Questions / Clarifications
Offerors can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.
Questions can be submitted at any time, but questions submitted within 7 days of the Proposal Due Date may not be answered in time for the offeror to properly incorporate the responses into their proposals.
The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.
The Government’s direct response to the sender may also have been updated below for better clarity.
1. On the 3rd page of the solicitation, North Entrance (Gatlinburg) Sign Parking Area is checked as Schedule A. However, on sheet A02 of the plans, the same location, also identified as Route 0900, is listed under Schedule B. Based on the location of similar areas, it appears that it should be on Schedule B, but we would like to confirm.
Response: The North Entrance (Gatlinburg) Sign Parking Area, Route 0900, is part of Schedule B. The Schedule designation shown on Page 3 of the solicitation is incorrect.
Revised Page 3 of the solicitation is included in Amendment 0002 to correct the Schedule designation for the parking area.
NOTE to ACQ: On Page 3 of the ADV Contract Booklet Cover as shown below, the entry for North Entrance (Gatlinburg) Sign Parking Area incorrectly shows the schedule designation as "A". A revised ADV Contract Book Cover PDF has been provided with the corrected schedule designation to "B".
2. On sheet A-N01 of the plans under Schedule A: Lakeview Drive East Road Closures, the first paragraph references the permitted closure of traffic is from May 15 through August 15, 2023. However, in note 2(d) it states to reopen the road to traffic no later than 0500 on the third Thursday in May.
Response: The closure period for Lakeview Drive East is permitted from May 15 through August 15, 2023. On Sheet A-N01, under the Schedule A: Lakeview Drive East Road Closures section, Note 2(d) is incorrect. Revised plan sheet A-N01 is included in Amendment 0002 to remove the conflict with the end date for permitted closure period for the road.
mailto:eflhd.contracts@dot.gov
Questions / Clarifications Page 2 of 2
3. Similarly, on sheet A-N02 under Schedule C: Balsam Mountain Campground Roads it states that roads are permitted to be closed from June 5 to June 16, 2023. However, note 1(c) states that the roads be open to public traffic no later than 0500 on the second Thursday in May.
Response: The closure period for the Balsam Mountain Campground is permitted from June 5 to June 16, 2023. On Sheet A-N02, under the Schedule C: Balsam Mountain Campground Roads section, Note 1(c) is incorrect. Revised plan sheet A-N02 is included in Amendment 0002 to remove the conflict with the end date for permitted closure period for the campground.
