About this file
This is Amendment #6 to a Request for Qualifications (RFQ) issued by the State of Tennessee Department of General Services for slope stabilization services under Statewide Contract 191. The RFQ seeks to establish multiple contractors across five service groups: Soil Nailing, Horizontal Drains, Railroad Rails and Cribbing, Rockfall Mitigation, and Compaction Grouting. Services include labor, equipment, engineered designs, supervision, and on-call emergency landslide repair services, primarily for the Tennessee Department of Transportation with potential usage by other state and local entities. The amendment updates the RFQ schedule of events with key milestones including a pre-response conference on September 15, 2025, written questions deadline of September 23, 2025, and RFQ response deadline of November 3, 2025. The State will issue a notice of qualified respondents on November 20, 2025, conduct negotiations from November 21-25, 2025, and release the notice of intent to award on December 1, 2025, with contract signature deadline of December 10, 2025. The contract becomes effective December 13, 2025, with an initial 36-month term and two optional 12-month renewals, extending up to 60 months total.
The estimated total contract value is approximately $28 million, with $20 million allocated to Group One (Soil Nailing) and $2 million each for the remaining four service groups. The State intends to award up to three contractors (A, B, and C vendors) per service group, with Contractor A receiving first opportunity for non-emergency work. All contractors must be registered with the Tennessee Department of Revenue and maintain current insurance coverage, including $1 million in Commercial General Liability, Workers' Compensation, and Automobile Liability, plus $1-2 million in Professional Liability coverage. Performance and payment bonds will be required for jobs exceeding specific monetary thresholds, with performance bonds at 100 percent of job price for projects over $50,000 and payment bonds at 25 percent for jobs exceeding $100,000. Contractors must demonstrate extensive experience, including ten active landslide stabilizations and registered engineer availability, and comply with Equal Employment Opportunity requirements and federal regulations including Davis-Bacon Act provisions.
