About this file

This is Amendment #4 to Request for Qualifications (RFQ) #32110-19125 issued by the State of Tennessee Department of General Services for statewide slope stabilization services. The amendment updates the RFQ schedule of events and replaces Release #3 with Release #4 of the original solicitation document. The procurement seeks to establish multiple contractors to provide comprehensive slope stabilization services including soil nailing, horizontal drains, railroad rails and cribbing, rockfall mitigation, and compaction grouting, along with labor, equipment, engineered designs, supervision, and on-call emergency landslide repair services primarily for the Tennessee Department of Transportation. Services are organized into five distinct groups with the State intending to award up to three contractors per service group. Key dates established in this amendment include a pre-response conference on September 15, 2025, written questions and comments deadline of September 23, 2025, and an RFQ response deadline of October 22, 2025. The State will issue notice of qualified respondents and intent to negotiate on November 6, 2025, with negotiations scheduled for November 12-17, 2025. Notice of intent to award will be released on November 19, 2025, followed by a protest period ending November 26, 2025, with contract signature deadlines in early December 2025. The contract will be effective December 13, 2025, with an initial 36-month term and options for two 12-month renewals.

The estimated total contract value is approximately $28 million, with $20 million allocated for Group One (Soil Nailing) and $2 million each for the remaining four service groups. Contractors must maintain current insurance coverage including $1 million in Commercial General Liability, Workers' Compensation, and Automobile Liability, plus $1-2 million in Professional Liability coverage. Performance and payment bonds will be required for jobs exceeding specific monetary thresholds, with performance bonds at 100 percent of job price for projects over $50,000 and payment bonds at 25 percent for jobs exceeding $100,000. All contractors must be registered with the Tennessee Department of Revenue and must comply with Equal Employment Opportunity requirements and federal Davis-Bacon Act provisions. Contractors must demonstrate extensive experience, including ten active landslide stabilizations and registered engineer availability with specific technical capabilities.
