1. Can the Government clarify the period of performance? The PWS states a base year plus two option years, while the RFQ/SF1449 reflects a base year plus four option years. Customer has confirmed that requirement is one (1) base year plus two (2) option years.
2. Can the Government reconcile the Option Year 1 workload quantities? PWS Attachment 6 identifies 1,920 hours per 1-FTE labor category, while the SF1449 pricing schedule identifies 1,912 hours. Which quantities should offerors use on pricing? Annual workload per one (1) FTE is 1,912 hours.
3. Can the Government confirm whether the stated $4.18M estimated procurement value applies to the base plus two option years in the PWS or the base plus four option years in the RFQ/SF1449? Estimate pertains to the requirement of one (1) base year plus two (2) option years.
4. Given the August 21 quotation deadline, September 1 performance start, and PWS statement that background investigations may take two or more weeks, will the start date or transition period be adjusted to allow CAC and network-access processing?
Yes, if necessary.
5. Factor 1 states that technical acceptability pertains to the offeror's ability to operate a
"Mobile Sterilization Unit." Please confirm the Technical Approach evaluation standard is adjusted for Hospital Communications Support Services, not mobile sterilization units. Technical Approach evaluation standard is revised to Hospital Communications Support Services, please disregard Mobile Sterilization Unit.
6. The Instructions request references for similar services "completed" within the past three years, while the PPQ allows a contract status of ongoing or complete. Please confirm that ongoing contracts performed during the past three years are eligible for evaluation. Yes, ongoing contracts performed during the past three years are eligible for evaluation.
7. The PPQ includes questions regarding recruitment and retention of interpreters and translators, which are not labor categories under this requirement. Should references mark those items N/A or will this be included in the scope? Please mark N/A.
8. Please confirm whether the Government will furnish Adobe Creative Cloud licenses and the professional video, audio, lighting, and related production equipment required to perform the PWS, or whether these must be included in the contractor's firm-fixed price. Customer will provide, do not include in firm-fixed pricing.
9. The Performance Requirements Summary requires compliance with "Health and
Immunization Requirements," but the applicable requirements are not identified in the PWS. Please provide or identify the governing health and immunization requirements for contractor personnel to ensure compliance. Required proof of TB testing and risk assessment, MMR Vaccination, Tdap Vaccination, Flu shot, Hep B Vaccination. Respirator user cert and respirator fit testing may be required, depending on the assigned clinic.
10. Please confirm whether a cover page is excluded from the three-page technical approach page limitation. If a cover page is excluded, can the required company information be contained there? Cover page is excluded from page limitation.
11. Can the Government confirm whether the completed Past Performance
Questionnaire for each reference suffices for the Factor 2 – Experience/Past Performance, or whether a separate past performance narrative/project description should be included for each reference. Completed Past Performance Questionnaire for each reference suffices for Factor 2.
12. Are resumes required as part of the proposal submission? N/A.
13. Is there a Key Personnel requirement for this requirement? N/A.
14. Is there currently an incumbent performing this work? Yes, contract HT001421F0188 which expires 08/31/2026 and HT0014-22-P-0017 which expires 11/30/2026.
15. Is facility/security clearance required for this project? A Secret Level clearance is required.
16. Will an excel pricing sheet be provided or should we create our own to reflect the FTEs, hours, and option years? Yes, pricing sheet will be provided.
17. Is the mention of the "ability to operate the Mobile Sterilization Unit" in the instructions to offerors and the evaluation factors document an error? Technical Approach evaluation standard is revised to Hospital Communications Support Services, please disregard Mobile Sterilization Unit.
18. Given the Past Performance Questionnaire (PPQ) requests highly similar information as a CPARS, would the Government please accept a CPARS in lieu of a PPQ. Yes, CPARS is acceptable.
19. The solicitation document lists each of the CLINS in terms of hours as the unit of pricing, however the PWS (PART 7, ATTACHMENT 6 ESTIMATED WORKLOAD DATA) states that the workload data will be in terms of FTEs by position and description. Will the Government please clarify if the intent is for the pricing of services to be broken down to an hourly unit versus as a FTE for that period of performance. The intent is for the pricing of services to be broken down to an hourly unit.
20. The Government lists the technical approach page limit “not to exceed three (3) pages in length”. Will the Government please clarify what is included in this page limit? For example, does the cover sheet, table of contents, or figure index count towards this page limit? Cover sheet, table of contents, or figure index does not count towards this page limit.
21. Will the Government also clarify if their intent is for offerors to submit three separate volumes to include Technical Approach, Experience, and Pricing or is one or two volumes acceptable as long as it includes those elements. One (1) or two (2) volumes are acceptable if all three (3) elements are included.
22. PWS lists a Base and two Option Years, however, the RFP states a Base and four
Option Years. Would the Government please clarify the period of performance.
Solicited requirement is one (1) base year plus two (2) option years.
23. The RFQ announcement identifies a one-year base period with four one-year option periods, while PWS Section 1.6 identifies a base period and two option periods ending August 31, 2029. Please clarify the intended total period of performance and number of option periods offerors should use when preparing their quotations. Solicited requirement is one (1) base year plus two (2) option years.
24. The RFQ announcement identifies an estimated procurement cost of $4,180,000. In light of the differing periods of performance reflected in the RFQ announcement and PWS, please clarify whether the $4,180,000 estimated procurement cost represents the full intended period of performance, including all option periods. The $4,180,000 figure is based on an Independent Government Cost Estimate to include base year and two option years.
25. Factor 1 references evaluation of the offeror’s ability to operate a “Mobile Sterilization
Unit.” Please confirm that the Technical Approach evaluation for this requirement will assess the offeror’s ability to perform the Hospital Communications and Executive Secretariat Support Services described in the PWS. Technical Approach evaluation standard is revised to Hospital Communications Support Services, please disregard Mobile Sterilization Unit.
26. The Basis for Award provides for a tradeoff among Technical Approach, Experience, and Price and states that award may be made to other than the lowest-priced quotation. The evaluation standards identify Acceptable/Unacceptable ratings for Technical Approach and Acceptable/Unacceptable/Neutral treatment for Experience.
Please clarify how the non-price factors will be comparatively evaluated for purposes of the best-value tradeoff. An offeror’s technical acceptability to meet all requirements in the Performance Work Statement (PWS) and evidence of exemplary past performance are equally important as fair and reasonable price.
27. The Instructions to Offerors require offerors to provide two, but no more than three, references for same or similar services completed within the past three years. Factor 2 also provides that an offeror without a record of relevant past performance will receive a Neutral rating and will not be evaluated favorably or unfavorably. If an offeror has only one qualifying recent and relevant corporate reference, may the offeror submit that reference and be evaluated in accordance with the solicitation’s Neutral past performance provision for the remainder of its performance record? Yes.
28. Can the Government provide historical workload metrics for the previous 12 months, including the approximate number of executive correspondence packages, publications and issuances, graphic design requests, video productions, media inquiries, news articles, distinguished visitor engagements, and other major communication products supported under this requirement? No.
29. Can the Government clarify its expectations regarding the place of performance for each labor category? Specifically, should offerors assume all contractor personnel are required to perform on-site full-time at WRNMMC, or will the Government consider hybrid and/or telework arrangements for positions where mission requirements permit, provided contractor personnel remain fully responsive and available to report on-site for scheduled meetings, executive engagements, collaborative work sessions, and other ad hoc mission requirements as directed by the Government? All contractor personnel are required to perform on-site full-time at WRNMMC,
30. Can the Government clarify whether any organizational security requirements, including an active Facility Clearance (FCL), apply to this requirement? If so, please identify when the clearance must be in place (proposal submission, contract award, or prior to performance) and whether the Government intends to sponsor the successful offeror for any required facility clearance not already held. A Secret level clearance is required.
31. Can the Government identify the current staffing composition by labor category, indicate whether all positions are currently filled, and advise whether incumbent personnel may be available for employment by the successor contractor?
Additionally, will the incumbent contractor be expected to provide transition support or knowledge transfer during the transition period? The positions will be designated at time of award.
32. Beyond successful execution of the PWS requirements, what are the Government's highest priorities or desired operational improvements for this requirement, and what characteristics distinguish an exceptional contractor supporting WRNMMC Hospital Communications and Executive Secretariat operations? Suggestions for continuous improvement and added value are welcome and encouraged.
33. What operational or performance challenges, if any, has the Government experienced under the current or previous contract that offerors should address within their proposed technical approach? Additionally, beyond the Quality Assurance Surveillance Plan (QASP), what performance metrics or key performance indicators will the Government consider most critical to successful contract performance?
None that need to be included in proposals for this solicitation.
34. For purposes of evaluating Factor 2 (Experience), can the Government clarify how it will assess the relevance of past performance where an offeror has successfully performed comparable executive communications, public affairs, healthcare communications, or executive correspondence support for other Federal agencies or military organizations with similar scope and complexity? Past performance will be assessed on how it meets the requirements in the Performance Work Statement
(PWS).
35. Is this a new requirement or is there an incumbent contract? Contracts HT0014-21-
F-0188 and HT0014-22-P-0017 currently provide services solicited.
36. Please confirm that references to the operation and lease of a Mobile Sterilization Unit in the Technical Evaluation criteria and the Past Performance Questionnaire (PPQ) were included inadvertently and that the evaluation pertains solely to Hospital Communications and Executive Secretariat Support Services. References to the operation and lease of a Mobile Sterilization Unit do not apply, as stated in revised PPQ.
37. The PPQ contains questions related to the recruitment and retention of interpreters and translators. Will DHA issue a revised PPQ for HT0014-26-Q-E033, or should references complete the form as currently issued? Complete form as currently issued, there is no requirement for interpreters.
38. The RFQ and SF-1449 pricing schedule identify a base period and four option periods, while PWS Section 1.6 and Attachment 6 identify only a base period and two option periods. Please confirm the intended total period of performance and the corresponding workload quantities. Solicited requirement is one (1) base year plus two (2) option years.
39. May an offeror submit recent and relevant past performance information for a major subcontractor or team member, or must all two to three references reflect performance performed by the prime contractor? Prime contractor only.
40. Are resumes, portfolios, showreels, or letters of commitment required as part of the quotation package for proposed personnel, or is it sufficient to demonstrate that the proposed personnel satisfy the qualifications identified in the PWS? Resumes, portfolios, showreels, or letters of commitment are not required.
41. Please confirm whether professional camera equipment, audio equipment, lighting equipment, graphic design and video editing equipment, and software licenses (including Adobe applications) will be provided by the Government. Walter Reed National Military Medical Center (WRNMMC) will provide networked computers for email and correspondence. Equipment and software off their network will not be provided.
42. Please identify the required daily or core working hours at WRNMMC and clarify whether occasional after-hours emergency or contingency support is included within the stated CLIN hours. Daily working hours are 7:30 am – 4:00 pm with occasional after hours or contingency support required.
43. Please confirm whether offerors should provide their UEI in place of the DUNS number on the first page of the Technical Approach. Yes.
44. Please clarify whether the 75 percent minimum fill-rate metric is measured separately from the requirement to fill 100 percent of vacancies within 30 working days. Yes.
45. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. ? Contracts HT0014-21-F-0188 and HT0014-22-P-0017 currently provide services solicited.
46. Period of Performance / Option Years: The RFQ announcement text references a base period plus four (4) option years, while the Performance Work Statement, Section 1.6, identifies only a Base period, Option Year 1, and Option Year 2 (three years total).
Please confirm the correct number of option years and total period of performance for pricing purposes. Solicited requirement is one (1) base year plus two (2) option years.
47. Evaluation Factors for Award: The Technical Approach evaluation standard (Factor 1) references the offeror's "ability to operate the Mobile Sterilization Unit as depicted in the Performance Work Statement (PWS)." This appears to reference a different requirement, as the PWS for this solicitation does not describe a Mobile Sterilization Unit. Please confirm whether this language is a drafting error and, if so, whether a corrected Evaluation Factors document will be issued. Technical Approach evaluation standard is revised to Hospital Communications Support Services, please disregard Mobile Sterilization Unit.
48. PWS, Part 7, Attachment 6, identifies estimated workload for the Base Period, Option
1, and Option 2. However, the RFQ, pages 3–5, references a Base Period through Option 4. Please clarify the correct number of option periods and the applicable workload estimates for each period. Base Period and Options are as follows:
Graphic Designer, Producer and Director (Video Production), Public Relations Specialist, and Executive Secretariat Program Manager - Publications & Issuances:
Base: 01 September 2026 – 31 August 2027

Option 1: 01 September 2027 – 31 August 2028
Option 2: 01 September 2028 – 31 August 2029
49. RFQ, page 1, identifies an estimated contract value of $4,180,000.00. Can the
Government provide additional information regarding the methodology or assumptions used to develop this estimated value? The $4,180,000 figure is based on an Independent Government Cost Estimate to include base year and two
50. Will the Government provide a pricing template or pricing schedule for offerors to complete? Yes, pricing template will be provided on solicitation.
51. The Instructions to Offerors, page 2, Factor 1 – Technical Approach, references the offeror’s ability to operate the “Mobile Sterilization Unit” as depicted in the SOW.
However, the SOW/PWS does not appear to contain any reference to a Mobile Sterilization Unit. Can the Government please clarify whether this reference is applicable to the requirement or if it was included in error? Technical Approach evaluation standard is revised to Hospital Communications Support Services, please disregard Mobile Sterilization Unit.
52. if an offeror performed relevant past performance as a subcontractor, may the prime contractor under which the subcontractor performed the work complete and submit the PPQ on behalf of the subcontractor, in lieu of the Government Contracting Officer’s Representative (COR) or other Government reference? If permitted, please clarify whether a PPQ completed by the prime contractor will receive the same consideration as a PPQ completed by a Government customer/reference. Yes, if completed by prime contractor.
53. The instructions state the company's DUNS number is to be included on the first page. Since the government has replaced the DUNS number with the Unique Entity ID (UEI), please confirm that the first page of Factor 1 — Technical Approach should list the company name, address, individual point-of-contact names, CAGE Code, and UEI (in lieu of DUNS). UEI is sufficient to confirm SAM.Gov registration.
54. The instructions state that Offerors should use the attached Past Performance Questionnaire (PPQ) template to demonstrate experience. Please clarify whether Offerors should provide a separate past performance narrative in addition to the completed PPQ. Separate narrative is optional, not required.
55. Can the government please provide the applicable health and immunization requirements? Required proof of TB testing and risk assessment, MMR Vaccination, Tdap Vaccination, Flu shot, Hep B Vaccination. Respirator user cert and respirator fit testing may be required, depending on the assigned clinic.

Health Agency (DHA) Northeastern Markets Contracting Division (NM-CD) as part of its market research, on behalf of Walter Reed National Military Medical Center, in accordance with FAR Part 13.303, Blanket Purchase Agreements (BPAs) and FAR 16.7, Agreements.” Question: can the government clarify that responses are not for market research, as is associated with a request for information or sources sought notice, but that respondents will be submitting full proposals for award? Responses are not for market research, subject solicitation is seeking proposals for award.
60. Solicitation states: “The government will consider responses to this notice within fifteen (15) business days of this posting.” Question: if this is a solicitation, does the government intend to make an award 15 business days after the date of posting, Within fifteen (15) business days of posting, the government will respond to questions from prospective vendors. CPAR report is available in addition to the Past Performance Questionnaire being completed designed references. Yes, CPARS are acceptable.
62. For Factor 1 – Technical Approach, the government outlines that “…significant factor in the Government’s determination of technical acceptability as it pertains to the offeror’s ability to operate the Mobile Sterilization Unit as depicted in the Performance Work Statement (PWS).” Can the government provide more clarity about the Mobile Sterilization Unit and/or whether this is actually part of the scope of services for this RFQ. Technical Approach evaluation standard is revised to reflect Hospital Communications Support Services, please disregard Mobile Sterilization Unit.
63. The PWS outlines that “The Government will provide facilities required for contract performance.” Will the government allow some contractor site performance for specialized design efforts (i.e., video editing)? Yes.
64. The solicitation type is described inconsistently across documents. The RFQ references a FAR 13.303 BPA and FAR 16.7 agreement and requests a capabilities statement, the Instructions to Offerors describe award of a single Firm-Fixed-Price contract under FAR Part 12 and FAR 13.5, and the Past Performance Questionnaire header refers to a lease of Hospital Communications Support. Please confirm whether the resulting award will be a BPA, a stand-alone Firm-Fixed-Price purchase order, or a Firm-Fixed-Price contract. Resulting award will be Firm-Fixed-Price contract.
65. PWS 5.4 and PRS #8 require 100 percent of vacant positions filled within 30 days, while PRS #7 sets a 75 percent fill rate and PRS #9 permits up to 25 percent turnover during the performance period. Please confirm which fill-rate and turnover standard governs performance and evaluation. 100% filled by qualified personnel within 30 days
66. Government-Furnished Equipment (Sec. 3.4, p.14) covers telephones, computers, and general office items. Contractor Furnished Items and Services (Part 4) is marked Reserved apart from a checked “WILL provide” box. Walter Reed National Military Medical Center (WRNMMC) will provide networked computers for email and correspondence. Equipment and software off their network will not be provided.
67. Will the contractor be required to pay for printing of materials created under this requirement or will the government cover the printing costs of materials?
Government will cover printing costs.
68. The qualifications for the Graphic Designers and Producer and Director require a
“strong portfolio” but this is not mentioned in the evaluation criteria or identified as a part of the offeror’s submission. How will the government judge portfolios and is the offeror required to submit them as a part of their response? Judgement of portfolios and specific evaluation criteria will be addressed after award.
69. Sec. 5.3.1 references final sign-off from a “senior graphic designer” and Sec. 5.3.4 references sign-off from a “senior videographer.” Are these existing Government/civilian WRNMMC positions, or does the Government expect one of the contractor’s two Graphic Designers (or the Producer/Director) to serve in a senior review capacity? Senior positions are existing Government/civilian WRNMMC positions.
70. The Key Responsibilities for the Public Relations Specialist (Sec. 5.3.5) and the Writer and Author (Sec. 5.3.3) are nearly identical across many bullets (e.g., “10 callers per day,” “4 DV visits per month,” weekly communications reports). Please clarify how the day-to-day duties and reporting lines for these two positions are actually distinguished. Common duties exist within the WRNMMC network, peculiar tasks to be addressed after award within recruitment process.
71. Could the government provide the incumbent's name, contract number, and contract value? Contracts HT0014-21-F-0188 (expires 08/31/2026) and HT0014-22-P-0017 (expires 11/30/2026) currently provide services solicited.

73. The government states that all work will be performed at WRNMMC. Will the government be open to remote work considerations by approval of the COR? To be addressed at time of award at discretion of COR.
74. Will the government accept subcontractor past performances, or must all past performances be from the prime contractor? Prime contractor.
75. Could the government clarify what is meant by the term Reserved? Not relevant at this time.
76. Could the government identify if there are ODC’s associated with this contract? No.
77. Part 7, Technical Exhibit 1 has two entries for QCP. Could the government explain the difference under the heading Medium/Format for the first entry, which states contractor’s discretion, and the second entry, which states contractor’s discretion as approved by the contracting officer? Levels of protocol, contractor’s discretion for routine business decisions and contracting officer approval for supervisory decisions.
78. Please clarify which equipment, software licenses, systems, workspaces, and other resources will be Government-furnished versus Contractor-furnished for each labor category. Specifically, will the Government provide graphic design workstations and Adobe Creative Cloud licenses; professional video cameras, lighting, audio, editing equipment, and storage; Microsoft Office and project-management tools; and social-media management platforms? Walter Reed National Military Medical Center (WRNMMC) will provide networked computers for email and correspondence.
Equipment and software off their network will not be provided.
79. Please identify anticipated requirements for after-hours, weekend, holiday, emergency/crisis communication, or other surge support and explain how such hours are to be handled and priced under the Firm-Fixed-Price contract. Daily working hours are 7:30 am – 4:00 pm with occasional after hours or contingency support required.
80. Please clarify whether a bachelor's degree and five years of experience are mandatory for each applicable labor category; whether healthcare/military public-affairs experience is mandatory where stated as "proven experience"; and whether equivalent education and/or experience substitutions are permitted. Equivalent education and/or experience substitutions are permitted and will be considered.
81. Please confirm that the technical evaluation criterion in Factor 1 referring to the offeror's ability to "operate the Mobile Sterilization Unit" is an inadvertent carryover and that technical proposals will instead be evaluated solely against the Hospital Communications and Executive Secretariat Support Services requirements contained in this PWS. If so, please provide corrected Factor 1 evaluation language. In association with this answer, will the government be issuing a new past performance questionnaire? Revised PPQ is posted deleting Mobile Sterilization Unit.
82. Can the point of contact for a past performance reference be a government task manager who is no longer with the agency, and can that individual fill out the past performance questionnaire? Yes.
83. Can the government clarify what the requirements are for the Mobile Sterilization Unit and where reference is made to this in the Performance Work Statement (PWS) Scope of Work (SOW)? References to the operation and lease of a Mobile Sterilization Unit do not apply, as stated in revised PPQ.
84. PWS 1.7.1 states the work shall be performed at WRNMMC. PWS 5.3.5 and PRS #13 reference the Market Office, the NCR Market, MTFs under the Market Office, and the DHA Headquarters strategic communications team, and no list of supported facilities appears in the solicitation. Please confirm whether support beyond WRNMMC is within scope and, if so, identify the organization and facilities so offerors can estimate the level of effort. Support will be conducted at WRNMMC only.
85. PWS 5.4 requires 100% of vacant positions filled with qualified personnel within 30 working days, and PRS #8 sets that at a 100% acceptable quality level. PRS #7 establishes a 75% fill rate at a 75% acceptable quality level. Please confirm which standard governs performance and which will be measured. 100% filled by qualified personnel within 30 days.
86. PWS 1.10.2 references a Quality Assurance Surveillance Plan specifying the surveillance methodology for contractor performance. The QASP was not provided.
Please provide it, or confirm that Part 7, Attachment 1 constitutes the complete surveillance basis. Part 7, attachment constitutes the complete surveillance basis.
87. Technical Exhibit 1 lists the Quality Control Plan twice with different conditions and recipients, lists the Program Management Plan as a monthly deliverable, and shows the transition CDRLs as conditional with blank due dates, formats, and recipients.
Please confirm the complete deliverable list, the transition due dates and whether those CDRLs apply, and confirm PWS 1.10.1 does not require the Quality Control Plan with the quote. QCP that was displayed twice has been edited to one. CDRLs with blank was changed to “Contractors Discretion”. A QCP will be provided with the contractor’s proposal as an evaluation factor, and a comprehensive written QCP shall be submitted to the CO and COR within 5 working days when changes are made thereafter. After acceptance of the Quality Control Plan (QCP) the contractor shall receive the CO’s acceptance in writing of any proposed change to his QC system. See Part 7, Technical Exhibit 1 - CDRL A001.
88. PRS #2 and #3 measure compliance with health and immunization requirements and with security requirements including trafficking in persons, neither stated as a task in Part 5. PRS #11 through #13 identify an issue log and tracker of PAO issues as the surveillance method, but that artifact is absent from the Deliverables Schedule.
Please identify the PWS paragraphs establishing PRS #2 and #3, and specify the content, format, and frequency of the issue log. The Health and Immunization section does not need to be given to WRNMMC within the packet. That is for the vendor.
89. Can the government please confirm that offerors are allowed to include a cover page and table of contents with their technical submission that will not count against the 3-page limit? Cover page and table of contents will not count against the 3-page limit.
90. PWS 3.4.1 requires semiannual 100% inventories, reconciliations, and final disposition of Government property through the PIEE GFP Module, states final invoices will not be paid pending GFP reconciliation, and cites DHA AI 095, PD 45-01, and DHA AI 094. No GFP attachment or property list was provided, and the cited instructions were not furnished. Please provide them or confirm no Government-furnished property will be issued. No GFP will be issued.
91. Factor 1 requires the company name, address, individual names, CAGE Code, and
DUNS number on the first page. 92. The solicitation documents reviewed do not identify a Service Contract Labor
Standards wage determination. Please confirm the wage determination number and revision date incorporated into the resulting contract or confirm that the six labor categories in Attachment 6 are exempt bona fide professional employees. Not applicable to this requirement.
93. Both documents state that Factor 1 evaluates the offeror's “ability to operate the
Mobile Sterilization Unit as depicted in the Performance Work Statement.” This solicitation procures hospital communications and executive secretariat support services. Will the Government issue an amendment correcting Factor 1, and confirm the technical evaluation standard against which quotes will be evaluated? Please also confirm that the Performance Work Statement, rather than a Statement of Work, is the governing requirements document. Revised PWS is posted, deleting reference to Mobile Sterilization Unit.

PWS 1.6 lists a base period with two option years ending 31 August 2029. The CLIN schedule contains four option years (1001–1006 through 4001–4006) ending 31 August 2031. Please confirm the correct option structure and that offerors shall price the base period plus four option years. Revised PWS reflects base plus two (2)
95. The Price instruction directs the offeror to ensure “all Excel calculations” are limited to two decimal places, but no Government pricing template or spreadsheet appears among the four attachments listed on page 15. Will the Government provide a pricing template, or shall offerors submit a self-constructed price schedule aligned to the CLIN structure? Pricing template provided on SAM.Gov.
96. Blocks 27a and 27b are both unchecked, and neither the “ARE” / “ARE NOT
ATTACHED” boxes nor the Addenda boxes are marked. Please confirm which of FAR 52.212-1, 52.212-3, 52.212-4, and 52.212-5 are incorporated into this solicitation, whether any addenda apply, and whether offerors must submit a completed FAR 52.212-3 with the quote or may rely on their annual representations and certifications in SAM. 52.212-4, and 52.212-5 are incorporated into this solicitation, completed 52.212-3 is not required.

The Past Performance Questionnaire informs the offeror's references that DHA “is procuring the lease of a Mobile Sterilization Unit to support the Department of Surgical Services,” and its Timeliness of Performance section asks whether the contractor achieved fill rates, minimized turnover of contracted interpreters and translators, and demonstrated the ability to quickly recruit interpreters. Will the Government issue a corrected questionnaire describing this requirement, and how should references address the interpreter questions in the interim? Revised Past Performance Questionnaire is posted, deleting Mobile Sterilization Unit.
98. PWS 7.2 cross-references Attachments 2 through 5 to PWS paragraphs 6.5.2.1.1, 6.7.2.3, 6.7.5.3, and 6.7.7. No such paragraphs exist in PWS Part 6. Please confirm that these attachments and cross-references are inapplicable to this requirement.

Please confirm that no Editor or Writer support is required from 01 September 2026 through 30 November 2026 and that offerors should price only 1,434 base-period hours for each position. That is correct. Those positions have a start date for the requirement starting 12/1/2026.

Please confirm that these management and reporting duties are to be performed within the proposed hours for the six listed labor categories and that no separate management labor category should be priced. Duties shall be performed within the proposed hours for the 6 labor categories.
104. Reference: PWS Part 7, Attachment 1, PRS #9. PRS #9 states that the contractor shall comply with a 25% turnover rate during the performance period. Please clarify how turnover will be calculated, including the measurement period, denominator, whether the standard is based on headcount or FTEs, and whether Government-directed removals, promotions, resignations, or employee-initiated departures are counted toward the turnover rate. The number of FTEs that turned over during a reporting period. The turnover rate is calculated by dividing the number of assigned FTEs turned over in a reporting period (for any reason unless the TOKO informs the PMO not to count the turnover) by the total number of assigned FTEs in the same reporting period. Turnovers occurring less than 30 calendar days before the end of the TO will not be counted as a turnover for this metric.
