About this file

This is Amendment #2 to Request for Qualifications (RFQ) #32110-19125 issued by the State of Tennessee Department of General Services for slope stabilization services. The amendment updates the RFQ schedule of events and clarifies specifications through responses to contractor questions. Key dates include a Pre-Response Conference on September 15, 2025, a written questions and comments deadline of September 23, 2025, and an RFQ response deadline of October 17, 2025 at 2:00 p.m. Central Time. The State will issue a Notice of Qualified Respondents and Intent to Negotiate on November 6, 2025, followed by negotiations between November 12-17, 2025 if applicable. The Notice of Intent to Award will be released on November 19, 2025, with a protest period ending November 26, 2025. The State will send the contract to the selected contractor on December 1, 2025, with a signature deadline of December 2, 2025 at 2:00 p.m.

The amendment addresses eighteen substantive questions from potential respondents, with State responses clarifying contract requirements and making revisions to the Pro Forma documents and Cost Proposal. Key clarifications include confirmation that state and local taxes should not be included in cost proposals, responsibility of contractors for design and bar sizing compliance with ASTM A 615, acceptance of separate pricing for rock blasting based on volume, and that cold weather shotcrete pricing is inclusive of all material and labor rather than serving as an adder. The State has agreed to multiple cost proposal modifications, including deleting redundant horizontal drain items, eliminating the 10-foot height restriction on galvanized wire baskets, adding a 4-inch shotcrete line item, and correcting the Group 5 compaction grouting qualifications. All items bid on the contract must meet federal reimbursement requirements. The amendment notes that RFQ #32110-19125 in its entirety is deleted and replaced with Release #2, with revisions emphasized in the new release document.

contract(s. Please see Pro Forma C.5.b.

Pro Forma A.21

6 2. Paragraph A21 states “Bar outer diameters shall be a minimum of

1.5 inches and up to and 3 inches depending on design load”. This places the risks of a 38/40mm bar meeting the design requirements is explicitly on the contractor?

The Contractor is responsible for the design, determining the bar size used, and remaining in compliance with ASTM A 615.

Pro Forma A.40

13 3. Paragraph A38 references group 1 (soil nailing) but appears to be specific to rail steel and cribbing operations.

There is no specific line item to price designated as “offset drilling”.

Please clarify.

The State has agreed to accept this change. Please see Release 2 Pro Forma A.40, which was relocated from A.38.

Pro Forma A.16, C.3.b, Cost Proposal

4, 21 4. Solicitation references a number of items at Cost +15% (Temporary Rockfall Protection, Other Items…etc.).

Please clarify if it is TDOT’s intent to follow TDOT Standard Specifications for Road and Bridge Construction 2021 section 107E for these items.

Specifically, is the 15% inclusive of the contractor’s overhead or will contractors be permitted to add the 15% markup to their overhead costs?

The State has agreed to revise this language. Please see Release 2 Pro Forma A.16 and C.3.b and Release 2 of the Cost Proposal. Markup is not allowed on overhead cost, per Pro Forma sections A.16 and C.3.c.

Pro Forma C.3.b

Cost Proposal

21 5. Paragraph 43.f Rock Blasting – Costs for large volume blasts are often much more economical than for small volume blasts, Would TDOT consider two rates i.e. Blasting Volume <100 CY & Blasting Volume >

100CY,

The State has agreed to accept this change. Please see Release 2 Pro Forma C.3.b and Release 2 of the Cost Proposal.

Pro Forma A.43.f

14 6. Paragraph 43.f Rock Blasting – is loading and hauling considered ancillary to the blasting line item or will that be paid for as “other items…” at cost+ as referenced in the document.

Pro Forma A.43.f

14 7. Paragraph 43.h Rock Sizing – is loading and hauling considered ancillary to the Rock Sizing line item or will that be paid for as “other items…” at cost+ as referenced in the document.

Any costs for loading and hauling shall be included in the price for blasting. Please see Release 2 Pro Forma A.43.f.

Pro Forma A.43.l

15 8. Paragraph 43i – Wire Mesh Fabric – The solicitation makes no references to any of TDOT typical special provisions for these services including SP707D or SP707E.

Would TDOT consider splitting this item so contractors can price each TYPE of mesh separately? Each TYPE of mesh has its own material price, and production rates for each type vary significantly. Having 1 item for all mesh types places significant risk on the contractor related to the indefinite/unknown application.

The State is not open to modifying this language. The Wire Mesh Fabric Type shall be selected by the Contractor and approved by the Authorized User.

Pro Forma A.43.n

15 9. Paragraph 43n Limited Access Shotcrete/Gunite – Can TDOT define how “limited access” will be determined on a specific site. Is limited access to mean “rope access”?
