(OS523)

If the answer to #2 is yes, then 1), does NAVFAC have a notional storage location reserved on Ops Deck (for drawing note 7), 2) how do these panels get to and from Ops Deck (person-carry, hoist, or ?), and 3) we find no details for the mating bolt holes in the caisson shell plate, so how are these attached using the slotted holes in the panels (note that dwg detail B4 shows a gap between the shell plate and panel at the slotted holes)?

1) Port and Starboard sides of Inner Hull approx 30 inches above the operations deck to least affect the list and trim. As-Built weight will be included in the Weight Control Reports per

SWBS 096

2) "Person-carried" each piece is less than 100 lbs.

GENERAL

OVERVIEW

OF THE

CONTRACT

(12/14/2021): Can the requirement for “removal… and disposal of the existing Dry Dock #1 Caisson…” be removed from the contract?

No.

5 Ship Work Breakdown Structure Specifications

Section 042 and 070b

Section 042 requires a minimum GM in the Lightship condition of 1’.

Section 070b requires a minimum GM in the Lightship condition of 1.25’.

Please clarify the Lightship GM requirement.

In SWBS subsection 042b.

Definitions, paragraph 10, delete, "…metacenter is at least 1 foot…" and replace with, "…metacenter is at least 1.25 feet…".

6 Ship Work Breakdown Structure Specifications

Section 096a Section 096a states that the flood through pipes should be considered empty for the Lightship condition. This is contrary to the treatment of flood through pipes on all previously completed caissons.

Flood through pipes have always been considered as full in the lightship condition. Please confirm this new Lightship definition is correct.

Typically, light condition is with flood tubes full, since when caisson is removed from seat after flooding the dock its not possible to empty out the tubes.

However, flood tubes are to be assumed empty for seating reaction, while caisson is in seat.

7 Ship Work Breakdown Structure Specifications

Section 100d Section 100d states that sounding tubes (also known as deck drains) should be installed with a clear line to the pump sumps. Sounding tubes and deck drains are not equivalent. Please clarify which needs to be installed.

Sounding Tubes, see also sheet OP102, Keynote No. 7 (four places) About Fr 3-2 and Fr 3-1 (watertight bulkheads). In SWBS subsection 100d, paragraph Sounding Tubes, first sentence delete, "(also known as deck drains)".

8 Ship Work Breakdown Structure Specifications

Section 505.b.1

Section 505.b.1 states ““Pipe and fittings for 8 through 18-inch

Pipe and fittings for 8 through 18-inch diameter shall be Schedule 40. In SWBS subsection 505.b.1 diameter piping shall be Schedule 40 (wall thickness of

0.750 inches).” This statement is contradictory with itself. The wall thickness of Schedule 40 piping varies with pipe diameter. Further, the SCH 40 wall thickness for all pipes in the provided range is less than 0.750.

Please clarify desired pipe material spec.

Carbon Steel Pipe:

paragraph a.1. delete, "(wall thickness of 0.750 inches)".

9 Ship Work Breakdown Structure Specifications

Section 505.b.3

Section 505.b.3 requires that the hinged blind flange be analyzed to a design head of 40.75

ft. Such a design head would place the water level well above the top of the caisson. Please clarify the required design head and safety factor for the hinged blind flange.

The design head shall be analyzed from the top of weather deck to centerline of pipe with hinged blind flange. In SWBS subsection 505.b.3 Hinged Blind Flanges: first paragraph last sentence, delete, "…40.75 feet." and replace with, " ...23.75 feet and a factor of safety of 2.0 for a total head of 47.5 feet."

10 Ship Work Breakdown Structure Specifications

Various BSR believes that the provided Lightship characteristics, Hydrostatics, and Tank Capacity Tables are incorrect as-provided, base don’t eh following.

a. This caisson does not have pump sumps or dewatering pumps for the trim tanks.

Operationally, this means that the trim tanks can only be drained by opening the cross-connect valve to the main tank and using the main tank pumps to

6.25-ft ABL is the refernce for the ballast heights.

They're not truly "soundings" since the top of concrete is 6.25-ft in main tank (top fo pump sump) and 6.75-ft in trim tanks, should be "ballast level".

The reference point (6.25-ft ABL) helps from a calculations perspective in maintaining same ballast levels in all tanks, referenced from caisson baseline. Please refer to the 12/22/2021 drawing revisions that adjust the elevation of the equalization pipe and valve with sump.

The lightship characteristics, hydrostatics and tank capacity tables will drain all tanks. This setup hinders the flexibility of operation of the caisson, and presents an operational risk if damage occurs to one of the tanks. b.

Tank capacity tables for the trim tanks begin at a sounding of 0.0’ and then proceed upward in 6” increments. The soundings for 0.00’ and 0.50’ have a tank volume of 0.0 CF. The definition of a sounding is a measurement from the bottom of a tank (or other reference point) to the surface of the water. It is impossible to have a sounding of 0.50’ that represents zero tank contents. Trim tank soundings need to be referenced to their own tank bottoms, not to the level of the main tank. c. The lack of a pump and sump in the trim tanks means that the trim tanks can never be fully dewatered. The placement of the equalizing line is such that there will always be approx.

7” of water in the bottom of the trim tanks. Because this water cannot be removed by the pumps, it must be considered as part of Lightship just like the water in the main tank sumps.

The estimated free have an insignificant change.

surface moment of this water could result in a reduction in Lightship GM of up to 0.25’. The added weight of this water will also increase the lightship draft of the caisson. Please confirm the Lightship characteristics, Hydrostatics, and Tank Capacity Tables data.

11 Ship Work Breakdown Structure Specifications

Section 045b Section 045b of the SWBS requires that the Launching Plan be stamped by a registered professional Naval Architect. BSR’s degreed Naval Architects are registered Professional Engineers (Mechanical Discipline) which is assumed to be sufficient because the registration states do not offer a Professional Naval Architect registration.

Further, our PEs have Nav Arch BS degrees and have been involved in multiple previous NAVFAC caisson projects. Please confirm that a PE stamp is acceptable in lieu of a PNA.

SWBS Section 045b, LAUNCHING AND

DOCKING, second paragraph, replace the second sentence with, "Provide and submit to the Government a Launching Plan prepared by the Contractor and reviewed, approved, and stamped by a Registered Professional Naval Architect or Registered Professional Engineer with naval architecture experience."

12 RFP p.10, Factor 2

Paragraph d. states:

“The Technical Approach to Safety narrative shall be limited to two (2) single-sided pages or one (1) double-sided page”.

Offeror requests that the Government increase the page limit to three or more pages to allow adequate space to present the required elements in meaningful detail.

Propose per RFP.
