About this file

This is an Independent Cost Estimate (ICE) document prepared by the Orange County Transportation Authority (OCTA) for a Request for Quote (RFQ) regarding air compressor services, dryer packages, parts, and repairs. The procurement is designed to replace an existing contract (C-32913) that has depleted funds due to an unscheduled emergency repair at the Santa Ana base. The scope of services has been expanded to cover all OC Streetcar locations, including the Maintenance and Storage Facility (MSF). The contract term is three years, with an option term date of December 8, 2025. The RFQ requires all firms to submit quotes covering all line items in the pricing proposal, with written questions due by April 1, 2026, and the Authority's response to all clarifications due by April 3, 2026. Award will be made to the lowest responsive and responsible firm on a lump sum basis.

The total estimated cost for the three-year agreement is $45,000, comprised of $36,000 for direct labor (180 hours at $200 per hour over three years) and $9,000 for parts and air compressor rentals. The estimate is based on spend analysis of the previous contract combined with the expanded scope of services. Firms must comply with all applicable Equal Employment Opportunity Laws and Regulations and certify non-involvement in Ukraine/Russia-related economic sanctions as imposed by the State of California and the United States Government. The successful firm will be required to comply with all terms and conditions outlined in Exhibit C, entitled "Orange County Transportation Authority General Provisions," and firms are notified that award may be made without further discussion.
