About this file

This is a Scope of Work document for the Orange County Transportation Authority's Request for Quote (RFQ) for White Bond Paper procurement. The Authority seeks qualified vendors to supply 8 inch by 11-inch xerographic white bond paper at 96 brightness and 20 lb. weight, with anticipated monthly usage of approximately 80 cases (5,000 sheets per case). The paper will be utilized across multiple pieces of equipment including Xerox Nuvera High Speed Copiers, Xerox Iridesse Color Production presses, laser printers, and office copiers. All deliveries must be made to the Orange County Transportation Authority Print Shop at 600 South Main Street, Basement, Orange, California 92868. The vendor is responsible for complete delivery and offloading of materials; however, given the facility's freight elevator restrictions (door dimensions of 48 inches width by 84 inches height, with interior dimensions of 96 inches length by 68 inches width by 108 inches height), pallets may require breakdown for transportation to the basement. The contract term runs from July 1, 2026 through June 30, 2027, with two one-year renewal options available. Written questions or clarifications must be submitted by 4:00 p.m. on May 5, 2026, with responses issued by addendum no later than May 8, 2026.

The total budget for this procurement is $55,000 for the initial one-year term. Award will be made on a lump sum basis to the lowest responsive and responsible bidder. Vendors must bid on all line items in the pricing proposal to be considered responsive; firms that fail to do so will be deemed non-responsive and excluded from consideration. The Authority does not guarantee minimum or maximum delivery quantities. Any price increases from the paper mill require 30-day written notice with supporting documentation and are subject to Authority review and approval on a quarterly basis only. By submitting a quote, all firms certify they are not subject to Ukraine/Russia-related economic sanctions imposed by California or the United States Government and agree to comply with all applicable Equal Employment Opportunity Laws and Regulations.
