Amendment Four to RFP #31786-00186
This is Amendment Four to a Request for Proposals issued by the State of Tennessee Department of Finance & Administration, Benefits Administration for short-term disability (STD) and long-term disability (LTD) insurance services. The amendment updates the RFP schedule of events, provides state responses to 212 written questions and comments from potential respondents, and incorporates clarifications and revisions to various RFP sections and contract terms. The RFP solicits a single fully-insured disability insurance contractor to administer voluntary STD coverage (100% employee-paid premiums) and mandatory LTD-N coverage (100% employer-paid premiums) for eligible central state government and state higher education agency employees beginning January 1, 2027. Key milestone dates include a pre-response conference on September 10, 2025; written questions deadline of September 17, 2025; a second round of written questions deadline of October 29, 2025; proposal response deadline of November 21, 2025; technical response evaluations completion by January 6, 2026; cost proposal scoring on January 7, 2026; negotiations scheduled for January 12-14, 2026; and notice of intent to award on January 22, 2026. The contract term spans 70 months total: 10 months of implementation activities from March through December 2026, followed by 60 months of benefit delivery from January 1, 2027 through December 31, 2031.
The amendment addresses respondent concerns regarding contract language, system requirements, data security protocols, audit rights, personnel management, performance metrics, and operational procedures. The state generally declined proposed modifications to the pro forma contract terms, maintaining strict adherence to established requirements while making targeted revisions to sections addressing call center performance metrics, system availability windows, information retention, enrollment processing procedures, hold harmless provisions, and data breach notification timelines. The incumbent vendor is Metropolitan Life Insurance Company, whose current contract expires December 31, 2026. Approximately 10,000+ eligible members will be automatically transferred to the new contractor on January 1, 2027, with guaranteed issue coverage and pre-existing condition limitation credits. Contractor compensation is structured as monthly per-member premiums for STD and LTD coverage, with performance requirements tied to service level agreements and potential liquidated damages for failures in implementation milestones, plan design accuracy, and data security standards. The State requires respondents to demonstrate six years of disability insurance administration experience, including at least five employer accounts with minimum one account containing 10,000+ members, and a current Tennessee Certificate of Authority for group disability benefits.

The State has revised Appendix 7.8 to include an STD Claim Listing, with each claim’s payment(s), that includes Date of
