About this file

This is a Solicitation Release Notice from the State of Tennessee, Department of General Services Central Procurement Office, soliciting Request for Qualifications (RFQ) #32110-19125 for Statewide Contract 191 to establish multiple contractors for comprehensive slope stabilization services. The procurement seeks qualified contractors to provide labor, equipment, engineered designs, supervision, and on-call emergency landslide repair services organized into five service groups: Soil Nailing, Horizontal Drains, Railroad Rails and Cribbing, Rockfall Mitigation, and Compaction Grouting. Services will primarily benefit the Tennessee Department of Transportation with potential usage by other state and local entities. A pre-response conference is scheduled for September 15, 2025, with written questions due by September 23, 2025, and RFQ responses due by November 3, 2025. The State plans to issue a notice of qualified respondents on November 20, 2025, with potential negotiations occurring November 21-25, 2025. The contract becomes effective December 13, 2025, with an initial 36-month term and options for two 12-month renewals, extending to a maximum of 60 months.

The estimated total contract value is approximately $28 million, with $20 million allocated for Group One (Soil Nailing) and $2 million each for the remaining four groups. The State intends to award up to three contractors (A, B, and C vendors) per service group, with Contractor A receiving first opportunity for non-emergency work. All contractors must be registered with the Tennessee Department of Revenue and maintain current insurance coverage including $1 million in Commercial General Liability, Workers' Compensation, and Automobile Liability insurance, plus $1-2 million in Professional Liability coverage. Contractors must demonstrate extensive experience with a minimum of ten active landslide stabilizations and registered engineer availability, with specific technical capabilities in areas such as self-drilling nails, wire mesh installation, shotcrete application, and horizontal drain implementation. Performance and payment bonds will be required for jobs exceeding specific monetary thresholds, with bonds at 100 percent of job price for projects over $50,000 and payment bonds at 25 percent for jobs exceeding $100,000. All contractors must comply with Equal Employment Opportunity requirements and federal regulations including Davis-Bacon Act provisions.
