Project Description: Project TN NP GRSM 10N(3), 19(1), 107(1) is located within the Great Smoky Mountains National Park (GRSM) in Sevier County, Tennessee, and Swain County, North Carolina. The work includes:
• Schedule A – Lakeview Drive East: Work includes performing full depth reclamation with cement stabilization and constructing asphalt concrete pavement of 6.41 miles of Lakeview Drive East and associated parking areas and pullouts.
• Schedule B – Newfound Gap Road: Work includes asphalt concrete pavement milling and overlay of 3.05 miles of Newfound Gap Road, River Road, Gatlinburg Bypass Road, Interchange Ramps, and associated parking areas and pullouts. Work also includes reconstructing 0.97 miles of Sugarlands (Park) Headquarters Road, Two Mile Branch Road, and associated parking areas and pullouts.
• Schedule C – Heintooga Ridge Road: Work includes placing a thin lift asphalt concrete pavement on 6.13 miles of Heintooga Ridge Road, Balsam Mountain Campground Roads, and associated parking areas and pullouts.
Work also includes asphalt concrete pavement patching, repainting stone masonry joints, replacing steel-backed timber guardrail, removing and resetting stone curb, cleaning and repairing drainage structures, reconditioning ditches and shoulders, replacing signs, placing permanent pavement markings, performing concrete deck repairs, placing new concrete deck overlay and other miscellaneous work.
The construction cost for the project is estimated to be between $25,000,000 and $35,000,000.
Scope of Work: The detailed scope of work to be undertaken by the successful Offeror under the contract for this project is outlined in the Request for Proposal (RFP) solicitation documents.
These include the Plans, Special Contract Requirements (J Pages), and supplemental Government Furnished Information.
Procurement Overview of the Project: In accordance with Federal Acquisition Regulation (FAR) Part15, the Eastern Federal Lands Highway Division (EFLHD) is conducting a Best Value Trade-off Source Selection Process for this project. Under this notice, the EFLHD (also referred to as “the Government”) is soliciting all eligible Contractor firms/teams (Offerors) to participate in a two-step RFP process. The two steps will include the submittal of two proposal packages; a Technical Proposal and a Price Proposal. A description of these proposals and their requirements can be found in the RFP’s Proposal Instructions (B Pages).
During step one, a selection evaluation board will review and evaluate the technical proposals submitted by all interested, responsive Offerors. The selection committee will select qualified Offerors based on a confidence rating evaluation criteria as stated in the RFP’s Proposal Instructions - Evaluation of Proposal Documents (B Pages). Offerors should submit technical proposals that are acceptable without additional explanation or information. The Government may make a final determination regarding a technical proposal’s acceptability solely on the basis of the technical proposal as submitted. The Government may proceed with the second step (trade-off evaluation) without requesting further information from any Offeror; however, the Government may request additional information from any Offeror with a technical proposal considered reasonable and close to acceptable, and may discuss any technical proposal with any Offeror. Only one technical proposal may be submitted by each Offeror. The step one technical proposal shall not include any prices or pricing information.
During step two, the Government will select the offer that represents the best value to the Government by using the trade-off process described in FAR Part 15. This process permits tradeoffs between price and technical “noncost” factors and allows the Government to accept other than the lowest priced offer. The award decision will be based on a comparative analysis and an integrated assessment of proposals against all source selection criteria in the solicitation.
All evaluation factors other than cost or price, when combined, are weighted equal to cost or price. The Government is concerned with striking the most advantageous balance between technical merit (“quality”) and cost to the Government (i.e., the price). The degree of importance of price could become greater depending upon the equality of the technical proposals. If competing technical proposals are determined to be essentially equal, price could become the controlling factor. Only one price proposal may be submitted by each Offeror and the price proposal must be based upon the Offeror’s own technical proposal.
Contract award is anticipated to be no earlier than April 2023, with Notice to Proceed anticipated to be issued after the receipt of valid Performance and Payment Bonds (see Block 12a of the SF- 1412 and FAR Clause 52.228-15), and the anticipated start of construction activities to be no earlier than May 2023. Other traffic control restrictions are specified in Subsection 108.01 of the Special Contract Requirements (J Pages). The Contractor is fully responsible for acquiring all environmental permits for this project.
It is not the intent of EFLHD to receive project specific design or engineering recommendations as part of the step one technical proposal. Offerors should limit their technical proposal to the information required by this Notice, and other information that may be relevant to the qualifications and experience of the Offeror. No reimbursement will be made for any expenses associated with the preparation of a step one technical proposal or a step two price proposal.
Obligation to Keep Team Intact: In connection with the services covered by this procurement process, any in-house personnel, subcontractors, and outside associates will be limited to the individuals or firms that are specifically identified during the step one technical proposal. The
Contractor shall obtain the Contracting Officer’s written consent before making any substitution for these designated in-house personnel, subcontractors, or outside associates.

Block 17:
Amounts should be completed as follows:
Schedule A - $ Schedule B (Government Option 1) - $ Schedule C (Government Option 2) - $
Other:
The estimated price is expected to fall within the price range of $25,000,000 to $35,000,000.
Responsibility of offerors shall be evaluated in accordance with the information provided on the Offeror's Qualifications Form, which can be downloaded from the Contract Opportunities website located at http://SAM.gov. FP-14 versions can be downloaded at the FHWA web site located at http://flh.fhwa.dot.gov/resources/specs/.
Electronic proposals must contain the required signatures (electronic or by hand).
Basis for Award:
EFLHD intends to award a fixed price contract without discussions with offerors (except clarifications as described in FAR 15.306(a)); therefore, the offeror's technical and price proposal should be clear and complete and contain the offeror's best terms. The Government reserves the right to conduct discussions if later deemed necessary. The Government further reserves the right to reject any or all offers if such action is in the Government's best interest.
The Government will select the offer that represents the best value to the Government by using the trade-off process described in FAR Part 15.101-1. This process permits tradeoffs between price and technical “non-cost” factors and allows the Government to accept other than the lowest priced offer. The award decision will be based on a comparative analysis and an integrated assessment of proposals against all source selection criteria in the solicitation.
Evaluation of Award:
All evaluation factors other than cost or price, when combined, are approximately equal in their importance when compared to cost or price. The Technical Proposal of the Offeror awarded the contract will be incorporated into the contract by reference and the Contractor shall be bound by its contents.
Please Note:
This solicitation is a Request for Proposal (RFP). Therefore, there will not be a public bid opening and proposals are not available for review.

Gantt charts, site maps, or charts can be submitted on single sided sheets up to 11” x 17.” The Technical Proposal cover letter, outside covers, and section dividers do not count toward the 75-page limit.
An Evaluation Board will evaluate each Technical Proposal using the following evaluation criteria:
Factor 1 – Prior Experience, Past Performance, and Proposed Team
The Government will evaluate the qualifications of the Offeror by considering the Offeror’s example projects, past performance, and proposed project team, as described below.
Offerors demonstrating a higher level of successful past performance in the evaluated areas will be more favorably rated.
(a) Example of Project and Past performance: Submit documentation that shows direct experience of the Contractor/subcontractor in constructing highway and bridges by providing three (3) highway example projects performed (completed or currently under construction) within the past eight (8) years similar in scope, size and complexity to the Great Smoky Mountains. Provide customer/owner point of contact, phone number, and email address for each relevant project. Include details regarding project bid total vs. total cost and original completion date vs. actual completion date. Provide a statement indicating the Offeror’s experience and technical competence in highway construction. In addition, provide a statement indicating the Offeror’s knowledge and experience working in historically or environmentally sensitive areas.
List any relevant experience working with the Eastern Federal Lands Highway Division (EFLHD) or the National Park Service (NPS). Include any statements as to the Offeror’s integrity, reasonable and cooperative conduct, and commitment to customer satisfaction.
(b) Proposed Team: Provide an organizational chart and submit resumes of key personnel to be involved in the project, indicating their specific experience within the past 5 years performing technically similar road and bridge construction work, construction project management, and construction quality control (QC) work for EFLHD and /or a similar DOT.
At a minimum, include the Construction Superintendent and the QC Manager, each having a minimum of 2 years’ experience within the past 5 years performing technically the same or similar work. List any subcontractors whom the Offeror proposes to provide services and indicate their experience performing similar work.

Describe the means and methods by which the Offeror will plan and control the scheduling of work to ensure the project is constructed on time or ahead of schedule.
STEP 2 – PRICE PROPOSAL EVALUATION
COMPLETING THE BID SCHEDULE
Complete the Bid Schedule(s) by handwriting in ink or typing. Specify a Unit Bid Price, in figures with cents to only two decimal places for each pay item in the Unit Bid Price column for which a quantity is given. Do not enter or tender a Unit Bid Price for any pay item for which no estimated quantity appears in the Bid Schedule. Determine the products of the respective unit prices and quantities, and show them, in figures, in the Amount Bid column. If a Unit Bid Price and Amount Bid have been inserted by the Government for a pay item, do not change the Unit Bid Price and Amount Bid for the pay item. Determine the Bid Total for each specific individual Schedule of Work by adding the amounts of the listed items and show in the block provided for that individual Schedule of Work. In case of multiplication errors, the Amount Bid for the item will be based on the Unit Bid Price.
To be eligible for award, Offerors must submit prices for each pay item.
Review Subsection 109.05 of the SCR (Special Contract Requirements) regarding scope of payment for direct and indirect payment work.
Fill in the Proposal Total(s) for each individual Schedule of Work as directed on the Price Proposal Summary page. Fill in the Evaluation Total Price of Project in the space provided
