GENERAL REQUIREMENTS
PART 1 GENERAL
1.1 DEFINITION OF INSTALLATION
Installation will be defined as the property and facilities located within the jurisdiction of the particular base, post, air station, or compound where work is being accomplished. Work performed under this contract shall be bound by rules, laws, and regulations of each particular installation as well as local, state, federal, and Air Force regulations. This contract covers Air Force construction efforts at Moody
Air Force Base (MAFB), and Avon Park Air Force Range (APAFR). MAFB is located in Lowndes County, Georgia; and APAFR is located in Polk and
Highlands Counties, Florida. Maps available upon request.
1.2 PRECEDENCE
Individual installation specific requirements specification sections shall take precedence over the requirements in this section.
1.3 PROJECT DESCRIPTION
The Contractor shall furnish all management, supervision, labor, materials, equipment, and incidentals required for a broad range of maintenance, repair, and minor construction work on various real property facilities at installations covered under this contract, including design and engineering services incidental to construction as required. The
Contracting Officer (CO) will conduct negotiations with the Contractor and issue individual task orders for maintenance, repair and minor construction projects identified by the Base Civil Engineer (BCE) as part of the Simplified Acquisition of Base Engineering Requirements (SABER) program. Individual task order projects will vary in size, with the majority expected to be less than $250,000. The work to be performed will require the use of multiple trades including, but not limited to trades such as carpentry, plumbing, electrical, mechanical, painting, pipe fitting, sheet metal, welding, roofing, site work, site utilities, excavation, concrete, masonry, pavement repair, asbestos and lead paint removal, security hardware installation, and demolition.
1.4 CONTRACT DOCUMENTS, REFERENCE STANDARDS, AND PUBLICATIONS
1.4.1
The following documents are a part of the solicitation and any resultant contract. The Contractor shall utilize the referenced documents in the accomplishment of tasks prescribed in task orders. The standards and publications listed in each section of the specifications form part of these specifications to the extent referenced. The Contractor shall conform to the provisions of the most recent issue of the listed standard or in the contract or resulting modification.

These SABER Master Specifications are numbered and organized in accordance with the Construction Specification Institute’s (CSI) Master
Format. All specifications are filed in Division 2 through 48 per CSI guidelines. The specifications are taken from the Unified Facilities
Guide Specifications (UFGS).
1.4.1.2 Unit Price Book
a. The Unit Price Book (UPB) is described in Section 01 04 00. The UPB shall be furnished by the Contractor.
1.4.1.3 Unified Facilities Criteria (UFC)
a. The UFC shall be used as the standard building code for all construction under this contract (http://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc). Any and all latest changes to the UFC will immediately become requirements of this contract. The UFC references the
International Building Code (IBC) as the basic requirement. However, the current adopted version of the IBC shall be used as the minimum standard.
The UFC modifies those basic requirements in UFC 01-200-01.
1.4.1.4 Installation Design Standards
a. The installation facilities standards and design guides shall be adhered to on all construction projects. Any possible deviations from these standards shall be brought to the Contracting Officer (CO) before implementation. These are listed in each installation specific specification.

1.5.1 Pre-Performance Construction Meeting
1.5.2 Before work begins on this contract the Contracting Officer will arrange a pre-performance meeting with the Contractor to discuss the contract in general, including administrative matters, project requirements, submittal procedures, approval and payment schedule, quality control expectations, requests for proposal and task order procedures, traffic control, construction access requirements, as-built criteria, performance requirements, security procedures, accident prevention, safety and fire prevention briefings. Pre-performance meetings will also be required before individual task orders.
1.5.3 Business Telephone
1.5.3.1 At the beginning of this contract, the Contractor shall provide the applicable Contracting Officers a contractor personnel telephone number, e-mail, and website for regular working hours. The Contractor shall also provide after hours (emergency) telephone numbers for the
Program Manager and Construction Manager/Site Superintendent, as a minimum. The Contractor shall provide the CO with an updated phone list whenever changes in personnel or phone numbers occur. The Contractor is required to provide a means of mobile communications (i.e., cellular phone) for the Program Manager and Construction Manager/Site
Superintendent, and their respective alternates, for the life of the contract. Communications equipment will require coordination and clearance with installation communication authorities.
1.5.4 Work Hours
1.5.4.1 The Contractor shall complete the work of this project between the hours of 7:00 a.m. and 5:00 p.m. local time, excluding Saturdays, Sundays, and Federal Holidays. Access to work sites may be restricted to these hours and days. All other times shall be considered non-standard hours and multiplied by the appropriate coefficient. Work during non-standard hours not specified as required by the Contracting Officer will be priced using the coefficient for standard hours. The Contractor may not work during non-standard hours unless the request and justification is approved by the Contracting Officer. The Contractor must submit a request for approval and justification for working non-standard hours to the Contracting Officer at least 48 hours prior to working non-standard hours. Work that requires inspection during accomplishment or that prevents inspection of other work after accomplishment must be coordinated with and approved in advance by the Contracting Officer.
Inclement weather, operational delays, and security related delays might affect the contractor’s work periods. The Contractor must make allowances for these events, as lost time resulting from these events will not be reimbursable. The Government only recognizes the following legal holidays established by federal statute:
* New Year's Day (January 1).
* Birthday of Martin Luther King, Jr. (Third Monday in January).
* Washington's Birthday (Third Monday in February).
* Memorial Day (Last Monday in May).
* Juneteenth National Independence Day (June 19).

* Independence Day (July 4).
* Labor Day (First Monday in September).
* Columbus Day (Second Monday in October).
* Veterans Day (November 11).
* Thanksgiving Day (Fourth Thursday in November).
* Christmas Day (December 25)
Work Interruptions and Delays
The Contractor may be required to temporarily stop work for operational requirements, special events, installation exercises, or while
Distinguished Visitor familiarization visits/tours are conducted.
Official late reporting and snow calls will affect the contractor’s work periods. The Contractor must make allowances for these events and resulting lost time will not be reimbursable.
1.5.5 Notification to the Contractor shall be provided by the Contracting
Officer.
1.5.5.1 See Section 01 35 29 Safety and Occupational Health Requirements, MAFB Specifications Guide.
1.5.6 Fire Protection
1.5.6.1 The Contractor shall be responsible for furnishing adequate and proper fire protection for all phases of the contract work in accordance with UFC and National Fire Protection Agency (NFPA) standards. See
Section 01 35 29, Safety and Occupational Health Requirements.
1.5.7 Request for Proposal
1.5.7.1 For each project, the Contractor will be furnished a statement of work. The Contractor shall check all drawings and specifications immediately upon receipt for discrepancies and notify the CO immediately of any/all discrepancies found in the form of a Request for Information
(RFI). Enlarged plans and details shall govern where the same work is shown at smaller scales. The Contractor shall compare all drawings and verify the installation before laying out the work and shall be responsible for any errors which might have been avoided thereby.
1.5.8 Site Visit
1.5.8.1 Prior to negotiating any individual task order, the Government and the Contractor will conduct a scope validation and site visit for each task order. Discussions may include, but are not limited to: scope of work, method of construction, sequence of operations, progress schedule, means of access to project site, delivery and storage of materials and equipment, work restrictions, coordination requirements, project goals, liquidated damages, and potential difficulties/problems.
1.5.9 On-Site Conditions
1.5.9.1 Drawings showing the location of equipment, piping, ducts and conduit, are diagrammatic and may not show every detail required. In

addition, site conditions will not always permit installation in the locations shown. Drawings showing equipment, piping, ducts, conduit, etc., to be removed, altered, or installed may require deviation from the configuration of the demolition or installation drawings due to existence of conflicting ducts, conduits, hangers, light fixtures, structural items, and temporary walls, etc. All such minor details of work which are not shown on the drawings, as well as such items not specifically mentioned in the specifications, but which are essential and necessary for the completion of the work, and to make all systems or equipment operational, shall be considered as incidental and shall be included as part of the work. When this situation occurs, the final placement of permanently installed items shall be subject to approval by the applicable CO. The Contractor shall be responsible for inspecting to his satisfaction all areas/items of possible conflict. Failure to verify the dimensions and locations will be at the contractor's risk and shall not relieve the Contractor from accomplishing the work required by the task order.
1.5.10 Project Proposal
1.5.10.1 For every Request for Proposal (RFP) associated with task order
(TO), the Contractor shall provide a written proposal and scope of work
(narrative and graphic, as needed) and in accordance with the site visit, SOW and any documents provided. The Contractor shall submit the proposal within the agreed upon but no later than ten (10) calendar days. The proposal shall include, but is not limited to, a cover page, cost estimate, operational concerns, basic design solution (as needed), calculations (as needed), and drawings (as needed). The cover page or pages shall include project title, total project cost, list of assumptions, list of requirements, performance period, material lead times, and any special considerations such as request for winter exclusion, phasing of construction, etc. The contractor’s proposals shall be complete and concise.
a. Cost Estimates
All task orders shall be estimated, negotiated, and awarded based upon prices in the Unit Price Book (UPB, see section 01 04 00). The cost estimate portion of the contractor’s proposals shall be prepared and produced using the cost estimating software described in UPB and software requirements (section 01 04 00). This applies to all work done on SABER task orders, even if work is done by a subcontractor.
b. Construction Schedule
Contractor shall submit a baseline construction schedule when required by the Task Order (TO) Statement of Work (SOW). The Contractor shall provide daily construction updates weekly to the CO and SABER Chief.
c. Design Documentation
The contractor will provide, as part of the proposal, a basic design solution showing a complete understanding of the requirement. Drawings included with the proposal must be thorough enough to allow the

Government and Contractor to estimate prepriced and non-prepriced items, the Government to monitor the work, and the Contractor to execute the work. Design incidental to accomplishing the required tasks outlined in each task order will be required; the extent of these designs will depend upon the complexity of each task. Under the scope of this contract, the complexity will not necessarily require the services of a registered architect or engineer. However, the contractor shall provide sufficient design documentation to substantiate the proposed approach for the task and detail enough to verify line-item quantities. Also, designs shall clearly illustrate compliance with local, state, and federal building and construction codes and Life Safety Codes. Where required in the SOW or otherwise needed the contractor shall include the following documentation in the task order proposal. This documentation includes, but is not limited to:
(2) Design drawings showing basic layout and planning of work.
(3) Design Calculations
(a) Design calculations to substantiate appropriate equipment or material selection/ sizing, component assembly, and proposed layout and sizing of utilities and structural elements. The contractor shall at a minimum supply the following calculation:
(b) Mechanical: HVAC load analysis and unit sizing, pipe sizing, duct sizing, and test and balancing data.
(c) Electrical: Electrical system capacity, conductor, conduit, protective devices, and other equipment sizing and numbered circuits.
(d) Structural: Structural system and foundation sizing. Structural system and foundation drawings will be reviewed and stamped by a registered engineer licensed in the State of Georgia.
(e) Fire Protection: All fire protection drawings and designs will be reviewed and stamped by a registered fire protection engineer licensed in the State of Georgia
(f) Life Safety: All work will conform to the most current Life Safety
Codes.
(g) Pavement/Site Work: Area run-off quantities, drainage capacities, and grading slopes.
(h) Lighting: Lighting level analysis and lumen/foot-candle levels for each room or area.
(i) Energy: If requested in the statement of work the contractor will provide energy savings and Return on Investment (ROI).
(4) Certified Shop Drawings. Shop drawings shall show in detail the proposed fabrication and assembly of structural elements and/or the installation (i.e., form, fit, and attachment details) of materials or equipment.

1.5.11 Record Drawings
1.5.11.1 During the progress of the contract, the Contractor shall a keep record set of drawings on the job site meeting the requirements of paragraph 1.2 of Section 01 78 00 Task Order Closeout Requirements. If the Contractor fails to maintain the record drawings as required herein, the Contracting Officer will consider that satisfactory progress has not been achieved for the period in question. Final payment will be withheld until As-Built record drawings are submitted and approved by the CO.
1.5.12 Moving Furniture and Equipment
1.5.12.1 For each task order, the Government SABER Office and the
Contractor shall coordinate with occupants of the proposed work area on responsibilities of moving furniture and equipment. If the Contractor moves the furniture, associated costs may be included in their proposal.
The Government shall hold the Contractor responsible for any damages when the Contractor moves the furniture.
1.5.13 Delivery Of Materials
1.5.13.1 Delivery of materials and equipment shall be made with a minimum of interference to government operations and personnel. Storage and security of materials are the responsibility of the contractor.
1.5.14 Division Of Work
1.5.14.1 The work shall, so far as practicable, be done in definite sections or divisions and confined to limited areas that shall be completed before work in other sections or divisions will begin.
1.5.15 Clean-Up
1.5.15.1 Hallways, exits, and access routes must be kept free of debris and safe at all times. Prior to departure from the work area each day, the Contractor shall remove and properly dispose of all waste materials or rubbish generated by the project work and Contractor’s personnel.
Daily cleanup of all job sites includes leaving the affected project area in a good state of order. Thorough daily cleanup may be required in certain high-visibility areas on a case-by-case basis as described in the statement of work (SOW) for specific Task Orders. Upon completion of the project, the Contractor shall conduct a thorough final cleaning.
1.5.16 Government-Furnished Equipment/Materials
1.5.16.1 The Contractor with his own forces shall transport all government furnished equipment (GFE) and/or government furnished materials (GFM), if any, described on the task order. The GFE/GFM shall be transported from the government’s storage area to the work site or as indicated on the task order. The Contractor shall follow the instructions of the Contracting Officer regarding the disposition of all government furnished property not consumed in performance of a task order.

1.5.17 Equipment and Furniture On The Site
1.5.17.1 The Contractor shall cover equipment and furniture that is to remain in place within the contract operations area and protect it against damage or loss. Store equipment and furniture that is removed in performance of work where directed, or reuse in work as required by project statement of work (SOW), drawings, or specifications. Equipment and furniture temporarily removed shall be protected, cleaned, and replaced equal or better than its condition prior to starting work.
Security for equipment or material that is to be reused and is removed for temporary storage shall be the sole responsibility of the Contractor.
1.5.18 Damage to Real Property
1.5.18.1 Any damage done by the Contractor to existing real property shall be repaired to prior conditions. Patch and repair any holes or damage done to walls during the removal of any items/material. Match the existing conditions and meet the requirements of these specifications.
The Contracting Officer will determine if the repair work done is sufficient. All repair work will be at the Contractor’s expense.
1.5.19 Covered Chutes
1.5.19.1 All chutes used for refuse, and the like, shall be covered or of such design to fully confine the material to prevent the dissemination of dust.
1.5.20 Salvageable Items
1.5.20.1 All materials removed and not reused in the project as specified herein or as required by the project statement of work (SOW), drawings, or specifications, remain the property of the Government. The Contracting
Officer will determine if these materials are salvageable or unsalvageable. Salvageable materials shall be managed as directed by the
Contracting Officer with the concurrence of the Installation
Environmental Office. See Section 01 57 00 00 Environmental Requirements for further guidance.
1.5.21 Trash Removal
1.5.21.1 Unsalvageable materials, as determined by the contracting officer, shall become the property of the Contractor and disposed of at the contractor's expense. Materials to be removed shall be removed without damage to adjacent areas. All damage resulting from the removal activity shall be repaired by the Contractor at no cost to the
Government. Repair shall be made with materials of like nature, type and construction as were damaged or exist adjacent to the areas to be repaired. See Section 01 57 20 00 Environmental Requirements for further guidance.
1.5.22 Monthly Reporting
1.5.22.1 The Contractor must submit reports monthly showing the tons of material disposed of at a landfill and the tons of material diverted from

a landfill. See Section 01 57 20 00 Environmental Requirements for further guidance.
1.5.23 Permits
1.5.23.1 The Contractor is responsible for listing any and all necessary permits on each project submittal register that are required. The
Contractor shall plan for and obtain any and all permits and provide two copies to the Contracting Officer. See Section 01 57 20 00 Environmental
Requirements for environmental permits. All environmental permits must be coordinated and approved through the Installation Environmental Office.
1.5.24 Environmental Requirements
1.5.24.1 ENVIRONMENTAL MANAGEMENT SYSTEM
1.5.24.2 The Contractor shall perform work under this contract consistent with the relevant policy and objectives identified in the agency, organizational, or facility EMS applicable for your contract.
1.5.24.3 The Contractor shall perform work in a manner that conforms to the Moody AFB EMS (division 01.57.20), including but not limited to:
addressing significant aspects the Contractor may be responsible for, developing and maintaining Operational Controls identified by the Moody
AFB EMS, and providing monitoring and measurement information as necessary for the installation to address environmental performance relative to the environmental energy goals.
1.5.24.4 In the event an environmental nonconformance or noncompliance associated with the contracted services is identified, the Contractor shall take corrective and/or preventative actions. In the case of a noncompliance, the Contractor shall respond and take corrective action immediately. In the case of a nonconformance, the Contractor shall respond and take corrective action based on the time schedule established by the Contracting Officer.
1.5.24.5 The Contractor shall ensure that their employees are aware of the roles and responsibilities identified by the EMS and how these requirements affect their work performed under this contract.
1.5.24.6 All on-site contractor personnel shall complete appropriate environmental training specified for the type of work conducted on-site.
Upon contract award, the government Project Manager/Inspector will notify the facility-level EMS Coordinator to arrange EMS training for appropriate staff.
1.5.24.7 All waste materials generated by any work under the contract performed on a government installation shall be handled, transported, stored, and disposed of by the contractor and by his subcontractors at all times in accordance with all applicable Federal, state, or local laws, ordinances, regulations, court orders, or other types of rules or rulings having the effect of law, including but not limited to Executive
Order 11752, 17 December 1973, the Federal Water Pollution Control Act, as amended (33 USC Sec 1251 ET SEQ); The Clean Air Act, as amended (42

USC SEC 1857 ET SEQ); the Refuse Act of 1898 (33 USC Executive Order
11507); and the Environmental Protection Agency guidelines on thermal processing and land disposal of solid waste (40 CFR, Chapter 1, parts 240
& 241). Contractors should make every effort to divert construction debris from the waste stream. All materials diverted should be reported by weight using the form provided as an attachment to this contract.
1.6 PRODUCTS AND SUBMITTALS
1.6.1 Standard Products
1.6.1.1 Materials and equipment shall be standard products of a manufacturer regularly engaged in the manufacturing of such products, which are of a similar material, design and workmanship. All products shall be new unless otherwise directed in the TO SOW. See Section 1.5.24

1.6.2 Contract Submittal Requirements
1.6.2.1 In addition to submittals required in each task order, these specifications require various contract submittals. The Contractor shall provide these submittals in accordance with the instructions found in these specifications and on the Submittal Register.
1.6.3 SUBMITTAL REQUIREMENTS
1.6.3.1 The CO may request submittals in addition to those listed on the task order when deemed necessary to adequately describe the work covered in the respective sections. Submittals pertinent to materials and equipment that are subject to advance approval shall be scheduled and made prior to the acquisition or the delivery thereof. Each submittal shall be complete and in sufficient detail for ready determination of compliance with the contract requirements. Submittals shall include such items as: project schedule, descriptive literature (i.e., catalog cuts, diagrams, operation charts/data); test reports; certificates of compliance; actual material sample; fabricator's drawings; shop drawings;
operation and maintenance (O&M) manuals including parts lists, certifications, warranties, as- built drawings, DD Form 1354 Transfer and
Acceptance of DoD Real Property, and other such required submittals.
1.6.4 PROCEDURES FOR SUBMISSION
1.6.4.1 The Contractor shall use AF Form 3000, Material Submittal, in strict accordance with the instructions on the reverse side thereof. This form shall be reproduced by the Contractor. Special care should be exercised to ensure proper listing of the specification/drawing reference pertinent for each item submitted. All submittals shall be prepared and provided with a copy of AF Form 3000. When submitting actual material samples or catalog cuts, one copy of an AF Form 3000 with the corresponding submittal and copies of the submittal will be provided by the Contractor to the CO unless otherwise specified in the Task Order.
The AF Form 3000 with the corresponding submittal items such as: project schedule, descriptive literature (i.e., diagrams, operation charts/data);
test reports; certificates of compliance; fabricator's drawings; shop

drawings; operation and maintenance (O&M) manuals including parts lists, certifications, warranties, as-built drawings, DD Form 1354 shall be provided to the CO electronically,
1.6.5 APPROVED SUBMITTALS
1.6.5.1 Upon completion of review by the Government, the approved AF Form
3000, Material Submittal, will be provided to the Contractor. Copies of each submittal document will be retained on file by the CO.
1.6.6 INTENT OF APPROVALS
1.6.6.1 The approval of the submittal by the CO shall not be construed as acceptance but will indicate only that the general method of construction and detailing is satisfactory. Approval will not relieve the Contractor of the responsibility for any error that may exist, as the Contractor, under the requirements of this contract, is responsible for the dimensions and design of adequate connections, details and satisfactory construction of all work. The government will approve or disapprove all submittals within fourteen (14) calendar days. After submittals have been approved by the CO, no resubmittal for the purpose of substituting materials or equipment will be given consideration unless accompanied by an acceptable explanation stating why a substitution is necessary.
1.6.7 DISAPPROVED SUBMITTALS
1.6.7.1 The Contractor shall make all corrections required by the CO and furnish a corrected submittal in the form and number of copies as specified for initial submittals within five (5) calendar days.
1.6.7.2 Resubmittals shall maintain the same original number with an alpha indicator in parentheses following it. This alpha indicator will start with “(A)” and continue through the alphabet for further resubmittals. For example, if the original submission number was 500, the first resubmittal would be numbered 500(A), and the second resubmittal would be numbered 500(B).
1.6.7.3 If the Contractor considers any correction indicated on the submittals to constitute a change to the contract, notice should be promptly given to the CO.
1.7 MASTER SUBMITTAL REGISTER: Once a submittal has been approved, this item may be added to the AF Form 66 Master Submittal Register if agreed upon by the Contractor and the Government.
1.7.1 The items shall be separated by CSI divisions (2-16). The numbering of the items in each division will start at “1” and ascend for each subsequent item. For example, the third item on the Master Submittal
Register in Division 16 would be 16-3, and the thirteenth item in
Division 4 would be 4-13.
1.7.2 Subsequent submittals may then reference items by number from the
Master Submittal Register for approval on the current Task Order.

Approval for the use of an item on the master register shall not be automatic in subsequent Task Orders.
1.7.3 The Contractor shall keep a separate book for each installation.
The Government will keep up their copy. The Contractor shall provide an updated index sheet to the Government within five (5) calendar days whenever an item is added to the list.
1.8 CERTIFICATES OF COMPLIANCE: Any certificate required for
demonstrating proof of compliance of materials with specification shall be signed by a corporate officer of the manufacturing company and shall contain the name and address of the Contractor, location, quantity, and date of shipment or delivery to which the certificates apply.
1.9 SUBMITTAL DEVIATIONS: If the Contractor desires to submit a variance to any project requirement, this must be clearly stated and submitted on a separate AF Form 3000. The Contractor shall demonstrate that the suggested alternate meets or exceeds the project requirements to the government’s benefits at no additional cost to the government. These deviations are subject to approval by the CO. See Section 01 33 00
Submittal Procedures for additional information.
1.10 CONCURRENT CONSTRUCTION
1.10.1 Construction work closely related to and/or located at the site of the work under this contract, including other military projects, and normal maintenance and repair work may occur. The Government reserves the right to engage in and to perform work, with its own forces or other contractor forces, of the same type as the successful offeror without breaching or violating this contract.
1.11 UTILITIY SERVICES
1.11.1 Availability of Utility Services
1.11.1.1 All reasonably required amounts of water and electricity, where available, will be made available to the Contractor by the Government from existing system outlets and supplies. The quality, quantity, and consistency of the utilities supplied are not guaranteed. Some task orders may not allow the use of government utilities. The Contractor shall, at his own expense, make all temporary connections and install distribution lines. All temporary lines shall be installed and maintained by the Contractor in a safe and workmanlike manner subject to approval by the CO/ Contracting Officer’s Representative (COR) and shall be removed by the Contractor in like manner prior to final acceptance of the construction. Reasonable quantities of electricity and water used to make final tests of completely installed systems will be furnished by the
Government as determined by the Contracting Officer prior to execution.
1.11.2 Fire Hydrant Connections
1.11.2.1 Only compatible adapters shall be utilized for hydrant connections. All connections to fire hydrants shall be provided with a backflow preventor. A hydrant wrench of the correct size shall be used to

control the flow. Temporary connections to fire hydrants shall be disconnected at the end of each working day. Any use of fire hydrants shall be coordinated with the Fire Department prior to work. Notification by the Contractor to the CO and Fire Department shall be made fourteen
(14) calendar days prior to any work.
1.11.3 Conservation of Utilities
1.11.3.1 The Contractor shall be responsible for operating under conditions that preclude the waste of utilities and shall comply with energy conservation directives for each installation.
a. Supplemental lighting shall be used only in areas where and when work is actually being performed. When work areas are vacated, lighting shall be turned off.
b. Mechanical equipment for heating, ventilation, and air conditioning systems shall be adjusted by authorized craftsman only.
c. Water faucets or valves shall be turned off after the required usage has been accomplished.
1.12 UTILITY OUTAGES
1.12.1 The Contractor shall request, in writing, any utility outage necessitated by the project work at least fourteen (14) calendar days prior to the proposed outage unless otherwise approved in writing by the
Contracting Officer. The Contractor shall not operate any valve, circuit breaker, or other utility shut-off device unless approved by the CO. The
Contractor shall verify that there are no conflicts with the scheduled outage immediately before shutting off the utility. The Contractor will be responsible to implement lockout/tag out procedures, as needed.
1.12.1.1 Requests
a. The request shall be directed to the Contracting Officer. It shall reference the specific Task Order; stipulate the specific utility system and/or circuits to be affected; the location of the work; the time, date, and duration of the requested outage for each system; and describe the contingency plans for restoring the utility to service.
1.12.1.2 Restrictions
a. Outages shall be kept to a minimum both in number and in duration.
Where multiple outages are required, as many outages as can be accurately scheduled shall be submitted as a group. No outage shall exceed four (4) hours unless approved in writing by the Contracting Officer prior to outage execution.
1.13 PARKING
1.13.1 Parking of contractor vehicles shall be restricted to the project parking lot at the location designated by the Contracting Officer. Under no circumstance shall the contractor park vehicles and/or equipment, even

temporarily, on the grass, unless approved in advance by the Contracting
Officer. The company name shall be prominently displayed on all construction vehicles parked in the designated spaces. Parking shall not violate fire or safety regulations.
1.14 TRAFFIC CONTROL
1.14.1 The Contractor shall comply with the recommendations contained in
Part 6 of the U.S. Department of Transportation, Federal Highway
Administration Manual on Uniform Traffic Control Devices to ensure proper warnings to motorists and adequate traffic control. Traffic control signage should be installed in accordance with, Georgia Department of
Transportation M&S Standards and Georgia Supplement to Manual of Uniform
Traffic Control Devices. All signs, warning lights, barricades, and other traffic control devices shall be provided by the Contractor. The
Contractor shall maintain the normal traffic egress to and from the installation during construction at all times. If traffic flow on any roadway is to be modified for any reason, the Contractor must notify the
Contracting Officer, the Fire Department, Hospital Emergency Services, and Security Forces by submitting a traffic coordination plan for approval to the Contracting Officer fourteen (14) calendar days prior to commencing with construction activities. The schedule and phasing of roadway lane closure will be discussed in a pre-construction meeting.
1.15 SANITARY PROVISIONS
1.15.1 Use of government facilities may not be allowed. The Contractor shall utilize only those rest rooms designated for their use, provided such usage does not conflict with usage by installation personnel and that such usage does not result in unsanitary conditions or damage to the rest room. If government restrooms are authorized as part of a task order, the Contractor will be required to fully clean those restrooms at the end of the project. Should usage by the Contractor result in unsatisfactory conditions, the Contracting Officer may restrict or prohibit further usage by the Contractor. In no instance, shall paint or other construction materials be disposed of in the rest room, nor shall fixtures be utilized for cleaning tools or construction equipment.
1.15.1.1 Temporary Sanitary Provisions
a. The Government, at its discretion, may direct the Contractor to provide temporary toilets for the contractor’s use. When the Contractor provides their own temporary toilets, they shall ensure that they satisfy state and local health requirements for the use of construction personnel. Location, type, proposed maintenance, etc., shall be approved by the Contracting Officer prior to placing toilets. Temporary toilets shall be promptly removed at the completion of construction. All costs incurred in connection with the temporary toilets shall be borne by the
Contractor.

1.16.1 The Contractor shall limit smoking and use of tobacco to authorized areas only. Tobacco use shall be in accordance with applicable installation and DoD policy.

SECTION 01 00 01
SPECIFIC REQUIREMENTS
PART 1 GENERAL
1.1 LOCATION
1.1.1 This section contains requirements applicable to the property and facilities as identified in the contract.
1.2 DESIGN STANDARDS

1.3 WORK CLEARANCE REQUEST
1.3.1 The Civil Engineer Work Clearance Request Program is processed electronically. The Contractor shall initiate an AF Form 103, Base Civil
Engineer Work Clearance Request, fourteen (14) calendar days prior for each task order (project). The Contractor shall call the Georgia Utility
Protection Center at 1-800-282-7411, specify that surveys need to be marked in paint only, obtain a Dig Permit Number in order to start the AF
Form 103 process, and then clearly outline the intended construction area with white utility marking paint. The Contractor will submit the dig permit information to the 23d Civil Engineer Squadron SABER Project
Management Office to initiate the AF e103 for the appropriate Work
Clearance Working Group members to visit the site to perform utility locate/marking services. Once the AF e103 has been approved, the SABER
Project Inspector will provide one copy to the Contractor prior to commencement of any work for the project. The Contractor must have an approved copy of the AF e103 for each task order at each task order jobsite.
1.3.1.1 In all cases the Contractor shall have contingency plans for continuing work during utility outages caused by the Contractor or outside forces. The plan must also include procedures for promptly repairing utility breaks/interruptions made or caused by the Contractor.
1.3.1.2 The Contractor will be required to mark the limits of site work/excavation to indicate location, direction, length, and depth of site work/excavation in order to facilitate the utility field marking of existing utilities.
1.3.1.3 The Contractor shall provide drawings to the SABER Project
Inspector showing exact location and description of the work to be accomplished. The SABER Project Inspector shall create drawings showing exact location on the AF GeoBase site and upload as an attachment with the AF E103. Should any of the coordination points indicate additional

utility lines or structures to those already shown on the drawings, by sketch on the Contractor's drawing or by field location marking, the
Contractor shall be responsible for the protection of each of the indicated items. It is the responsibility of the Contractor to verify the exact location of all indicated utility lines and structures, and for the protection of the same, in the project work area. Should damage occur to any utility line or structure, the Contractor shall be responsible for the prompt repair of the damage to return the item to its original working condition.
1.3.1.4 Special care and coordination shall be taken in any high-visibility area so as not to unnecessarily damage surfaces. The
Contractor shall consult with the SABER Project Inspector before any markings are placed in these areas. In all high-visibility locations, the paint used to locate utilities will be fully removed from sidewalks, pavements, and plazas at the end of the project. The Contractor shall be responsible for any damage.
1.4 ELECTRICAL SERVICE AND COMMUNICATIONS FACILITIES
1.4.1 The Contractor shall not disturb electrical and/or communications facilities and wiring not discussed in the statement of work (SOW) or drawings. Where such facilities require removal for accomplishment of the project work, the Contractor shall notify the Contracting Officer (CO) in writing at least fourteen (14) calendar days in advance of the requirement, for the accomplishment of such removal work by the
Government. The Contractor shall allow the utility owner to remove the systems required. If the lines are damaged by the contractor’s construction activities, the Contractor shall restore service within 24-hours with no cost to the Government.
1.5 CONDITIONS OF WORK:
1.5.1 Disruptions
1.5.1.1 The Contractor shall perform his work in a manner that will minimize disruption to normal Moody AFB operations.
1.5.1.2 Disruptions to sprinkler or alarm systems must be coordinated with the Fire Department and the 23d Civil Engineer Squadron Alarm Shop
48 hours prior. Any disruptions in excess of 4 hours will require either the evacuation of the building or fire watch.
1.5.2 Area of Work
1.5.2.1 The Contractor will be allowed a reasonable working area when possible.
1.5.3 Regulations and Policies
1.5.3.1 The Contractor shall comply with all applicable Moody AFB regulations pertaining to safety, health, security, traffic control, fire prevention, and environmental protection.

1.5.3.2 Moody AFB enforces hands free telephone use when operating a vehicle on the installation Contractor personnel caught in violation will be ticketed and may subjected to removal from the installation.
1.6 ROUTE
1.6.1 Only that route designated by the Contracting Officer for each task order shall be utilized by the Contractor for access to the work site.
The use of an existing elevator shall be arranged prior to use through the CO and subject to his controls. Such use will be of an intermittent and temporary nature. The Contractor shall provide and maintain suitable and adequate protective covering for the elevator machinery, the hatchway entrance, and the interior of elevator during any period of temporary usage. In no case shall the load exceed the rated capacity of the elevator.
1.7 HISTORICAL PRESERVATION
1.7.1 Any work on facilities located on Moody AFB that is greater than 45 years of age must be coordinated with the Moody AFB Cultural Resource
Manager. Facilities greater than 45 years of age must be evaluated for historical determination and all work on these facilities must be coordinated and approved by the State Historical Preservation Office, (SHPO).
1.7.2 The Contractor will provide a detailed scope of work, drawings and/or photos of the affected work area to the SABER Project Inspector for coordination to the SHPO.
1.8 NATURAL RESOURCES AND WILDLIFE IMPACTS
1.8.1 All construction projects should be carried out in such a manner as to minimize adverse impacts to the environment. No wildlife or animal nesting site should be impacted by construction activity without first consulting with the Contracting Officer and the 23 CES Natural Resources
Program Manager. If any wildlife is encountered during the project, all practical efforts will be made to avoid additional disturbance of the normal routine or nesting activity.
1.8.2 All impacts to waterways or drainages should be kept to minimum area, and as short of a time duration as practical. Proper Best
Management Practices will be utilized to minimize erosion and control sedimentation. Any impacts to wetland areas will be confirmed with the 23
CES Natural Resources Program Manager in advance to confirm all proper permits have been obtained.
1.8.3 Control of pests or nuisance species will be coordinated through the Contracting Officer and appropriate 23 CES Entomology personnel prior to application of any pesticide, or chemical control agent. Trapping or removal of any nuisance species will also be coordinated with the 23 CES
Entomology Office.
1.8.4 Any questions regarding impacts to installation natural resources, wildlife or wildlife habitat should be directed through the proper

contracting chain of command to the 23 CES Natural Resources Program
Manager, at 229-257-5881.
1.9 ENVIRONMENTAL RESTORATION PROGRAM
1.9.1 Projects must be designed to ensure the work will not impact ERP sites (proposed construction sites must be reviewed early in the process to ensure future work is not halted or delayed because of ERP site contamination).
a. All ERP wells and infrastructure should be identified on the drawings.
Projects must be designed to avoid ERP wells and remediation systems/infrastructure. If wells are damaged and cannot continue to serve as reliable monitoring points, the construction contractor will be responsible for paying for the cost to replace the wells.
b. The following stipulations for construction on/near ERP sites of known contamination will be met by the contractor or project engineer.
c. Project will comply with Georgia Department of Natural Resources (GA
DNR), guidance for disposal of contaminated soils/materials.
d. If suspected contaminated material is identified during construction activities, the contractor and his workers are to stop work immediately and notify the Moody AFB Environmental Restoration Program Office. Please note that removal and disposal of any contaminated material will be conducted using construction project funds. All soils and/or groundwater removed from any ERP site will require sampling and analysis for disposal purposes. The Moody AFB ERP staff will assist with determining sampling requirements. Please note that any sampling and analysis conducted will be a construction cost and will not be eligible for Environmental
Restoration Account funds.
