About this file

This is Amendment #5 to a Request for Qualifications (RFQ) issued by the State of Tennessee Department of General Services for slope stabilization services. The amendment updates the schedule of events for RFQ #32110-19125, which seeks to establish multiple contractors for statewide slope stabilization services across five service groups: Soil Nailing, Horizontal Drains, Railroad Rails and Cribbing, Rockfall Mitigation, and Compaction Grouting. The pre-response conference is scheduled for September 15, 2025, with a notice of intent to respond deadline of September 16, 2025. Written questions and comments are due by September 23, 2025, with state responses provided by October 8, 2025. The RFQ response deadline is November 3, 2025 at 2:00 p.m. Central Time. The state will issue a notice of qualified respondents and intent to negotiate on November 20, 2025, with cost proposal opening scheduled for the same date. Negotiations are planned for November 21-25, 2025, with a notice of intent to award released on November 26, 2025. The protest period ends December 2, 2025, and the contractor signature deadline is December 4, 2025. The contract is effective December 13, 2025, with an initial 36-month term and two optional 12-month renewals.

The estimated total contract value is approximately $28 million, with $20 million allocated for Group One (Soil Nailing) and $2 million each for the remaining four service groups. The state intends to award up to three contractors per service group. Contractors must demonstrate extensive experience, including ten active landslide stabilizations and registered engineer availability, and must maintain current insurance coverage including $1 million in Commercial General Liability, Workers' Compensation, and Automobile Liability, plus $1-2 million in Professional Liability coverage. Performance and payment bonds will be required for jobs exceeding specific monetary thresholds, with performance bonds at 100 percent of job price for projects over $50,000 and payment bonds at 25 percent for jobs exceeding $100,000. All contractors must be registered with the Tennessee Department of Revenue and comply with Equal Employment Opportunity requirements and federal Davis-Bacon Act provisions.
