About this file
This is a Scope of Work Verification form submitted by the Orange County Transportation Authority (OCTA) for Requisition No. R001060, covering air compressor and dryer package services and repairs. The project manager from the Maintenance (MRM) department certified the scope of work on December 8, 2025, with verification from the department manager or director. The form indicates that the attached SOW/specifications was independently prepared to invite competition and does not include brand name references, unreasonable restrictions, or vendor favoritism. This verification is submitted in conjunction with the associated Request for Quote (RFQ) for air compressor and dryer packages.
The RFQ represents a three-year term contract with a total budget of $45,000 for air compressor services, dryer packages, parts, and repairs. The award will be made to the lowest responsive and responsible firm on a lump sum basis. Written questions and clarifications must be submitted by 4:00 p.m. on April 1, 2026, with the Authority issuing written responses by April 3, 2026. Firms must bid on all line items in the pricing proposal to be considered responsive. The successful firm must comply with all applicable Equal Employment Opportunity Laws and Regulations, as well as certify compliance with Ukraine/Russia-related economic sanctions imposed by the State of California and the United States Government. Award may be made without further discussion, and the successful firm must agree to all terms and conditions outlined in Exhibit C, the Orange County Transportation Authority General Provisions.

The following general rules shall apply when preparing scopes of work and specifications:
a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.
b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.
c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.
d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.
e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.
f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.
g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.
h) Industry, federal, state and local government specifications and requirements can be used.
Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
