About this file
This is an Independent Cost Estimate (ICE) document prepared by the Orange County Transportation Authority (OCTA) for a purchase order to procure white bond copy paper. The Authority seeks to establish an as-needed supply agreement with no guaranteed usage for a one-year initial term effective July 1, 2026 through June 30, 2027, with two optional one-year renewal terms available. Based on historical consumption data, the Authority projects usage of approximately 80 cases per month. The total budget allocation for this procurement is $55,000. Written questions and clarifications must be submitted by 4:00 p.m. on May 5, 2026, with written addenda to be issued no later than May 8, 2026. Award will be made to the lowest responsive and responsible firm on a lump sum basis.
The cost estimate of $55,000 is derived from the Authority's historical consumption of 80 cases monthly at an average industry cost of $39.51 per case, with the funding amount intended to support projected usage over the procurement period and provide flexibility for potential market fluctuations and price increases within the paper mill industry. This procurement replaces the existing Purchase Order B54190. Responding firms must bid on all line items in the pricing proposal or be deemed non-responsive and ineligible for award. All firms must comply with Equal Employment Opportunity Laws and Regulations, and by submitting a quote, firms certify they are not subject to any Ukraine/Russia-related economic sanctions imposed by the State of California or the United States Government.
