L-4.3.1.1(a) Scope of Work (pg. xx)
In Q&A #2, the answer provided for T-008 states, “The government confirms that there is no design scope for mechanical, electrical, structural, fire protection, life safety, or energy as part of this project.” However, in Amendment 0001, Section L-4.3.1.1(a) Scope of Work, the following is mentioned:
“ii. Provide the drawings describing a preliminary design, including basic layout and planning of work, and at a minimum, the following components: mechanical, electrical, structural, fire protection, life safety, and energy.
iii. Provide design calculations to substantiate appropriate equipment or material selection/sizing, component assembly, and proposed labor and sizing of utilities and structural elements (e.g. mechanical, electrical, structural, fire protection, life safety, and energy) in compliance with the Seed Project SOW (Attachment 3).”
What drawing/design information is needed for the proposal?
The government re-confirm that there are no design requirements for the seed project. To correct the discrepancies, Section L- 4.3.1.1(a), Scope and Section M-3.1.1, Subfactor 1: Execution of Moody AFB Seed Project, Table, will be revised, via Amendment 0002, as follows:
L-4.3.1.1 Provide a preliminary work plan to demonstrate coordination efforts among the different trades/subcontractors, the sequencing of construction, and the implementation of roles and responsibilities of the key personnel.
(a) Scope of Work – Provide a written narrative summarizing, explaining, and documenting the processes anticipated to successfully fulfil the requirements of the seed project from task order award to final acceptance. Identify the different trades and subcontractors and demonstrate how each will coordinate work to show a fluid sequence and minimize down-time or delay. The narrative should clearly define the roles and responsibilities of all key personnel and show how each will implement their responsibilities.
M-3.1.1 The standard is met when the proposed work plan demonstrates the offeror’s technical understanding and capability for successfully executing and completing the seed project IAW the Seed Project SOW and the proposal provides:
(a) Efficiently, logically, and sufficiently detailed narrative summarizing, explaining, and documenting the preliminary work plan processes to address offeror’s technical approach.

Section L-6.3.2(a) Coefficient Rates (pg. xx)
In Section L-6.3.2(a), you do not call out the Gordian Fee of 1.95% that you have in response to question 3 that is mentioned in “Consolidated Q&A 1 (Site Visit).”
My question is, do you mean for all contractors to carry the 1.95% in their coefficient?
Please refer to the answer provided in Consolidated Q&A1, Question #3. The eGordian fee will be added to each task order as a separate line item. In other words, the SABER contractor does not absorb the fee cost. Rather, the contractor is simply passing the cost to the government on each task order they receive after the contract award. Therefore, the eGordian fee is applicable to the SABER awardee only. For the purpose of developing coefficient at the source selection level, the offeror should not be concerned with the fee and should not include the eGordian fee in the proposed coefficient.
To ensure clarity, the following will be added, via Amendment 0002, to Section L-6.3.2, Coefficient Rates:
The offerors shall not include the eGordian fee into the proposed coefficient. Only the selected SABER awardee will include the eGordian fee as a separate line-item in each task order cost proposal.
