About this file
This document is an Appendix to Request for Proposal 31786-00186 establishing eligibility criteria for disability insurance benefits administered by the State of Tennessee's Department of Finance and Administration for central state government and state higher education employees. The RFP seeks a fully-insured disability insurance contractor to provide short-term disability (STD) coverage on a voluntary, 100% employee-paid basis and long-term disability (LTD-N) coverage on a mandatory, 100% employer-paid basis beginning January 1, 2027. Implementation activities are scheduled from March 2026 through December 2026, with the proposal response deadline set for November 21, 2025, technical evaluations completed by January 6, 2026, and contract negotiations scheduled for January 12-14, 2026. The contract term extends 70 months total, comprising 10 months of implementation and 60 months of benefit delivery through December 31, 2031. A pre-response conference is scheduled for September 10, 2025, with written questions due by September 17, 2025.
The eligibility criteria document specifies that state employees must be regularly scheduled to work at least 30 hours per week, seasonal appointees meeting statutory requirements, or individuals required to participate under applicable law. The document outlines provisions for automatic enrollment of members from the prior Metropolitan Life Insurance Company contract, mid-year enrollment rights based on loss of coverage or acquisition of dependents, guaranteed issue coverage for new hires enrolling within 30 days, and medical underwriting requirements for other applicants. Coverage effective dates vary based on underwriting approval timing. Members may cancel short-term disability coverage during annual enrollment or anytime with 30-day advance notice, while state offline agency members have similar cancellation rights for long-term disability coverage. The solicitation requires respondents to demonstrate six years of disability insurance administration experience, including at least five employer accounts with one account containing 10,000 or more members, and maintain a current Tennessee Certificate of Authority for group disability benefits. Compensation is structured as per-member monthly premiums, with approximately 10,000 members expected to transfer from the incumbent vendor.
