About this file
This Scope of Work document is prepared by the Orange County Transportation Authority (OCTA) in California and outlines the specifications for white bond paper procurement on an as-needed basis. The Authority seeks to procure 8-inch by 11-inch xerographic paper with 96 brightness rating and 20-pound weight, with anticipated monthly usage of approximately 80 cases. The paper will be delivered in 10-ream packages totaling 5,000 sheets per order and will be utilized in high-speed copiers, color production presses, laser printers, and office copiers. All deliveries must be made to the OCTA Print Shop located in the basement of 600 South Main Street in Orange, California, with vendors responsible for delivery and offloading. The freight elevator at the delivery location has a 4,000-pound capacity with specific dimensional restrictions (48 inches wide by 84 inches high door; 96 inches long by 68 inches wide by 108 inches high inside), which may necessitate breaking down pallets for transport. The initial contract term runs from July 1, 2026, through June 30, 2027, with two optional one-year renewal periods available. Written questions must be submitted by 4:00 p.m. on May 5, 2026, with responses issued by May 8, 2026.
The total budget for this procurement is $55,000 for the one-year initial term, with an award made to the lowest responsive and responsible bidder on a lump-sum basis. Vendors must bid on all line items in the pricing proposal to be considered responsive and eligible for award. Vendors must certify that they are not subject to Ukraine/Russia-related economic sanctions imposed by California or the U.S. Government and agree to comply with all applicable economic sanctions and Equal Employment Opportunity Laws and Regulations. Any paper mill price increases require submission of a 30-day written notice with supporting documentation to the Authority for review and approval, with price increases evaluated on a quarterly basis only.
