Hazardous Materials Survey 1

1.0 INTRODUCTION

Wilcox & Barton, Inc. has completed a hazardous materials survey of the caisson at Dry Dock 1 at the Portsmouth Naval Shipyard (PNSY) in Kittery, Maine. The work was performed under contract to Stantec Consulting Services Inc. (Stantec) in accordance with Naval Facilities Engineering Command Contract No. N40085-20-D-0141, Delivery Order: N4008520F6402.

The purpose of this work was to identify asbestos-containing materials (ACM), Resource Conservation and Recovery Act (RCRA) 8 metals in paint, polychlorinated biphenyl- (PCB-) containing materials, mercury-containing materials, and potential contamination in ballast tank sediment in in support of renovation of the caisson. Other hazardous materials were specifically outside the scope of this survey. This survey is subject to certain limitations noted herein.

2.0 SITE DESCRIPTION

The caisson at Dry Dock 1 is located within the Controlled Industrial Area (CIA) of PNSY.

3.0 SITE INSPECTION

The hazardous materials survey was performed on October 14, 2020 and March 24, 2021 under the provisions of a job-specific Accident Prevention Plan and Activity Hazard Analysis approved prior to the start of work. The caisson was fully operational at the time of the survey. The areas requiring inspection were directed by Stantec.

3.1 Asbestos-Containing Materials Survey

The asbestos-containing material survey was led by a trained and accredited inspector; a copy of the inspector certification is contained in Appendix A. Accessible portions of the survey area were inspected for suspect ACM. For each suspect ACM observed, the inspector described the material, assigned a unique identification number (homogenous material number), and recorded its location. Bulk samples of each suspect, distinct, homogenous material were collected in a random manner and submitted for laboratory analysis of asbestos. A homogenous material is defined as a construction material used on similar structure and utility components that is uniform in color and/or texture, based on the inspector’s judgment.

Sample locations are depicted on Figure 1 - Hazardous Materials Survey – Sample Location Plan. Three bulk samples representing one homogenous material were submitted to ProScience Analytical Services, Inc. (ProScience) of Woburn, Massachusetts, for analysis by polarized light microscopy (PLM) by Method 600/R-93/116 using the positive stop technique. In this technique, once a sample from a homogenous material tests positive for asbestos, the remaining samples of that group are not analyzed. A copy of the laboratory certification for ProScience is presented in Appendix B.

The PLM method is not considered a reliable analytical method for non-friable organically bound (NOB) materials. NOB refers to a wide variety of non-friable building materials embedded in flexible-to-rigid asphalt or vinyl matrices generally associated with materials such

Hazardous Materials Survey 2 as vinyl-asphalt tile, mastic, asphalt shingles, roofing materials, paint chips, caulking, and glazing compound. According to State of Maine Department of Environmental Protection protocols, transmission electron microscopy (TEM) or an alternative method for analyzing NOBs is required. Eleven bulk samples representing four NOB homogenous materials were analyzed by TEM.

A material is defined by the U.S. Environmental Protection Agency (EPA) as being a regulated asbestos-containing material if it contains greater than one percent (1%) asbestos based on laboratory analysis. The State of Maine defines asbestos-containing material as any material containing 1% or more of asbestos. Therefore, a material can only be considered negative if analytical results from all bulk samples of an individual homogeneous material indicate an asbestos content of less than 1%.

Asbestos was not detected at concentrations of equal to or greater than 1% in the samples analyzed. The caisson was operational at the time of the survey; therefore, samples could not be collected from pipe and ballast tank hatch gaskets. Due to the inability to collect sufficient sample volume representative of select suspect ACM (i.e., gaskets), the following materials are assumed to contain asbestos fibers.

Summary of Assumed Asbestos Containing Materials

A summary of sample locations, descriptions, and laboratory analytical results is presented in Table 1 – Asbestos Samples – Summary of Analytical Results. Copies of laboratory reports are included in Appendix C.

3.3 RCRA 8 Metals Paint Survey

Wilcox & Barton, Inc. performed a survey of painted surfaces in the survey area. The location and general condition of each paint-coated surface were recorded. Paint system condition ranged from good to poor. The predominant paint systems consisted of the following:

Grey on Flooring Material (exterior of caisson) Yellow on Anchor Cleats (exterior of caisson) White on Walls (interior of caisson) Red on Floor (interior of caisson) Light Grey over Pale Green on Pump Housings (interior of caisson) Pale Green over Black on Valve Stems (interior of caisson)

Hazardous Materials Survey 3

Bulk samples were collected from surfaces exhibiting unique paint systems and submitted to ConTest Analytical Laboratory (ConTest), of East Longmeadow, Massachusetts, for laboratory analysis of RCRA 8 Metals by EPA Method 6010 and 7471 and hexavalent chromium by EPA Method 7196. Paint chip samples were collected at the locations depicted on Figure 1 – Hazardous Materials Survey – Sample Location Plan.

Laboratory analysis identified detectable concentrations of metals in all of the sampled paint systems. For worker protection purposes under Occupational Safety and Health Administration (OSHA) rules, any concentration of metals in paint poses a potential exposure risk. Laboratory results are summarized in Table 2 – Lead Paint Samples – Summary of Analytical Results. A copy of the laboratory report is included in Appendix C.

3.4 PCB-Containing and Mercury-Containing Materials Survey

3.4.1 PCB-Containing Devices

Wilcox & Barton, Inc. visually inspected the area for the presence of potential PCB-containing materials. PCBs are a class of organic chemicals that were manufactured in the United States until the late 1970s and used in dielectric fluids for their insulation and heat transfer properties.

PCBs were used in electrical transformers, capacitors, heat transfer equipment, light ballasts, and specialty paints. Electrical devices manufactured prior to 1978 are generally assumed to contain PCBs, and most equipment manufactured after that time has a “PCB Free” or “No PCB” label.

During the inspection, no PCB-containing fluorescent light fixtures were observed in the caisson. However, it is unknown whether the electrical equipment used to monitor and run the caisson contains PCBs.

3.4.2 PCBs in Caulking

Three samples of caulking were submitted to ConTest for analysis for PCBs by EPA Method 8082 following Soxhlet Extraction by EPA Method 3540C. Samples were collected at the locations depicted on Figure 1 - Hazardous Materials Survey – Sample Location Plan.

EPA categorizes building materials containing greater than or equal to 50 milligrams per kilogram (mg/kg), the action level established by the Toxic Substance Control Act (TSCA), as PCB bulk product waste. PCBs were detected at low concentrations in all of the samples collected; the detected concentration were well below the EPA action level. Laboratory results are summarized in Table 3 – Miscellaneous Material Samples – Summary of Analytical Results.

A copy of the laboratory report is included in Appendix C.

3.4.3 Mercury-Containing Devices/Lamps

Wilcox & Barton, Inc. visually inspected the survey area for the presence of potential mercury-containing materials. Mercury is a heavy, shiny, silvery-white metal that is liquid at room temperature. Liquid mercury evaporates at room temperature, producing invisible, odorless vapors.

Mercury is toxic at low exposure levels, and human exposure can result from inhalation of vapors, skin contact, and ingestion.

Hazardous Materials Survey 4

Mercury has numerous industrial uses. Common devices often containing mercury include

1) controls for the measurement of vacuum, pressure, fluid, temperature, or flow (thermostats, thermometers, manometers, etc.), 2) switches (in furnaces, gas regulators, sump pumps, appliances, HVAC equipment, etc.), and 3) light bulbs (fluorescent, neon, high intensity discharge).

During the inspection, Wilcox & Barton, Inc. did not observer potential mercury-containing fluorescent light tubes, thermostats, or emergency lighting. Electrical equipment used to monitor and run the caisson was observed; however, it is unknown if this equipment contains mercury switches.

3.5 Sediment Sampling in Caisson Ballast Tanks

Wilcox & Barton, Inc. collected a composite sample of the sediment present in one of the trim tanks of the caisson. The proposed scope of work included sampling and analysis of two sediment samples; however, an additional sample was not collected due to an insufficient volume of remaining material. The sample was collected and analyzed for typical waste disposal parameters Composite sample SED-1 was submitted to ConTest, for laboratory analysis of RCRA 8 Metals by EPA Method 6010 and 7471, total petroleum hydrocarbons (TPH) by EPA Method 8015 semi-volatile organic compounds (SVOCs) by EPA Method 8270, PCBs by EPA Method 8080, flashpoint, and reactivity (cyanide and sulfide). A discrete sample was collected for volatile organic compounds (VOCs) by EPA Method 8260. Low concentrations of metals, VOCs, and TPH were detected in the sample. SVOCs and PCBs were not detected above laboratory reporting limits. Laboratory results are summarized in Table 4 – Sediment Samples – Summary of Analytical Results. A copy of the laboratory report is included in Appendix C.

3.6 Waste Stream Characterization

Wilcox & Barton, Inc. collected a composite sample of various materials from the caisson to represent the potential demolition waste stream. Glass, wiring, metal, and recyclables were not sampled. The composited waste stream contained the grey weather deck flooring material, stair tread, sealant, and caulking.

The composite sample was submitted to ConTest for laboratory analysis of RCRA 8 Metals following extraction by the toxicity characteristic leaching procedure (TCLP). No leachable metals were detected in the sample. Laboratory results are summarized in Table 5 – TCLP – Summary of Analytical Results. A copy of the laboratory report is included in Appendix C.

Hazardous Materials Survey 5

3.7 Universal Wastes - Batteries

During the inspection, Wilcox & Barton, Inc., did not observe any batteries in the caisson.

Electrical equipment used to monitor and run the caisson was observed; however, it is unknown if this equipment contains batteries.

5.0 CONCLUSIONS AND RECOMMENDATIONS

The following conclusions are drawn from the findings of the survey.

5.1 Asbestos

Asbestos was assumed present at a concentration greater than 1% in pipe and ballast tank hatch gaskets. Prior to renovation affecting these materials, Wilcox & Barton, Inc. recommends the collection and analysis of samples to determine whether these materials contain asbestos.

Any demolition or renovation that could disturb ACM must comply with state and federal environmental and safety standards. In accordance with 40 CFR Part 61, National Emissions Standards for Hazardous Air Pollutants (NESHAPs), a contractor conducting any demolition that will disturb regulated ACM must: (1) notify the EPA Administrator of such activities; (2) use proper removal procedures; (3) use proper engineering controls to limit emissions of asbestos fibers; and (4) utilize proper waste disposal. Also, in accordance with NESHAPs, ACM that will be disturbed must be removed by a licensed asbestos abatement contractor prior to initiation of any building demolition or renovation activities. If any hidden and previously undetected suspect ACM is uncovered during demolition activities, work must be stopped, and the material tested for asbestos content. All ACM must be disposed of in accordance with all applicable state and federal requirements.

Under OSHA regulations, any demolition or renovation to be performed at a structure where ACM is present must be performed in accordance with a worker protection policy, including, but not limited to, appropriate training, medical monitoring, respiratory protection, and other protective equipment.

Communication of hazards as specified in 29 CFR 1926.1101(k) requires that the facility owner provide notification of the presence, quantity, and location of ACM to people who may come in contact with the ACM during construction or renovation work. Warning signs are required to be posted at the entrance to mechanical rooms or immediately within if clearly noticeable. The signs will identify the ACM that is present, its location, and the proper work practices required to ensure that ACM is not disturbed. The signs must bear the following information:

DANGER

ASBESTOS

CANCER AND LUNG DISEASE HAZARD

AUTHORIZED PERSONNEL ONLY

Hazardous Materials Survey 6

Labels must be affixed to thermal system insulation and surfacing materials containing asbestos equal to or greater than 1% and to all containers containing such products, including waste containers. Where feasible, installed asbestos products must contain a visible label. The label must contain the following information:

DANGER

CONTAINS ASBESTOS FIBERS

AVOID CREATING DUST

CANCER AND LUNG DISEASE HAZARD

During caisson renovations, materials may be identified that were not observable during the survey. Suspect materials that are found during renovation work should be sampled and analyzed for asbestos content.

5.2 RCRA 8 Metals in Paint

RCRA 8 metals were detected in all of the paint systems sampled in the caisson.

The presence of metals in paint requires that any renovation or demolition work be performed under the worker protection requirements outlined in 29 CFR 1926. During demolition or renovation, paint materials containing RCRA 8 metals should not be sanded, scraped, drilled, or otherwise altered unless proper engineering controls are utilized to prevent migration of fugitive metal-containing dust from the work area. Under OSHA regulations, any demolition or renovation to be performed at a structure where RCRA 8 metals in paint is present must be performed in accordance with a worker protection policy, including, but not limited to, appropriate training, medical monitoring, respiratory protection, and other protective equipment.

5.3 PCBs

During the inspection, no suspect PCB-containing ballasts were observed. PCBs were detected at low concentrations in the bulk samples submitted for laboratory analysis. Equipment used to monitor and run the pumps is present in the caisson; however, it is unknown if this equipment contains PCBs.

PCB-containing materials, if encountered, must be handled, managed, and disposed of in accordance with all federal and state regulatory requirements.

5.4 Mercury-Containing Materials

Wilcox & Barton, Inc. observed no visible mercury-containing materials. Equipment used to monitor and run the caisson is present; however, it is unknown if this equipment contains mercury-containing switches.

Mercury-containing materials must be handled, managed, and disposed of in accordance with all federal and state regulatory requirements. These items should be removed from the structure prior to commencement of renovation work if they are not to be re-used.

Hazardous Materials Survey 7

5.5 Sediment Sampling in Caisson Ballast Tanks

One composite sample was collected from the sediment accumulated in one of the caisson trim tanks to pre-characterize the sediment for disposal Low concentrations of metals, VOCs and TPH were detected in the sample. No SVOCs or PCBs were detected above laboratory reporting limits. Site conditions may change between the date of this inspection and construction, and analytical requirements may vary based on the selected disposal facility. Therefore, Wilcox & Barton, Inc. recommends the collection and analysis of samples from the sediment waste stream(s) prior to disposal. This requirement should be conveyed to the renovation contractor to ensure proper segregation, handling, and disposal of accumulated sediment. Analytical requirements may vary between disposal facilities; therefore, additional analysis may be required.

5.6 Waste Stream Characterization

A composite waste stream sample collected from the grey weather deck flooring material, stair tread, sealant and caulking were submitted for laboratory analysis of RCRA 8 Metals following extraction by the TCLP. No leachable metals were detected in the sample. Wilcox & Barton, Inc. recommends the collection and analysis of samples from the actual demolition waste stream(s) prior to disposal. This requirement should be conveyed to the renovation contractor to ensure proper segregation, handling, and disposal.

5.7 Universal Wastes - Batteries

Batteries were not visually observed in the caisson. Electrical equipment used to monitor and run the caisson was observed; however, it is unknown if this equipment contains batteries.

Batteries must be handled, managed, and disposed of in accordance with all federal and state regulatory requirements. These items should be removed from the structure prior to commencement of renovation work if they are not to be re-used.

6.0 LIMITATIONS AND RESTRICTIONS

This hazardous materials survey was restricted to observations made by Wilcox & Barton, Inc.

during inspection of the facility on the dates indicated. The results of this report do not guarantee that all ACM or lead paint have been located or identified for the following reasons:

1. Each suspect or confirmed ACM and lead paint was assumed homogenous. The possibility exists that the composition of materials that appear homogenous may differ from one location to another.

2. Suspect ACM or painted surfaces may be hidden within or behind structural components that were not accessible unless substantial demolition of the building, chamber, or tunnel was performed.

Hazardous Materials Survey 8

3. The caisson was fully operational at the time of the survey which limited collection of samples from several suspect materials and electrical equipment and inspection of certain areas within the caisson.

Within the limitations mentioned above, this project has been undertaken and performed in a professional manner, in accordance with generally accepted practices, and using the degree of skill and care ordinarily exercised by reputable environmental consultants under similar circumstances.
