About this file

This amendment document updates the Request for Qualifications #32110-19125 issued by the State of Tennessee Department of General Services for slope stabilization services. The RFQ seeks to establish multiple contractors for comprehensive slope stabilization services organized into five groups: Soil Nailing, Horizontal Drains, Railroad Rails and Cribbing, Rockfall Mitigation, and Compaction Grouting. The pre-response conference is scheduled for September 15, 2025, at 10:00 a.m. Central Time, with a notice of intent to respond deadline of September 16, 2025, at 2:00 p.m. Written questions and comments are due by September 23, 2025, at 2:00 p.m., followed by the State's response on October 10, 2025. The RFQ response deadline is October 17, 2025, at 2:00 p.m. The State will issue notice of qualified respondents and intent to negotiate on November 6, 2025, with cost proposals opening the same day at 2:00 p.m. Negotiations will occur between November 12-17, 2025. The notice of intent to award is scheduled for November 19, 2025, with a protest period ending November 26, 2025. The contract will be sent to the selected contractor on December 1, 2025, with a signature deadline of December 2, 2025, at 2:00 p.m.

The estimated total contract value is approximately $28 million, with $20 million allocated for Group One (Soil Nailing) and $2 million each for the remaining four groups. The State intends to award up to three contractors per service group, with Contractor A receiving first opportunity for non-emergency work. The contract will be effective December 13, 2025, with an initial 36-month term and options for two 12-month renewals, potentially extending to a maximum of 60 months. Contractors must maintain current insurance coverage, including $1 million in Commercial General Liability, Workers' Compensation, and Automobile Liability coverage, plus $1-2 million in Professional Liability coverage. Performance and payment bonds will be required for jobs exceeding specific monetary thresholds, with bonds at 100 percent of job price for projects over $50,000 and payment bonds at 25 percent for jobs exceeding $100,000.
