Technically unacceptable quotes are ineligible for further evaluation. The Government may award to other than the lowest-priced quoter if superior past performance warrants a premium.

Evaluation – Commercial Items

1.0 BASIS FOR AWARD.

The Government intends to award one firm-fixed-price contract resulting from this solicitation. This is a commercial acquisition conducted under the authority of FAR Subpart 13.5, Simplified Procedures for Certain Commercial

Products and Commercial Services. Formal source selection procedures described in FAR Part 15 and the DoD

Source Selection Procedures do not apply to this acquisition.

The Government will award to the responsible quoter whose quote conforms to the solicitation and represents the best value to the Government. The Government will evaluate quotes using a simplified trade-off process. Under this process, Factor 1 (Technical) will be evaluated on an “Acceptable / Unacceptable” basis. For those quoters determined to be Technically Acceptable, the Government will conduct a trade-off between Factor 2 (Past

Performance) and Factor 3 (Price).

The Government may award to other than the lowest priced quoter if the Government determines that a premium is warranted for superior Past Performance. The Government reserves the right to award without interchanges

(discussions); therefore, the quoter’s initial quote should contain their best terms.

2.0 EVALUATION FACTORS AND RELATIVE IMPORTANCE

The Government will evaluate quotes based on the following factors:

Factor 1 – Technical

Factor 2 – Past Performance Factor 3 – Price

Relative Important: Factor 2 (Past Performance) is approximately equal to Factor 3 (Price).

3.0 EVALUATION APPROACH

3.1 Factor 1: Technical

The Government will evaluate the technical quote to determine if it meets the minimum requirement outlined in the

Performance Work Statement (PWS). Quotes will not receive qualitative ratings. They will be rated strictly as follows:

• Acceptable: The quote clearly meets the minimum requirements of the solicitation.

• Unacceptable: The quote does not clearly meet the minimum requirements of the solicitation.

• Note: A quote rated “Unacceptable” under Factor 1 is ineligible for award and will not be further evaluated under Factor 2 or Factor 3.

3.2 Factor 2: Past Performance

The Government will evaluate the quoter’s past performance to assess the Government’s confidence in the quoter’s ability to successfully perform the required effort.

• Relevancy: The Government will first determine if the submitted past performance references are relevant

(similar in scope, magnitude, and complexity to the PWS).

• Quality/Confidence: For relevant references, the Government will evaluate the quality of the past performance (e.g., assessing records in CPARS or returned questionaries).

• Rating: The Government will assign an overall confidence assessment (e.g., High Confidence, Confident, Some Confidence, Low Confidence, Unsatisfactory) based on the combined relevancy and quality of past performance.

• Note: In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available, the quoter will not be evaluated favorably or unfavorably on past performance and will receive a “Neutral Confidence” rating.

3.3 Factor 3: Price

The Government will evaluate the total proposed price to determine if it is fair and reasonable according with FAR

13.106-3(a). The total evaluated price will be the sum of all Contract Line-Item Numbers (CLINs) for the base period and all option periods. Options will be evaluated in accordance with FAR 52.217-5, Evaluation of Options.
