Outside Area): Areas shall be clean of all dirt and trash. No dirt shall be left where sweepings were picked up. (i.e., entrances and sidewalks adjacent to entrances, and garage.)

4) Thorough Dusting: There shall be no dust streaks. Corners, crevices, moldings and ledges shall be free of all dust. There shall be no oils, spots or smudges on dusted sur-faces caused by dusting tools. (i.e., office areas, stairways, medical services section.)

This dusting includes those surfaces to be cleaned that are not within arms reach.

5) Vacuuming: Carpets shall be clean and free from dust balls, dirt and other debris; nap on carpets shall lie in one direction upon completion of the vacuuming task. (i.e., office areas, main entrances, lobbies and corridors, elevator cars, medical services section.)

6) Wall Spot Cleaning: Smudges, marks or spots shall have been removed without caus-ing unsightly discoloration. (i.e., toilet rooms, main entrances, lobbies, corridors, medic-al services section and office areas.)

7) Wall Surfaces: Walls such as masonry, wood, vinyl, cloth fabric and painted wall sur-faces shall be uniformly cleaned free of dust, spots, stains and discolorations. (i.e., pas-senger elevators.)

8) Wood Polishing: Wood surfaces shall be clean and free of smudges and residue. (i.e., main entrances, lobbies)

9) Integrated Pest Management: There shall not be any rats, mice, cockroaches, ants, flies and any other pests in the building. (Please see ATTACHMENT C for further informa-tion.)

10) Work Station Surface: All micarta panels, work surfaces, painted and vinyl surfaces, drawer fronts, seat and back shells of chairs shall be free of dust, dirt spots and stains.

c. Non routine Cleaning Functions :

The RRB facility Manager envisions the Contractor maintaining the following cleanliness standards by less than daily/periodic applications of Contractor Resources/Functions.

1) Work being done by Contractor/Subcontractor - Any of these non routine cleaning functions can either be performed by the Contractor or by contractor’s use of subcontract-or.

a) Insect and Rodent Control

b) Blind Washing and Cleaning (Once per year)

c) Window Washing (semi-annually for exterior of windows and annually for interior).

d) Trash and Waste Disposal

e) Ice and Snow Removal

f) Power washing of Dock and Sidewalk (Monthly Oct-Apr, Bi-weekly May-Sept)

g) Polishing marble floors in the first floor lobby semi-annually utilizing a sub-contractor that specializes in marble polishing.

h) Stainless steel polishing of the main entry doors and exterior façade at Rush and Pearson Streets, should be accomplished utilizing an individual who specializes in stainless steel polishing. (semi-annually)

If a subcontractor is used, the Government reserves the right to approve or disapprove the subcontractors selected. Therefore, the Contractor shall obtain the Contracting Officer’s approval of all subcontractors and provide copies of subcontract for any work required by this contract. The contractor must ensure that all subcontractor personnel undergo back-ground checks and screening for suitability, and must pass the government’s PIV screen-ing process (See FAR 52.204-9, JAN 2011, Personal Identity Verification of Contractor Personnel) prior to placement at the RRB for performance of duties.

2) Carpet/Rugs: All carpets/rugs shall be clean, free of spots, gum, crusted material, spillages, and removable stains. There shall be no evidence of fuzzing caused by harsh rubbing or brushing. (i.e., main entrances, lobbies, corridors and passenger elevators.)

(At a minimum carpets should be vacuumed twice per week except more often if needed) (In addition, spot cleaning including gum and stain removal should be accom-plished as necessary)

3) Thresholds: Thresholds shall be clean and free of oil, grease, dirt and grime. (i.e., main and secondary entrances, lobbies, corridors, secondary entrances.)

4) Wood Paneling: Paneling shall be free of soil substances, dust, streaks and spots. (i.e.

office areas, main and secondary entrances, lobbies, corridors and stairways.)

5) Surfaces: All dirt, dust, water stains, spots, streaks and smudges shall be removed from all surfaces. (i.e., toilet rooms.)

6) Finishing: Walls, baseboards and other surfaces shall be free of finish residue and marks from equipment. Floors shall be free of streaks, mop strand marks and skipped areas. The finished area shall have a uniform lustre and be slip resistant. (i.e., office areas, toilet rooms, main and secondary entrances, lobbies, corridors and medical services section.)

7) Glass Cleaning: Glass shall be clean and free of dirt, dust, streaks, watermarks, spots and grime and shall not be cloudy. (i.e., secondary entrances, lobbies and corridors.)

8) Ice and Snow Removal: The specified sidewalk and adjacent areas (SEE ATTACH- MENT F) shall be free of snow and ice accumulations and all hazardous conditions due to the weather shall be eliminated. Chemicals and/or sand shall be used to reduce safety hazards due to ice and snow. All chemicals used shall be in accordance with Federal Specifications- see Section IX. Exhibit 6 for further detail (i.e., Sidewalks)

9) Storage Space: Floors shall be clean and free of trash and foreign matter. No dirt shall be left in corners, behind radiators, under furniture or behind doors. (i.e., storage space.)

10) Floor Finish: All old finish or wax shall have been removed. There shall be no evid-ence of gum, rust, burns or scuff marks. Spots and stains will be removed. (i.e., toilet rooms cleaning, office areas, main and secondary entrances, lobbies and corridors.)

(Toilet Rooms on floors 5, 7, and 9 do not require any waxing)

NOTE: UNDER NO CIRCUMSTANCES SHALL DRY STRIPPING METHODS

BE USED. THE CONTRACTOR SHALL COMPLY WITH METHODS PRE-

SCRIBED IN THE NATIONAL INSTITUTE OF BUILDING SCIENCES (NIBS)

GUIDANCE MANUAL, ASBESTOS OPERATIONS AND MAINTENANCE

WORK PRACTICES. THE COR SHALL PROVIDE NIBS GUIDANCE TO THE

CONTRACTOR.

11) Sweeping, Wet Mopping or Scrubbing: The floors shall be clean and free of dirt, wa-ter streaks, mop marks, string, gum, grease, tar, etc.; and present an overall appearance of cleanliness. All surfaces, crevices, tracks, baseboards and corners shall be clean and dry.

(i.e., garage, loading area, medical services section.)

12) Blind Dusting and Washing: All sides of blind, cord tapes, and valances shall be clean and free of dust and soiled surfaces. (i.e., Venetian blinds.)

13) Wall Surfaces: Walls such as masonry, wood, vinyl, cloth fabric and painted wall sur-faces shall be uniformly cleaned free of dust, spots, stains and discolorations. (i.e., med-ical services section.)

14) Work Station Fabric Panels: All fabric panels shall be uniformly cleaned and free of dust, dirt, spots, stains and discoloration. (This work is done on an as needed basis or by specific request of the COR)

16) Window Cleanliness: Washed glass shall be clean and free of dirt, grime, streaks and excessive moisture and shall not be cloudy. Window sashes, sills woodwork and other surroundings of interior glass shall be wiped free of droppings and water marks. Con-tractor must provide on-site supervision of window washers. (semi-annually for exterior of windows and annually for interior).

17) Sidewalks and Loading dock surfaces: Sidewalks and loading dock shall be power washed monthly except for the period of May 1 through September 30, when they shall be power washed bi-weekly. All surfaces shall be free of stains, gum and debris.
