About this file
This is a Cost Proposal template for State of Tennessee RFQ #32110-19125, a statewide contract for slope stabilization services administered through the Department of General Services Central Procurement Office. The solicitation seeks pricing for five service groups: Group 1 (Soil Nailing), Group 2 (Horizontal Drains), Group 3 (Railroad Rails and Cribbing), Group 4 (Rockfall Mitigation), and Group 5 (Compaction Grouting). Group 1 includes 43 line items covering self-drilling nails in various depths, permanently cased nails, wire mesh, shotcrete application, mobilization, and related materials, with estimated annual quantities ranging from 10 to 20,000 units. Group 2 contains six line items for horizontal drains of varying lengths and mobilization. Group 3 includes eleven line items for concrete, geogrid reinforcement, railroad rail installation, and cribbing. Group 4 lists eleven line items for rock scaling, blasting, drilling, concrete buttress, anchors, and related services. Group 5 addresses three line items for grout casing installation, compaction grout, and mobilization. All respondents must provide pricing for the mandatory "Emergency Site Visit 24 hrs." line item. Respondents are not required to bid all five groups but must provide complete pricing for all line items within any group for which they propose.
The cost proposal requires respondents to submit unit prices in U.S. currency limited to two decimal places, with pricing remaining valid for a minimum of 120 days after submission. The State estimates total contract purchases of $28 million across all groups: $20 million for Group 1, and $2 million each for Groups 2 through 5. The State intends to award to the three highest-evaluated respondents within the competitive range for each group, establishing an A, B, and C vendor for each service category. The estimated quantities provided are for informational purposes only and do not constitute volume guarantees or minimum purchase commitments. Respondents must be authorized signatories capable of binding their legal entity to the contract terms, with documentation of authority required if the signer is not the President or Chief Executive Officer. The contract term extends 36 months from the effective date of December 13, 2025, with two optional 12-month renewal periods available, potentially extending the contract to 60 months total.
