4 Spec 011400 and 015000
There are numerous references to Site Utilization Drawings in Specification Section 011400 and Section 015000 paragraph 1.3.E refers to "The site utilization plan contained in the
Contract Documents". We are unable to locate a site utilization plan in the Contract
Documents. Please provide.
The Site Utilization Plan is to be generated by the contractor for approval by the Government.
5 AE-350
Per Mockup Note on Sheet AE-350, Mockup is to be disassembled after testing and reassembled on site. Please confirm that at Contractor's Option, a new visual mockup can be constructed on site.
Please provide pricing for the mockup as instruted per plans and specifications.
6 AE-350
Per Mockup Note on Sheet AE-350, Mockup Structure is the responsibility of Contractor to match project conditions. Given the complexity and cost associated with determining the structural requirements to support this very large mock-up on site, we request that GSA establish a bid allowance for construction of on-site foundations and structure required to support and brace the exterior mock-up
The design team and EOR recommend that the structural design of the mock-up be produced by the contractor. The structural detailing should match the project conditions as it relates to support attachments to the wall assembly. Concrete is the super structural material so that is the project condition to match when supporting the mock-up assembly. GSA needs to determine how this is handled contractually with the CO.
7 General
Given the complexity of the project, amount of information to review and the strict requirements associated with secure dissemination of the project documents, we request a 4 week extension of the bid date and RFI deadline

RFI RESPONSE LOG (06/23/2023)
11 Section 142100
Section 142100 Traction Elevators lists Kone, Otis, and TK Elevator as approved manufacturers. No mention of "or equal" appears in the specification. Are we limited to these three manufacturers?
Manufacturers we determined or modified during design based on hoistway, pit or overhead limitations as well as Owner's past experiences. Other manufacturers could be considered though their spacial and product information and deviations from the BOD must be provided so they can be evaluated in detail.
Section 084400 page 24, section 2.5, D
Spec 084400 Glazed Aluminum Curtain Wall system lists a 1% attic stock but does not clarify if this is required. Please specify if the 1% reserve is required.
Yes, attic stock, indicated in specification 084400 is required, and 1% is adequate.
13 SE-106A
Sheet SE-106A should show the loading dock roof framing plan but there must be layers turned off because there are section cuts that do show the work on this page. Please provide missing framing information.
Concur – there is definitely a visibility problem on this page. Revised sheet will be provided.
AE-104; AE-104C; AI-703; AC-
904C; 102213-2.2
Specification 102213-2.2 indicates that there is a woven diamond mesh ceiling system.
There do not appear to be any details on the drawings to confirm that (see AE-104; AE-104C and AI-703). Note that the RCP on AC-904-C doesn't show a ceiling in this location. Please clarify if there is a ceiling for the wire mesh storage space.
Woven mesh "ceiling" would be integral to the caged storage system in the
Warehouse. The intent is for the storage area to have a "lid" to secure the space within the Warehouse Room.
15 AI-703; 102213-2.2
The wire mesh partition spec 102213-2.2 indicates a diamond pattern mesh system. The elevations of the mesh system on AI-703 depict it as a square system. Please confirm that a diamond pattern is what is desired.
Diamond pattern mesh is specified. Square pattern graphic is indicating extent of application only.
16 AF-1003AB : AF-1002AB
Elevator lobby LL2c30 is tagged to be flooring type F-04B Terrazo but shaded like F-01B polished concrete. Which is the correct finish for that location.
Shading of F-01B, concrete flooring at LL2.C30 elevator lobby is correct.
Tag to be updated to F-01B.
17 SE-106A; SE-632
Sheets SE-106A indicates to see 4/SE-632 for the monotrail trolley system. 4/SE-632 just has details for the anchors. Please provide required details for the trolley system.
Refer to detail 1/AE-407 for monorail trolley detail. Structural anchoring detail to be used in conjuction with architectural detail. BOD is based off of
ProBel monorail trolley system, but final details to be coordinated delegated design of selected manufacturer. Per General note DI-1 on SE-001, window washing systems are a delegated design item to the Contractor. Delegated design items and loads imposed are to be submitted to A/E for review and coordinated by the GC.
18 SE-632
Detail 4/SE-632 has a detail for davits. There do not appear to be any davits called out on the plans. Please confirm none are required.
There are no davits on this building. Facade access will be performed from roof anchors using bosun chairs. Refer to sheet AE-206 for facade access types.
19 L-101; L-712; SS-311
The fall protection brackets along the site walls (L-101 typ) have several issues. The detals for the brackets on 8/L-730 indicates the plates are stainless steel. The structure version of the detail on 5/SS-311 indicates the bracket is a galvanized bracket. Please clarify which material is correct. If the material is stainless steel, please clarify the material type that is required. Also, there doesn't appear to be any layout or spacing indicated for the brackets.
Please provide the required bracket spacing.
Confirmed. Fall arrest brackets to be stainless steel. Refer to spec section
112423 for information. Refer to drawings 2 and 4/AE-430. Per spec section
12423, fall arrest system to be delegated design by awarded manufacturer, and design/equipment/anchoring to match design intent and meet industry standards and performance specifications.

RFP, Page 7, Section II, II.A
Proposal Contents
Please clarify if offerors should submit the following items within the Price Proposal or if they should be submitted as separate pdfs: Representations and Certifications; Standard Form 24, GSA Form 527.
The Technical Proposal should contain only information relative to the
Technical Evaluation Factors. The Price Proposal package should consist of all other required information and documentation.
23 AE-200
Drawing AE-200 specifies CIM 1000 for the Cistern Waterproofing WP-03. Please confirm if
GCP Silcor or Henry FX600 could be used in lieu of CIM1000.
Alternates are mentioned within the 071418 project specifications. Other alternates may be considered, but application methods and cost will vary and will need to be approved by design team.
24 SE-103A (typ); SE-706
The elevator divider beam in plan (see SE-103A for example) are only indicated as DB. The sheet notes confirm this, but do not indicate what the member size is that is required. The details on SE-706 indicate to see the plan for the size. Please provide required member size.
For bid provide HSS203.2x101.6x9.5 (HSS8x4x3/8). Beam size to be reviewed with elevator loads but this is expected to be adequate to support typical elevator rail reactions
25 SE-706; SE-104A typ
The elevator guide rail supports are indicated on most of the plans, see SE-104A for example.
The notes on 2/SE-706 indicate that the supports are only required for floors greater than
4.2m. The floor to floor height for these elevators is only 3.8m. Are we required to carry the guide rail supports since they are shown, or only carry them at floors greater than 4.2m?
Please verify.
Rail span capabilities are specified by the elevator and can vary per manufacturer. The note for 3.8m for max rail span is intended to capture the added scope where backup steel may be requried. Where the floor to floor does not exceed this value, it is assumed the rail can span vertically between floors without backup steel. Ultimately, the GC is coordinate steel requirements with the elevator manufacturer.
26 SE-107B
The NE Roof system on SE-107B has a section in the short direction, but nothing in the long direction. Is there a steel plate and closure system along the edges in the short direction, similar to the long direction? Please clarify.
Contractor to refer to elevation 2/SE-700 and sectional details 6-8/SE-701 tagged in the elevation for structural details.
27 SE-107B; SE-703
The plan view of the NE Roof on SE-107B appears to show the HSS framing going over the top of both of the concrete curbs. The section on 1/SE-703 shows the beams only bearing on the outer wall and connecting to the face of the inner curb with an embed plate. In addition, the plan shows the deck overhanging the curb on the main roof side, but the detail shows it stopping at the end of the concrete curb. Please confirm detail 1/SE-703 is correct for both issues.
Confirmed. Steel beam to frame into side of concrete curb.
28 Please provide a design model if one is available for use by the contractors? Only after contract award.
29 AI-802
Note 4 on the door schedule (AI-802) notes that any door within an STC rated wall must meet that STC rating at a minimum. Only 27 doors on the door schedule are shown to be STC rated. Please confirm if these are the only doors to have this STC rating. Please list other doors required to be STC rating if there are any.
The doors shown to have specific sound ratings are within the secure boundary walls and thus subject to more strigent and regulated secure space guidelines. All other typical doors to follow note 4 of the door schedule sheets.
30 CS-101, Specifications
We were provided a specification section for Asphalt Paving and the Graphic Legend on CS-
101 has hatching for Asphalt. However, I do not see where this hatching is used on the plans.
Please provide further guidance for where asphalt paving is needed on this project.
The asphalt paving in the legend on CS-101 is a hold over from a previous phase of the design. No new aspahlt paving is proposed. The Asphalt
Paving specification can still be utilized for aspahlt patching for utility work in existing roadways.
31 051200-1.5.C
Section 051200-1.5.C indicates that there is a sophisticated paint endorsement required for the project. This seems excessive given the fact that the main frame of the buiilding will be concrete. Typically the structural elements will likely be done by the MM subcontractor on a concrete frame. Mary of the bigger MM subs can meet the BU and CSE AISC certifications, but the sophisticated paint endorsement is not one that these subs typically carry. Please confirm the sophisticated paint endorsement can be waived.
While the structure is primarly CIP concrete, there are key features and elements that are framed in steel and are critical for life safety and building performance. The requirement is not permitted to be waived.
32 AE-002
There are no specs that indicate either spray applied fireproofing or inumescent fireproofing for the project. Looking at AE-002, the building is type 1B construction with 2hr floors and 1hr roofs. Will the steel framing at the pedestiran bridge, the loading dock or the roof popups require fireproofing? Please verify.
The pedestrian bridge and covered loading dock areas are considered
"canopies" separated from the building with independent structures, so do not require fireproofing. The framing for the roof pop-ups are not considered primary structure for the building and do not require fireproofing.
33 055000-2.5.J; AE-520
Specification 055000-2.5.J indicates that stair nosings are required for the project. The details for the stairs on AE-520, do not have any nosings indicated. Please confirm if the stair nosings are required.
Stair Nosings are required at Concrete Treads. Provide as specified.
34 07 42 50, 03 45 13
03 45 13 1.2-C indicates that the Terracotta for the Division 07 architectural Terracotta is to be from the same source as the terracotta clad into the precast panels. As these scopes will be performed by different subcontractors, can the single source requirement apply only to the terracotta within either spec section.
Single source for terracotta on the entire project is required.
35 AE-111; AE-412; SE-113
There are several antenna systems on the roof plan AE-111. They reference to you to 5 and
11/AE-412. The drawings inply structural work is required, but when you got to the upper roof plan on the structural drawings (SE-113), the only real reference for the supports is a note that indicates that the "lateral connection to pip-up slab for roof antenna (by others)". Please provide details for steel supports for the different antenne systems on the roof.
Refer to detail 7/SE-702 for pedestal mounted antennas. Refer to detail
7/SE-704 for steel post/base plate mounted antennas.
36 11 24 23
Spec section 11 24 23-2.1.A lists only 4 acceptable manufacturers (Pro-Bel, Spider, Summit and Weatherguard). It doesn't make provisions for other manufacturers that can provide comprable systems. Typically the Govt does not limit competition unless it has a good reason to do so, and will accept any manufacturer than can meet the performance requirements.
Please confirm that we may utilize any manufacturer that complies with the performance requirements.
Yes. Other equal manufacturers, such as Tractel, can be accepted subject to review and approval. Per spec section 12423, fall arrest system to be delegated design by awarded manufacturer, and design/equipment/anchoring to match design intent and meet industry standards and performance specifications.
37 11 24 23 Spec section 11 24 23-2.3.B.3 indicates to provide full body harnesses. It doesn't clarify how many the customer wants provided. Please clarify quantity.
The specification describes the type of full body harness that is acceptable.
Thus, the Government is not clear as to why there is a question as to quantity. Please clarify.
38 11 24 23
Spec section 11 24 23-1.2.B calls for fall arrest anchors tied into the precast wall panels.
Looking at the elevations of the building, there do not appear to be any sabilization anchors or the like identified on the elevations of the precast wall panels. Please confirm that they are not required, or provide elevations showing the required locations/layout.
Unanswered Round One RFIs' will have responses by posting of the Round
2 RFI responses
39 11 24 23
Spec section 11 24 23-2.6 for the monorail system doesn't clarify the trolley type. Based on the fact there doesn't seem to be any power requirements on the electrical drawings, its probably a manual trolley system. Please confirm trolley type and any power requirements that may be required.
Manual trolley confirmed. No power requirements. Trolley type based on
ProBel manual trolley as BOD. Per spec section 12423, fall arrest system to be delegated design by awarded manufacturer, and design/equipment/anchoring to match design intent and meet industry standards and performance specifications.
40 CS-120; 32 31 00
The fencing and gates for the project as shown on CS-120 indicates that it is an interim level
5 security fence. Spec section 32 31 00 -1.2 indicates that there are 2 types of fencing. It is assumed that since this is interm fencing it is probably type 2 (galvanized chain link). If that is accurate. Where is the type 1 utilized on the project? Please clarify.
The fencing shown on CS-120 is Type 2 per the specifications, also refer to section 1.5.B, and is to match other interim Level 5 fencing around the CUP.
Type 1 is not proposed with this project. Also refer to CD-101 for a separate detail/spec for a temporary security fence to be used around the CUP.
41 SE-001; SE-151l SE-772
The structural notes on SE-001 indicate that there is a toughness requreiment in note SS-9 which indicates that truss members are required to meet this requirement and the material shall be ASTM A709M. This is a WF grade of material. The trusses for the bridges are drawn as HSS members per SE-151 and SE-772. The HSS is indicated to be ASTM A500M, grade C per SE-001. Please confirm this is correct given the requirements for toughness.
The note is not intended to change grade of material but to specify minimum
CVN toughness requirements. For the exterior truss member, provide steel with CVN thoughness per 40 FT-LB @ LAST BUT NOT HIGHER THAN 40
DEG F
42 AI-804
Opening LL1136 is identified in door schedule AI-804 as a HM door in a SF-3C framed demountable partition opening. All other door types near this for similar rooms are WD doors. Should opening LL1136 be a WD door instead of a HM door?
Correct, Door LL1136 should match WD Doors scheduled for CR Rooms.
Sheet AI-804 will be updated to reflect such revision.
43 AI-8xx, Section 081416 Drawing AI-800 for SF-3A, 3B, 3C, 3D and 3E show a basis of design system which is to achieve STC-45 at offices and STC-51 at collaboration spaces. The WD doors for these areas on the Door Schedules do not appear to show any STC ratings at all. Please confirm if the WD doors are not to be STC rated.
The doors shown to have specific sound ratings are within the secure boundary walls and thus subject to more strigent and regulated secure space guidelines. Door assemblies at Offices and Collaboration Spaces to follow note on AI-800.
44 SE-773; AE-455;
At the connector bridge from LL5 to the existing garage, there are steel plates on the outside face of the bridge trusses (see 4,5/SE-773 and 3/AE-455). The quantitiy of these plates is not clear. It appears on the architectural details that the plates are 1/2" thick and come 4 1/2" off the face of the trusses. Are these plate a continuous plate, or are they a small plate spaced at a specific distance OC? If they are small plates at a specific distance, please clarify the size of the plates and spacing.
Detail 3/AE455 indicates these plates are continuous. Eyebolts are projected to be relatively closely spaced – actual spacing will need to be coordinated with the mesh manufacturer.
45 SE-700
The connection detail for the HSS101.6x101.6x7.9 for the portals is indicated to be 4/SE-703.
This is the kicker brace for the overrun shafts at the roof. Please confirm the connection details is 4/SE-701.
Confirmed.
46 SE-700
At the roof level of the portal detail 7/SE-700 is cut. Is the spacing of the plates at each of the vertical posts? Its not clear how how many there are. Please verify.
Only two connections are intended for each horizontal member with one connection at the beam/gridline and one connection towards the end of the member connecting to the edge of slab. At the roof, the connection at the beam is per 7/SE-700 and the other connection at the end is 8/SE-700. At the other levels, the corresponding connections are 4/SE-700 and 5/SE-700.
Section 013100, Section
011000
Section 013100-1.6.A.15. indicates the Contractor shall provide an on-site, full-time BEXCx
Coordinator to coordinate exterior envelope activities, but makes no mention of costs associated with hiring a BECx agent for commissioning, nor do the Contract Documents include a Section 019119 for BECx requirements. Please confirm the following:
1) All costs associated with a 3rd party BECx Agent shall be the Government, or
2) Provide a BECx specification including testing requirements if required by the Contractor.
GC will not be responsible for commissioning services. Commissioning
Services will be a separate contract.
48 AI-700, Section 115213
Drawing AI-700 shows a mounting detail for a projection screen. In additiona specification
115213 is included for "Projection Screens"; however, no other callouts or locations are provided on the architectural drawings. Please provide callouts for these projection screens or confirm they do not apply to the project.
Location and specifications for projectors are called out in the Technology
(TG) Drawings. Architectural drawings will be revised to clarify symbols where projectors occur.
49 Section 102219
Section 102219 calls out Acousti-Clear by Modernfold as the basis of design for the
Demountable Partitions. Would Transwall be an acceptable manufacturer? Their system can achieve STC 46 with a 1/2" double-glazed system.
Modernfold as the BOD was selected because of their high STC 46 capabilities. Any alternates would need to match or exceed this requirements of performance.
50 Section 111414, SY-300
Section 111414 specifies Turnstiles for the project, but the Turnstile Installation
Responsibilities Matrix on drawing SY-300 only calls for rough-in conduits beneath floor, junction and pull boxes, penetrations, sleeves, firestopping by the General Construction
Contractor. Please confirm that the Turnstiles themselves will be furnished and installed by the Owner.
[CA - 05.17.23] Not confirmed, turnstiles will be furnished and installed by the General Construction Contractor. SY-300 and SY-311 identifies the specific security and electrical rough-in / pathway requirements required of the General Construction Contractor (or Div. 28 Security sub-contractor under the GC).
