RFP-EQWPC-23-0001CISAHQ, Construction Services for the CISA Headquarters Building, St Elizabeths West Campus, SE WASH DC

RFI RESPONSE LOG (07/21/2023)

ITEM Doc, Spec, or Detail/ Sheet COMMENT Response

1 Drawing S 001

General note 5 on S 001 indicates "All smokestacks stabilization work to precede all other site, demolition, and construction work for the larger CISA headquarters project." Please advise if this is applicable as it appears the "early" demolition of buildings 60 and 66 occurred before the stabilization. If the stabilization is required before any construction work (i.e. excavation, caissons, foundations) can begin please advise if the period of performance is still anticipated to be 807 days, as the 807 days appears to be rather aggressive considering the length of time the stabilization will require.

Historic Structures should be stabilized before extensive earth movement and excavation. Vibration of construction vehicles was not a concern during the "Early" site clearing as that didn't occur adjacent to Buildings 56/57 and the Smokestacks.

2 General

Please advise extent of "early" demolition package for buildings 60 and 66- i.e. were all foundations/basements/etc completely removed and backfilled or will additional demo/concrete removal be required.

Regarding both building's 60 & 66, all foundations/basements/etc. were completely removed and backfilled. Thus, no additional demo/cpmcrete removal will be required.

Please confirm if the cross hatching is insulation.

Coping condition is also indicated at Detail 3/AE-402 describing FILL COPING WITH INS-04, TYP. ALL COPINGS

120 1/AE-403

1/AE-403 shows spray foam insulation behind the precast panel (typical throughout the project).

At the parapet condition shown here, installing the spray foam insulation between the concrete curb/parapet and precast panel will be very difficult. For this condition, could pre-applied mineral wool insulation be utilized in lieu of the spray foam insulation.

Design intent is to fill cavity between precast and curb with spray foam insulation for consistency, energy performance, and continuous vapor barrier. Means and methods to be determined by contractor.

121 1/AE-404

1/AE-404 shows two silicone sealant joints between the precast panel and the extruded aluminum trim. The profile of the terracotta faced precast leaves no access for installation of these joints.

Please provide a revised detail that allows for installation in order to maintain a continuous airbarrier system. (A potential solution could be to install a silicone boot from underside of precast to air barrier at CIP curb, and a finished sealant joint between precast and stone. Eliminate metal aluminum trim.)

Drawing error. Design intent is not for lip of terracotta tile to extend past precast base, but be co-planar. Refer to detail

2/AE-404 for typical base condition with allowable gap for double sealant lines.

122 2/AE-407

2/AE-407 shows FRT blocking under the metal roof. Does this blocking need to support any specific loading for building access / maintenance? If so, please show required structure.

Blocking shown in detail 2/AE407 at the edge of roof slab does not need to support loading for building access or maintenance. The roof is accessed via casement window from roof and the design does not contemplate dropping

Bosun’s chair or fall arrest lines over the edge of this roof where blocking is located for any maintenance activity.

123 6/AE-413

6/AE413 says to refer to spec for scupper metal type but it does not appear to be in the spec.

Please confirm the metal type.

Scupper metal shall be stainless Steel

The angle is connected to a precast element which is a delegated design item. The angle is a delegated design item as it is a part of the curtain wall system and will need to be coordinated with the precaster -TT

125 SJ-201; SJ-202

Key note 59 on SJ-201 & SJ-202 notes that we should assume 10% of the metal structure for the smokestack access is to be replaced. Without member sizes/types, it is impossible to price this work. Please provide more information for pricing purposes.

Silman Response: Per notes in the drawings, due to limited access, Silman has not been able to assess the internal structure to date. Silman provided a quantity estimate to be used for pricing to account for this unknown. Until access is provided, exact steel sizes/quantity cannot be identified.

126 SJ-203; SJ-503

Key note 23 on the various structural elevations (SJ-203 as an example) state that it should be assumed that 5% of the steel lintels are to be replaced. The steel lintels required will vary based on the thickness of the wall as indicated on SJ-001. The only location where I can find that a wall thickness is specifically indicated, is on SJ-503 in the “typical steel lintel @ openings in existing conc wall”. This detail states to assume a wall thickness of 457mm, should it be assumed that all walls are 457mm for the purposes of estimating?

Silman Response: The detail noted on SJ-503 is not relevant for angle steel lintels in existing masonry walls. This detail is for an existing concrete wall. For pricing purposes at the steel angle lintels in the existing masonry walls, assume that the brick masonry walls are typically 406 mm (16") thick. Please note that this dimension must be verified in field. No probes have been performed to date to verify the thickness of the walls.

127 9/AE-413

Detail 9/AE-413 shows the supper liner. Please specify the thickness and seaming for the scupper liner. Please confirm if this is consistent with any detail showing scupper liner.
