About this file
This Scope of Work Verification document is submitted by the Orange County Transportation Authority (OCTA) for the procurement of white bond copy paper on an as-needed basis. The requisition number is R001335, with an initial contract term running from July 1, 2026 through June 30, 2027, followed by two optional one-year renewal periods. The procurement is being conducted as a Request for Quote (RFQ) inviting bids from qualified vendors with no guaranteed usage. Written questions or clarifications must be submitted by 4:00 p.m. on May 5, 2026, with the Authority issuing written responses by addendum no later than May 8, 2026. Award will be made to the lowest responsive and responsible firm on a lump sum basis.
The budget allocated for this procurement is $55,000 for the one-year initial term. Firms must bid on all line items in the pricing proposal to be considered responsive; failure to do so will result in the bid being deemed non-responsive and ineligible for award. All bidding firms must certify they are not subject to any Ukraine/Russia-related economic sanctions imposed by the State of California or the United States Government, including those specified in Presidential Executive Orders. The Authority's General Provisions, as outlined in Exhibit C, are incorporated by reference into the procurement terms and conditions. Award may be made without further discussion with bidders.

FA-CAMM-071.docm (05/16/16) Page 1 of 1
The following general rules shall apply when preparing scopes of work and specifications:
a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.
b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.
c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.
d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.
e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.
f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.
g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.
h) Industry, federal, state and local government specifications and requirements can be used.
Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
