Services are required at the Garden Grove Base, Anaheim Base, Irvine Sand Canyon Base, Santa Ana Base, Irvine Construction Circle Base, and OC Streetcar Maintenance Storage Facility. The equipment inventory provided lists specific air compressor models, dryer packages, after coolers, and surge tanks currently installed across these locations, with detailed serial numbers and quantities. The contractor must respond to emergency service requests within two hours and non-emergency requests within twenty-four hours, with scheduled work commencing within twenty-four hours of notification. The contract term is three years with all prices remaining firm throughout the entire period.

Compensation shall be based on fully burdened hourly labor rates that include all direct and indirect costs, travel time, trip charges, overhead, freight, delivery, and profit. All replacement parts shall be invoiced at the contractor's actual cost plus an approved mark-up as specified in Exhibit B (Price Summary Sheet), with parts exceeding $500 requiring supporting cost documentation and prior approval from the OCTA Project Manager. Rental equipment costs for temporary air compressors shall also be invoiced at actual cost plus approved mark-up with prior authorization. The budget for this three-year effort is $45,000 on a lump-sum basis, and award will be made to the lowest responsive, responsible firm. All contractors must comply with Ukraine/Russia-related economic sanctions requirements and submit quotes for all line items to be considered responsive. The contractor must provide a ninety-day warranty on labor and workmanship and assign all manufacturer warranties to OCTA. A completed Verification of Work form is required for each service request prior to payment.

SCOPE OF WORK

AIR COMPRESSOR SERVICES, DRYER PACKAGES, PARTS, AND REPAIRS

1.0 BACKGROUND

Contractor shall provide on-call air compressor services, dryer packages, parts, and repair services for the Orange County Transportation Authority (OCTA) at various OCTA-owned facilities. Services shall include inspection, troubleshooting, repair, preventive maintenance, and emergency response for compressed air systems and related components.

2.0SCOPE OF SERVICES
2.1General Requirements

Contractor shall furnish all labor, supervision, tools, equipment, materials, and parts necessary to perform air compressor and dryer system repairs and maintenance as requested by OCTA.

2.2 Covered Equipment

Services are limited to air compressors, surge tanks, air dryers, after coolers, and related compressed air system components installed at OCTA facilities. A current equipment inventory is provided in Appendix A – Equipment Inventory for reference.

2.3 Repairs and Replacement Parts

All parts used in connection with the services outlined in this Scope of Work, Exhibit A, shall be invoiced at the Contractor’s actual cost plus the approved mark-up as specified in the Price Summary Sheet, Exhibit B. All parts listed on invoices shall include the applicable part number and a clear description of the item provided. For any replacement part with a unit cost exceeding five hundred dollars ($500), Contractor shall provide supporting documentation sufficient to substantiate the actual cost incurred to provide the part, and payment for such parts is contingent upon the Contractor’s submission of acceptable proof of cost. All faulty or replaced components shall be returned to OCTA’s Manager of Facility Maintenance or designee at the time of service unless otherwise directed.

2.4 Rental or Temporary Equipment

If an air compressor becomes inoperable and temporary equipment is required, the Contractor shall provide a replacement (rental) unit of equal or greater capacity. Rental equipment costs shall be invoiced at actual cost plus the approved mark-up specified in Exhibit B, and prior approval with supporting cost documentation shall be submitted to the OCTA Project Manager before installation.

2.5 Preventive Maintenance

The screw-type air compressor located at the Garden Grove Base shall receive factory-recommended preventive maintenance at least once annually. Services shall include, at a minimum:

· Replacement of air filter elements

· Replacement of oil filter elements

· Replacement of separator elements

· Replacement of cabinet filters and belts

· Use of manufacturer-approved oil and coolant

· Work performed in accordance with manufacturer specifications

2.6 Worksite Conditions

All work shall be performed in a manner that minimizes dust, debris, noise, and interference with OCTA operations. The Manager of Facility Maintenance or designee shall coordinate work schedules with Contractor.

3.0 SAFETY TRAINING

OCTA will provide a mandatory four (4)-hour OC Streetcar Roadway Worker Program training/qualification for Contractor field representatives designated to work near the OC Streetcar facility, tracks, and/or the overhead contact system. Contractor shall ensure that all designated field representatives complete this training, remain up to date, and renew it annually. At the discretion of the OCTA Supervisor of Facilities Maintenance, training may be scheduled on the same day as approved work but must be satisfactorily completed prior to beginning any OC Streetcar facility work. If the Contractor’s scope of work does not require their personnel to complete the training, they will be required to coordinate scheduling with the Supervisor for a safety-trained OCTA escort in order to meet site safety requirements.

4.0RESPONSE TIMES AND WORK SCHEDULING
4.1Scheduling

Contractor shall coordinate all work with OCTA’s Manager of Facility Maintenance or designee and perform services in a manner that limits inconvenience to OCTA operations and prevents unsecured premises.

4.2 Response Requirements

Contractor shall respond to emergency service requests within two (2) hours and to non-emergency service requests within twenty-four (24) hours. Scheduled work shall commence within twenty-four (24) hours of notification unless otherwise approved in writing by OCTA.

5.0COMPENSATION AND PRICING
5.1Labor Rates

Hourly labor rates shall be firm-fixed and fully burdened and shall include all direct and indirect costs associated with providing the services, including labor, travel time, trip or service call charges, overhead, freight, delivery, and profit. No additional compensation shall be provided for costs not expressly included in the fully burdened hourly rates set forth in Exhibit B.

5.2 Price Term

All prices shall remain firm for the full three (3)-year contract term.

5.3 Estimated Quantities

Estimated quantities, if provided, are for evaluation purposes only and do not represent a guarantee of minimum or maximum usage by OCTA.

6.0VERIFICATION, INSPECTION, AND ACCEPTANCE
6.1Verification of Work and Close-Out

Upon completion of each service request, a Verification of Work (VOW) Form (Attachment A) shall be completed and signed by the Facilities Maintenance Supervisor or designee. A completed and signed VOW form is required for each service request prior to payment.

6.2 Inspection and Acceptance

All work shall be subject to inspection and final acceptance by OCTA’s Manager of Facility Maintenance or designee. Inspection or acceptance shall not relieve the Contractor of responsibility for defective work or materials.

7.0 WARRANTY

Contractor warrants that all labor and workmanship performed under this Scope of Work shall be performed in a good and workmanlike manner and shall be free from defects for a period of ninety (90) days from the date of service, unless a longer warranty period is provided by the manufacturer.

All parts and equipment furnished shall be new unless otherwise approved by OCTA and shall be covered by the manufacturer’s standard warranty. Contractor shall assign or otherwise make available to OCTA all applicable manufacturer warranties.
