RFI RESPONSE LOG (10/18/2023)

ITEM

Doc, Spec, or

Detail/ Sheet COMMENT Response

Schedule

Due to the large volume of information provided within

Amendment 6, many open questions regarding previously answered RFIs, and the new requirements for the Interim

IRA Low Embodied Carbon Material Requirements.

Please verify in accordance with Amendment 6, Round 3

RFI #93 the RFI deadline has been extended to October

6, 2023 to allow adequate time for new questions pertaining to the amendment, and coordination with the subcontracting market, with the Bid Proposal date to be revised appropriately based on timely responses.

Proposal due date was extended. New proposal due date is now October 31st, 2023.

Amendment 6 issued several RFI's (#'s 16, 51, 82, 187, 224, 227, 251, 254, 164 and 303) that reference an IFC

Submission document set. Please provide timing for release of the IFC Submission document set and advise how we are to incorporate into our pricing at time of bid.

IFC set to be issued to the successful offeror before NTP

Per Amendment 6, with the anticipated Notice to Proceed of January 2024, please confirm if the bid validity (price hold) period can be reduced from 120 calendar days to a maximum of 60 calendar days.

Period of performance REMAINS as 807 days per Paragraph

1.C of the Agreement

Schedule

Please confirm the contract duration length. The documents and the RFI's are conflicting. Per the

Solicitation (pg. 14 of 40) section 4.B. Schedule, Notice to

Proceed: January 2024, Substantial Completion: June

2026, and Project Completion: January 2027 = NTP -to-

Substantial Completion = 29 months + an additional 7 months to Project Completion (TOTALs 36 months). Per the Agreement (pg. 4 of 42), section I.C. Period of

Performance, NTP -to- Substantial Completion = 807 calendar days (+/- 27 months) + an additional 60 calendar days (+/- 2 months) to Project Completion

(TOTALs 29 months). Please confirm the period of performance to Substantial Completion is 29 months per the Solicitation, and not 27 months per the Agreement.

Actual contract period of performance is 30 months

BLD 56/57

It is currently not possible to price the work on the smoke stacks and buildings 56/57 as the work is uncertain as a proper renovation and HAZMAT studies were never performed and are to be performed by the contractor after award. Please advise if GSA intends to perform and provide a comprehensive detailed HazMat study, crack surveys, and interior demolition studies to provide enough detail to promote better subcontractor competition and ability to price this work, or if GSA shall provide an allowance for this work.

Given that there is a lack of information identifying any possible hazmat conditions/materails, assume lead paint on all surfaces as well as asbestos on all existing mechanical equipment.

Amendment 6 issued a revised bid form 'ATTACHMENT

IRA low embodies carbon

The IRA-Eligible Material table (included in Addendum

#6) does not allow for analysis of materials supplied by different vendors. For example different cement manufacturers will be utilized for the Structural Cast in

Place Concrete and the Site Concrete Paving. There is also potential for different steel manufacturers and miscellaneous metals, and glazing manufactures for entrances, curtainwall, fire-rated glass wall systems, bullet resistant windows and sound control windows. How would GSA like the this information presented on the

Contract Price for (Section II.B) and the IRA -Eligible material table included and Evaluation Factor 5.

If an offeror is utilizing multiple manufacturers/suppliers within one LEC material subcategory, and those materials achieve different GSA GWP limits, they shall, for evaluation purposes, self-score based on the material/ product offered that has the highest GWP.

(For example: within the 4,000 PSI concrete subcategory, if

Offeror A's 4,000 PSI structural concrete meets GSA’s Top

40% GWP limit, and their 4,000 PSI site concrete meets

GSA’s Top 20% limit, Offeror A shall use Top 40% in their scoring.)

IRA low embodies carbon

Amendment 6 issued a revised bid form 'ATTACHMENT

TO SF 1442: PRICING SHEET' (AMEND 0006 SF 1442

IRA low embodies carbon

Per Specification Section 018113.13 - Embodied Carbon

Design Requirements issued in Amendment 6, section

1.2 states "Provide all requirements to achieve Embodied

Carbon thresholds established in this specification and related material specification sections." Further on in the same specification, paragraphs 2.1.A.1, Table 1, 2.2.A.1, Table 2, 2.3.A.1, Table 3, Table 4, Table 5 Table 6 all state to provide products that result in achieving the top

20% limit in Global Warming Potential (GWP) for the low embodied carbon steel. Please confirm if the top 20% limit is a requirement per specification section 018113.13, or is it the contractors discretion to include IRA limits per category on the Interim IRA Low Embodied Carbon

Material Requirements Form and within IRA Limit

Commitment Table found within the Solicitation (pg. . 15, 16 of 40)?

Refer to revised spec 018113.13 for limit options based on the industry best practice for that particular material.

IRA low embodies carbon

Per the Interim IRA Low Embodied Carbon Material

Requirements Form and within IRA Limit Commitment

Table found within the Solicitation (pg. . 15, 16 of 40) there are products listed under Steel as 'fabricated' and

'unfabricated'. Please provide definition as to what is classified as 'fabricated' and 'unfabricated' for these specified products.

GSA goes by which EPD is used for the material or product at issue. The raw material (e.g. from Nucor, Steel Dynamics, Cascade etc.) is typically formed into different shapes by smaller, more regionally-distributed fabricators. GSA included both fabricated and unfabricated steel GWP limits to provide additional flexibility in cases where, e.g., the unshaped steel had an EPD, but the finished product did not. EPDs identify whether they are for fabricated steel or not, and EPD databases such as EC3 (Building Transparency’s Embodied

Carbon in Construction Calculator) typically categorize steel

EPDs by whether they are for fabricated or unfabricated steel.

IRA low embodies carbon

Per the Interim IRA Low Embodied Carbon Material

Requirements Form and within IRA Limit Commitment

Table found within the Solicitation (pg. . 15, 16 of 40) there are products listed under Steel as 'fabricated' and

'unfabricated'. i.e., Hollow Structural Sections. It is our assumption that 'unfabricated' will be (Step 1): steel mill casting steel plate, or does it also include (Step 2):

Shaping the steel plate into a tube? We would also assume that (Step 3): a 'fabricator' who would receive tube stock and add plates, caps, connects, etc. would be classified in the 'fabricated' category. Please confirm these assumptions are correct, or provide definition of each.

These assumptions about what constitutes fabrication are correct. Please see additional insight in the following answer.

IRA low embodies carbon

Per the Interim IRA Low Embodied Carbon Material

Requirements Form and within IRA Limit Commitment

Table found within the Solicitation (pg. . 15, 16 of 40) there are products listed under Steel as 'fabricated' and

'unfabricated'. i.e., Hot-Rolled Sections. It is our assumption that 'unfabricated' would be inclusive of the hot-rolled sections directly from a steel mill. If this assumption is correct, please provide information on how the 'fabricated' IRA is to be calculated. As this project is primarily miscellaneous metals and not structural steel, we request definition on how the GWP Value for IRA limits are to be calculated for the 'fabrication' process as miscellanous steel fabrication shops are generally smaller with less ability to track and calculate the true

GMP Value.

EPDs identify whether a product is fabricated or unfabricated, and are categorized in EPD databases such as EC3 accordingly. The EPD’s indication of whether a steel product is fabricated governs which GWP limit applies. GSA recognizes that unfabricated steel EPDs may be more prevalent, and has received input from the steel industry on fabrication being a geographically-distributed process at smaller firms -- and one which contributes less to GWP than the steel’s original

(unfabricated) manufacturing.

Elevator

Please clarify the finish for MT-01 and MT-10 specified for the elevator entrances and elevator returns/front cab wall. Section 057000 specified blackened steel for MT-01 at the elevator doors. Finish schedule AI-900 calls out MT-

01 as a coated metal by the GC to match control sample, 2 coat Permalac Finish. Arch drawings AI-612, AI-703, AI-

704 and AI-818 call out the following finishes: MT-01 (as

'Black Metal Look'), MT-1 (not identified) and MT-10 (not identified) Elevator specifications call for the cab fronts as

#4 stainless steel.

Per Bid RFI R2 #44: MT-10 to be revised to MT-01. MT-01 at elevator doors.

Demountable partitions

Will the Owner be issuing the General Contractor a Letter of Authorization to purchase the Demountable Partitions

(102219) off of the GSA Schedule pricing?

No. Refer to FAR Subpart 51.1 - Contractor Use of

Government Supply Sources. This solicitation will result in a firm fixed price, not a cost reimbursement, contract..

23 Doors

Door 1341 is shown on drawings AE-105B but is not listed on the door schedule. Please provide details for this door.

Doors are part of the operable partition assembly. Refer to

Spec Section 102226-2.3.H - Storage Pocket Doors

Bid form Per RFI Response, please reissue the bid form with all applicable options from Specification 012400 for pricing.

Revised form included.

The Contractor shall achieve Substantial Completion of the

Work, as that term is defined in this Agreement, no later than

_807_ calendar days from issuance of Notice to Proceed

(NTP). The Contractor shall achieve Contract Completion, as the term is defined in The Agreement, within 60 calendar days after Substantial Completion.

Bid form Per RFI Response, please reissue the bid form with all applicable options from Specification 012400 for pricing.

Revised form included.

Structure Per RFI Response, please reissue drawing SE-106A to clearly show all missing framing information.

Drawing SE-106A was provided with the Round 1 RFI responses. GSA can distribute.

Doors

Per Amendment 4, RFI Response 29, all doors within

STC rated partitions shall comply with the STC rating of the partition as a minimum. The current door schedule only has a small fraction of the STC doors that will be required. Upgrading all the doors (incorrectly labeled/not currently related) per the door schedule to comply with the STC rating of the partition will add substation costs.

As this is not a design/build project, please reissue updated/coordinated door schedule to incorporate all

STC rated doors and hardware sets.

Per previous response, door schedules will be updated and provided with IFC documents.

HM Doors (F, AA, and AU Panel types): Contractor to coordinate and provide adequate STC ratings at doors to comply with Art. 1.7.B of Section 081113.

Wood Doors (F Panel type): Contractor to coordinate and provide adequate STC ratings at doors to comply with Door

Schedule Note #4.

To assist in Contractor’s pricing exercise we offer the following review analysis: All interior doors are framed into the following STC rated walls:

- FA walls (STC 40): Storage, Work Rooms, Lockers, Food

Area, Copy Rooms;

- GA walls (STC 45): Huddle Rooms, Janitor, Restrooms, Misc Rooms;

- HA walls (STC 50 & 55): Comm, Elec, & Mech Rooms, Conf

Rms, Focus;

- X walls (STC 55): Doors into Open Offices at SCIF boundaries from Corridors.

Contractor to coordinate and price accordingly.

Structure

Addendum 4, RFI response #31 indicates that an AISC sophisticated paint endorsement will be required. Being that this is a cast-in-place concrete structure, not structural steel, this approach will severely limit the number of bidders for the steel (Miscellaneous metals) work on this project, and does not seem to be in the

Govts best interest. Please reconsider the response to this inquiry and confirm the sophisticated paint endorsement can be waived, or can a SSPC certification be utilized in lieu of AISC sophisticated paint endorsement.

Recommends still satisfying the AISC endorsement for the steel that is considered necessary for life safety which include the steel for the bridge, loading dock and courtyard steel structures. For other steel items, No objection to accepting just the certification pending acceptance from the GSA

Fall arrest system

Looking at the elevations of the building, there do not appear to be any sabilization anchors or the like identified on the elevations of the precast wall panels. Please confirm that they are not required, or provide elevations showing the required locations/layout.

By "stabilization anchors", it is assumed that refers to fall arrest/façade maintenance anchors. If so, all fall arrest and roof tie-offs will occur on the roof(s) and specified areas. Refer to sheet AE-206. Per specifications, fall arrest and façade maintence will be a delegated design. Drawings shown as design intent only, refer to notes on AE-206 and subsequent plan, elevation, enlarged elevation and exterior detail sheets.

36 Turnstiles Per Round 2, RFI #40, these devices, inclusive of the turnstiles are stated to be Government Furnished, Government Installed. Please confirm the turnstiles for the project are GFGI.

General Note 5 on Sheet AE-360 states that Magnetometer, Turnstiles, card reader, panic button, X-Ray, Server Racks are by others. Thus, these items are Government Furnished, Government Installed. Turnstiles are to be provided by the

DHS contractor.

Trailer

The Water AND Fire Services space on AE-360 seems to be a separate space from the mobile trailer. There aren't any details for this space. Please provide details.

"Water and Fire:

Per Spec Section 133433, Art. 2.3.O: Provide accessory building (water/fire service room) attached to the trailer.

Refer to 2.3.O.1 and 2.3.O.2 for systems and services."

Please provide design for this room as no design has been provided per the Contract Documents.

The trailer is a prefabricated unit to be constructed off-site and delivered by truck to the St. Elizabeth's campus. The performance requirements of the trailer unit, specified in Spec

Section 133433, and accessory building are by a single manufacturer and supplier. Dimensions for the accessory building should be followed and manufacturer's standard enclosure system will be reviewed as part of the shop drawing review process.

BLD 56/57

It is currently not possible to establish a cost estimate for this work due to Silman having limited access to perform a survey, and little to no access provided to contractors prior to pricing, please provide an allowance for this work until a proper survey of existing conditions can be completed.

Given that there is a lack of information identifying any possible hazmat conditions/materails, assume lead paint on all surfaces as well as asbestos on all existing mechanical equipment.

BLD 56/57 The beam reinforcing detail W1 on SJ-501 indicates "if additional reinforcing is required, add plate to other side of web". We would need to know which members this would be required on in order to price this. Please clarify.

Per notes in the drawings, due to limited access, a comprehensive survey has not been performed to date, so the members requiring this additional reinforcement has not been verified in the field. Silman cannot confirm which members require this. This information will need to be verified by the contractor's field survey of existing conditions.

BLD 56/57

What happens at the connections for the beams that are reinforced. Do the connections need to be reinforced in any way? There do not appear to be details for that.

Please clarify and if needed, provide locations and details.

Per notes in the drawings, due to limited access, a comprehensive survey has not been performed to date, so the existing connections have not been evaluated. Existing connections will need to be evaluated once access is provided and, if required, reinforcement details will be developed based on as-found conditions. Silman cannot provide details or locations due to limited access.

BLD 56/57

Key note 41 on S-201 indicates that 50% of the steel girts need to be replaced. Its not clear what member sizes and types these are. Please clarify.

Per notes in the drawings, due to limited access, a comprehensive survey has not been performed to date, so the size of the existing steel girts has not been verified in field.

Base on limited site observations, it appears the girts are 12" deep I-beams. Size and condition will need to be verified in field by the contractor.

BLD 56/57

The crossover ladder between Bldgs 56/57, shown on AJ-

120 and AJ-140 (see key note 40) do not appear to have any details or parapet height to deterimine the ladder height. Please provide section cut and parapet height information.

Per Key Note #40: Ladder dimensions to be determined following field verifications & measurements of existing conditions by Contractor and reviewed by A/E through

Submittal process.

BLD 56/57

Key note 87 indicates the maintenance access ladder on

SJ-103 and SJ-104. It indicatets that there will be "local reinforcment to be required at existing floor framing below". We need details, layouts, extents of this work in order to price this. Please provide design.

An existing building survey could not be performed during design and assumptions had to be made based on the original building drawings. The contractor will have to perform a field survey to determine existing conditions.

Div 5 Please reissue updated specification 055500 to reflect changes as stated in RFI Response.

The Government is unable to locate the reference to 055500 in any of the other Rounds of RFI's that indicated revisions would be made.

Div 5

Please reissue updated Section 4/AE-503 correcting the horizontal railing drafting error as stated in RFI

Response.

Drafting error that will be corrected in IFC documentation.

Railing follows the same profile of the floors above and below.

This should not effect the bid.

Bid form Please reissue the bid form with all applicable options from Specification 012400 for pricing.Revised form included.

49 Schedule

BLD 56/57

011000-1.6G Hazardous Materials - calls for Contractor to perform its own survey to support its construction requirements. Provide government survey indicating amount and extent bid is to be based on.

Provide answer to RFI. 'It is currently not possible to establish a cost estimate for this work as there is no list of hazardous materials, locations, or quantities for pricing purposes. Please provide this information for purposes of pricing or provide an allowance to be included.

Given that there is a lack of information identifying any possible hazmat conditions/materails, assume lead paint on all surfaces as well as asbestos on all existing mechanical equipment.

BLD 56/57

Provide a survey / photos of all existing holes and openings in existing floors, walls and ceilings that are to be closed and patched. If this information is not available, provide an allowance to include for this work.

'It is currently not possible to establish a cost estimate for this work due to lack of information within the Contract

Documents. Please provide an allowance for this work until a proper survey of existing conditions can be completed.

Given that there is a lack of information identifying any possible hazmat conditions/materails, assume lead paint on all surfaces as well as asbestos on all existing mechanical equipment.

The Design Narratives provide information specific to the basis of design, but should be used as a resource For Information

Only. Contractors are responsible to follow the Project Manual

(Specifications) requirements and drawings for the project.

QC

1. Factor 3 Designated Key Personnel requires that the

QC/QC Manager hold a “Registered Professional

Architect (R.A.) and/or Professional Engineer (P.E.) and

C.Q.M. for Contractors Course Certification; Note:

Appropriate experience may be substituted for education and credentials.” Please clarify what GSA considers

“appropriate experience” that can be substituted for education and credentials.

The language for "appropriate experience" as a substitute has been removed under this factor.

Notes - VIII.1. - there are reference to coordination with other ongoing construction projects. Please provide a listing, timeline and current documents for those other projects (to the extent that they may impact this project.

GSA is not aware, at this time, of any other projects that will have an impact on the CISA HQ Project.

Utility locator Notes IX.2 - please provide contact information for the

"Preferred Campus Utility Locator"(s).

POC information will be provided to the successfol offeror.

Please confirm that the referenced repair/reinstallation of the existing metal clad link to smokestack (Note 10) pending Assessment by the Owner's engineering / preservation consultants is NOT to be included in this proposal. If it is to be included, please advise on an

Allowance to carry for this unknown scope. (which is not further defined by Note 10/AJ110 or the structural drawings)

This metal clad link should be protected throughout the stabilization of smokestack 2 and Building 57. There is no intent to remove this link, though if damaged, should be repaired or replaced in kind. Contractor to include this protection and/or repair in their scope of services.

This Response is in conflict with Round 2, RFI #260 and

RFI #372. Please confirm bidders are to replace 3 bands and provide a unit price for replacement of additional bands. In addition, please update bid form to include unit rate request for additional band replacement. OR Please provide an allowance for this work as stated in the RFI.

The bidder is confused with the terms "link" and "band". The metal "bands" are the metal straps around the smokestack that help provide structural stability to the outward pressure of the masonry. The metal clad "link" is the small bridge connection between Building 57 and the Smokestack. This

"link" should be protected throughout the stabilization. The response to RFI #260 is accurate to the "bands".

61 BLD 56/57

The existing floor live load capacity at the ground floor of

Building 57 could not be determined due to limited access to the basement; could not determine sizes or configuration of structural members at the ground floor.

Until the existing floor framing can be observed and live load analyis can be performed, recommends all shoring or scaffolding, be supported at grade at the basement level.

'It is currently not possible to establish a cost estimate for this work due to the lack of information provided within the Contract Documents. Please provide an allowance for this work to be included by the Offerors.

Goverment for review and stamped by a structural licensed engineer. The Government recommends all shoring or scaffolding, be supported at grade at the basement level.

BLD 56/57

New Work Key Notes" #25 and #27 at Arch. Sheets AJ-

130 (plans) and AJ-210 (elevations). These notes indicate existing walls to be exposed (down to footings) during demolition for structural work. These walls are to be repaired per Structural requirements before installing new waterproofing. Waterproofing specifications (Div. 07

) call for proper preparation of substrates, which is part of wall repair scope. The extensive remedial work stated in the question is still unknown at the time.

It is currently not possible to establish a cost estimate for this work due to unknown conditions of existing walls, please provide an allowance for this work until a proper survey of existing conditions can be completed.

Given that the extent of remedial work is unknown at this time, assume worst case for bidding purposes.

Bid form

Consistent with Response #1 above, the A/E Team recommends the PRICING SHEET be revised to address all appropriate options listed at Spec. 01 2400, 3.1.

(Options for Slab on Grade at Bldg. 56/57 are noted are

3.1.A.4.)

Per RFI Response, please reissue the bid form with all applicable options from Specification 012400 for pricing.

Bid form

Note 1 on 2/SJ-101 indicates an assumed requirement for replacement of 10% of the structural steel at the ground floor. To properly price this, we will need the sizing/weights of the existing steel. If this information is not available, please consider adding a Bid Allowance for this work in order to properly level the bid scope.

This information is not available due to limited access at the basement level for observation.

It is currently not possible to establish a cost estimate for this work due to Silman having limited access to perform a survey, and little to no access provided to contractors prior to pricing, please provide an allowance for this work until a proper survey of existing conditions can be completed.

Given that "this information is not available due to limited access at the basement level for observation", assume worst case for bidding purposes.

67 Waterproofing

Planter and seat wall sections do not indicate damp proofing or waterproofing at the back of these walls. We recommend that damp proofing be applied to the back of these walls. Please advise.

Damproofing is desired at the back of the planter and seat walls where they will come in contact with soil. Refer to the Civil engineer's grading plan for locations where this condition occurs. Revision to the wall sections to include it.

Please confirm if damprooing 'shall' required at the back of the plater seat walls where they come in contact with soil.

Provide dampproofing to the backside of planter and seat walls where they come in contact with the soil.

Schedule

"General note 5 on S 001 indicates ""All smokestacks stabilization work to precede all other site, demolition, and construction work for the larger CISA headquarters project."" Please advise if this is applicable as it appears the ""early"" demolition of buildings 60 and 66 occurred before the stabilization. If the stabilization is required before any construction work (i.e. excavation, caissons, foundations) can begin please advise if the period of performance is still anticipated to be 807 days, as the 807 days appears to be rather aggressive considering the length of time the stabilization will require."

Historic Structures should be stabilized before extensive earth movement and excavation. Vibration of construction vehicles was not a concern during the "Early" site clearing as that didn't occur adjacent to Buildings 56/57 and the Smokestacks.

Please confirm based on Amendment 6, RFI #98 and #99 responses removes contractual requirements to stabilize the smokestacks prior to the start of construction work for the larger CISA headquarters project.

The general intent is for all stabilization work to be completed before construction of the CISA HQ buiding. Nevertheless, GSA is open to consideration of possible alternatives to this approach. Thus, what do you propose?

Section 011000 – Summary – 1.6.G states “Hazardous material abatement and containment shall be performed where necessary by the Contractor to complete the Work.
