About this file
This is a Compensation Price Matrix template for the Hospital Communications Support contract solicitation (RFQHT001426QE033) issued by Walter Reed National Military Medical Center under the Defense Health Agency. The pricing matrix is structured as a spreadsheet template for offerors to complete with fully burdened hourly rates across a base period and two option years, with all costs calculated from hourly rates rather than annual figures.
The contract requires staffing for six labor categories supporting hospital communications and executive secretariat functions: Graphic Designer (2 FTEs), Author Works Review/Editor (1 FTE), Writer and Author/Print Journalism (1 FTE), Producer and Director/Video Production (1 FTE), Public Relations Specialist (1 FTE), and Executive Secretary Program Manager—Publications & Issuances (1 FTE). The pricing period spans from September 1, 2026 through August 31, 2029, comprising a base period (September 2026–August 2027) and two option years. Productive hours are specified for each position across all periods, with the base period ranging from 1,434 to 3,824 hours per labor category, and option years standardized at either 1,912 or 3,824 hours. Offerors must complete columns for base salary (hourly), total fringe benefits, fringe benefits percentage, fully burdened hourly rate including overhead and G&A, profit, and total billable hourly rate. The template automatically calculates total prices by period and across all periods, with vacation and holiday costs to be embedded in the fringe benefits columns rather than calculated separately.

Instructions
Tabs A, AA,AB, AC & AD
All Rates including benefits must be based on hourly rates and not annual figures
The offeror can add additional columns according to their benefits package
The offeror is responsible for doing the mathematical calculations, like adding the fringe benefits, calculating the percentage and the total salary, etc.
The offeror cannot change the order and name of the specialties (columns A & B) nor the quantities of hours (column C).
Productive Hrs.= total hours in a work year LESS vacation & holidays (e.g. 1,920 hours = 1 one full time contractor employee for one year = 8 hrs/day x 5 days/wk for 48 wks productive hrs.)
Another way to think of productive hours is that they are hours actually worked and billed to the Govt. contract.
Costs associated with vacations and holidays are normally included in the fringe benefit rate; therefore, the vacation/holiday associated costs are to be input into the "Fringe Benefits"
columns (in Tabs A, AA, AB,AC and AD) for the purposes of this spreadsheet.
Tab B "Price":
The Fully Burdened Hourly Rates for the Base Year and Option Periods (Tabs A, AA, AB,AC and AD) will auto-populate the cells of Tab B.
Verify the math is correctly computed.
