3. Project Purpose-and-Need

The general Purpose-and-Need for this project is to reconstruct, rehabilitate and preserve the routes within the scope of work.

II. PROCEDURES AND RESULTS

1. Pavement and Subsurface Condition Assessment Procedures

In June 2021, Eastern Federal Lands Highway Division (EFLHD) Road Inventory Program (RIP) collected data on routes within the Great Smoky Mountains National Park during Cycle 6 (C6) with the Data Collection Vehicle (DCV). Pavement Condition Ratings (PCRs) were determined based on the C6 RIP data. The existing pavement conditions were also assessed during the scoping visit on May 20th, 2021. Pavement cores and soil borings were performed between May 26th and June 18th, 2021, to determine the composition of the existing pavement structure and the subsurface characteristics.

1.1 Existing Pavement Conditions

A summary of PCRs and pavement conditions based on the condition survey conducted in May 2021 are included in Table 1.

Ultra-thin bonded wearing course (UTBWC) treatment was placed on Newfound Gap Road North in 2011 from the Park boundary south to approximately MP 2.0. This overlay was intended as an interim solution until pavement rehabilitation can be performed. Heintooga Ridge Road was rehabilitated in 2010 as part of a project funded through the American Recovery and Reinvestment Act (ARRA) that was administered by the NPS.

Photographs showing typical pavement conditions are included in Appendix B Photographs showing typical pavement conditions are included in Appendix B.

1.2. Subsurface Conditions

In May and June 2021, the EFLHD’s Subsurface Exploration Team collected a total of total of 13 pavement cores from Sugarlands Headquarters Road, Two Mile Branch Road, Heintooga Road, Balsam Mountain Campground Road, Balsam Mountain Campground Loop and Lakeview Drive East. A total of 4 pavement cores were obtained in 2014 from Newfound Gap Road as part of Project GRSM 1A28. Table 2 summarizes the asphalt concrete pavement (ACP) thickness information determined from the collected pavement cores. Pavement Coring Logs are included in Appendix C.

The EFLHD Subsurface Exploration Team drilled a total of 3 soil borings in June 2021 (one boring from each of the following roadways: Sugarlands Headquarters Road, Lakeview Drive East and Two Mile Branch Road). Standard Penetration Tests (SPT) were performed using a 3 ¾-inch (outer diameter) split-spoon sampler in accordance with AASHTO T-206.

SPT soil samples were recovered by driving the split spoon sampler a distance of 24 inches, or until refusal, into the undisturbed soil under the action of a 140-pound automatic hammer free-falling 30 inches. The number of hammer blows required to advance the split-spoon sampler the middle 12 inches of the 24-inch sample interval is designated as the “Standard Penetration Resistance” or N-value. The N-values and the number of blows required to advance the sampler through each 6-inch interval was recorded on field boring logs.

Representative portions of the SPT soil samples were placed into glass jars, labeled, and transported to the EFLHD Materials Testing Laboratory in Sevierville, TN for testing and storage. Laboratory testing of selected soil samples included gradation analysis by sieve (AASHTO T-11), Liquid Limit, Plastic Limit and moisture content of soils (AASHTO T-89, AASHTO T-90, and AASHTO T-265), California Bearing Ratio (AASHTO T-193), and standard proctor (AASHTO T-99).

Table 3 summarizes the laboratory results for the subgrade soil. Borings logs and laboratory testing results are included in Appendix D and Appendix E, respectively.

The boring drilled on Sugarlands Headquarters Road (BH-01) encountered silty SAND and silty SAND with gravel based on lab testing results. N-values recorded in the sand layers in boring BH-01 range from 4 to 39 blows per foot (bpf) indicating loose to dense relative density. The soil strength was tested from samples BH-01. The California Bearing Ratio (CBR) was 15% which corresponds to Resilient Modulus (Mr) of 14,429 psi.

The boring drilled on Two Mile Branch Road (BH-02) encountered silty SAND with gravel based on lab testing results. N-value recorded in the sand layer in boring BH-02 at a depth of 1 to 3 feet was recorded to be 9 bpf indicating loose relative density. Auger refusal was reached at approximately 4.1 feet.

The boring drilled on Lakeview Drive (BH-03) encountered silty SAND based on lab testing results. N-values recorded in the sand layers in boring BH-03 range from 17 to 22 bpf indicating medium relative density. The soil strength tested from samples BH-03 resulted in a CBR of 5% which corresponds to Mr of 7,500 psi.

III. ANALYSIS AND CONCLUSIONS

The designs for the new flexible AC pavement structures for Lakeview Drive East, Sugarlands Headquarters Road, Two Mile Branch Road and Sugarlands Riding Stables Parking Area were performed in accordance with the 1993 AASHTO Guide for Design of Pavement Structures, AASHTOWare DARWin software (version 3.1) and the Federal Lands Highway Project Development and Design Manual (PDDM). For pavement design purposes, 50,000 ESAL (i.e., the minimum per the PDDM guidance) was used in the structural analysis for Two Mile Branch Road and Sugarlands Riding Stables Parking Area. Lakeview Drive East and Sugarlands Headquarters Road were designed for 250,000 ESAL. The effective roadbed soil resilient modulus (Mr) was assumed to be 7,500 psi (CBR = 5%) for all roads.

Other parameters specified in the analysis included a reliability of 85 percent, an overall standard deviation of 0.49, an initial serviceability index of 4.2, and a terminal serviceability index of 2.5 in accordance with the PDDM. The results of the analysis are presented in Appendix F.

IV. RECOMMENDATIONS

The following final pavement recommendations are based on the existing pavement conditions at the time of the field investigation, the pavement cores and laboratory testing results. The recommendations included here reference the FP-14, “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects” (FP-14 Specifications) and related Special Contract Requirements (SCR).

Newfound Gap Road (NPS Route 0010N) – MP 0-1.8 The subsurface investigation, pavement design analysis and pavement recommendations for this section of Newfound Gap Road were completed as part of Project GRSM 1A28. The information was documented in the report titled, “Pavement Evaluation and Rehabilitation Design” prepared by All About Pavements Inc., (API) as part of the Project. The typical sections associated with these recommendations were developed as part of Project 1A29 construction plans. The following pavement alternatives are recommended based on the report by API, the information included in the construction plans for Project GRSM 1A29, and existing pavement conditions observed by EFLHD pavement engineers in May 2021:

• ACP Mill and Overlay (Table 4) will be performed in areas with isolated fatigued pavements.

• ACP Full-Depth Patching (Table 5) will be performed in limited areas where the pavement grade needs to be maintained due to guard wall or curb reveal, where only one lane of roadway needs to be reconstructed or where failed slopes need reconstructing.

*Existing asphalt pavement and required amount of aggregate base must be removed to depth of proposed pavement structure. Scarify and recompact subgrade as directed by the CO.

For Newfound Gap Road, API recommended geocomposite pavement edge drains to be installed in cut sections where water could potentially be trapped and throughout the entire alignment. Upon observation of the entire alignment, the Park had determined which locations are most likely to have these conditions and requested to have the drains installed in selected locations where water accumulation is expected.

Sugarlands Headquarters Road (NPS Route 0405) Based on the existing pavement conditions observed and the presence of underground utilities, Full-Depth Reconstruction is recommended for Sugarlands Headquarters Road (Table 6). This approach consists of removing the existing pavement structure including the ACP and aggregate base layers by excavating approximately 12 inches. A separation geotextile will be placed on the existing subgrade prior to placing 6 inches of aggregate base and a 6-inch ACP. This approach will maintain the existing profile.

Heintooga Ridge Road (NPS Route 0107), Balsam Mountain Campground Road (0100AZ) and Balsam Mountain Campground Loop (0100BZ) A pavement preservation treatment is recommended for Heintooga Ridge Road, Balsam Mountain Campground Road and Balsam Mountain Campground Loop, based on the existing pavement conditions observed. Preservation treatments alternatives were discussed with the Park and the ACP Thin Lift overlay (Table 8) was selected as the most practical and cost effective alternative.

The following repairs must be performed as required prior to placing the :

• Perform ACP Patch (Type 2) as necessary, in areas exhibiting fatigue cracking, settlement, rooting and/or potholes. Such areas should be identified by the CO. Patch areas should be performed in accordance with Section 418.

• Perform Crack Sealing and Filling at least a week prior to placing the preservation treatment. Crack sealing (crack width ¼-inch to less than 1-inch) and filling (crack width greater than 1-inch) should be performed in accordance with Section 414. It is recommended to have as much time as possible, typically 6 to 12 months or one season per industry practice, between the crack sealing operation and a hot surface treatment application. That time will allow for the crack sealant to set into the cracks and cure under vehicular traffic. This will also prevent too much sealant under the surface treatment resulting in better performance. If crack sealing occurs prior to 6 months from the preservation treatment application, it is recommended to use a recessed configuration by applying the sealant so that it sets below the surface. This reduces the risk of the sealant melting and potentially bubbling back through the subsequent hot surface treatment applications. Crack sealing and removal of pavement markings and wheelstops will be necessary prior to placement of the surface treatment on some routes/parking areas.

Lakeview Drive East (NPS Route 0019) Based on the existing pavement conditions observed, we recommend Full-Depth Reclamation (FDR) with cement. This approach consists of pulverizing and stabilizing with cement the existing ACP, aggregate base and possibly a portion of the subgrade for a total thickness of 8 inches. Excess material must be removed to maintain roadway profile. Table 9 summarizes the minimum pavement structure requirements for FDR.
